HomeMy WebLinkAboutMinutes 04/17/1969 ,... ...... 73 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON April 17, 1969 The Council met in regular session at 7:30 P.M., and in the absence of the Mayor, the City Clerk called the meeting to order. Councilman Maxfield was elected' Mayor pro tem for this meeting. Other officers present were Councilman Thorne, Bettger, Schroeder, Basom and Cornell; Acting Manager Palmer, and Attorney Moffett. A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to accept and place on file the Council Minutes of April 3, 1969. I A motion was made by Councilman Schroeder, seconded by Councilman Basom and un- animously carried, to accept the low bid of Leonard Pederson for the warrants and bonds for Local Improvement District No. 189-A, with interest rate of 5.75% per annum, in the principal amount of approximately $17,000.00. A motion was made by Councilman Bettger, seconded by Councilman Schroeder and un- animously carried, to accept the low bid of Avon Miller for the Front and Penn Street Storm Sewer Materials and Labor in amount of $5,093.20. Tabulation of Results of L.I.D. No.189-A Hearing showing 5.0% protest was read. A motion was made by Councilman Basom, seconded by Councilman Thorne and unani- mously carried~ to approve and pay to CH2M an amount of $457.31 for engineering services from rebruary 25 through March 25, 1969, in connection with the Fair- mont Area Sanitary Sewer System. A motion was made by Councilman Bettger, seconded by Councilman Thorne and unani- mously carried, to approve and pay to CH2M an- amount of $ 2,249 .14 for engineering services from February 25 through March 25, 1969, in connection with the Sanitary Sewerage System Improvements. I A motion was made by Councilman Basom, seconded by Councilman Bettger and unani- mously carried, to table action on payment of $3,750 to N.G. Jacobsen & Associ- ates for off-street parking study for further information concerning whether a Traffic Flow Report was included in their report. A motion was made by Councilman Cornell, seconded by Councilman Schroeder and un- animously carried, to authorize write-off of utility bills in amount of $54.14 and turn over to Clallam Adjustment for collection utility bills in amount of $1,260.99. A motion was made by Councilman Bettger, seconded by Councilman Thorne and un'ani- mously carried, to approve for payment Claims Vouchers in amount of $141,008.85 and Payr.ol1 Transfers in amount of $50,666.69. A motion was made by Councilman Thorne, seconded by Councilman Schroeder and un- animously carried, to accept and place on file the Planning Commission Minutes of April 15, 1969. The following resolution was read inHllilil.' RESOLUTION 8- 69 (This resolution authorizes the City of Port Angeles to enter into a Regional Ten-Year Hydro-Thermol Plan --------this utility(City) has a net billing capability which would permit participation to the extent of 3.31% of the expected annual costs of the plant- -------) (Washington PUblic Power Supply System and BPA involved)~" I A motion was made by Councilman Basom, seconded by Councilman Schroeder and un- animously carried, to adopt the foregoing resolution as read. A Plumbing and Sewer Code Ordinance, Revision of Fire Zoning and Revision of r Building Code Ordinance were held over for study until the next Council Meeting. A motion was made by Councilman Bettger, seconded by Councilman Basom and unani- mously carried, that the Pieces of 8 Tavern (formerly The Office Tavern) be placed on probation for three months and if during that time no further viOlations are permitted, they be allowed to operate as usual. (The Chief of Police had requested the Dance License be revolked due to their permitting minors to con- sume liquor on the premises.) The Revised Personnel Resolution was presented to the Council for study. 74 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON (April 17, Cont'd) It was noted that a number of letters have been received concerning the noise created by the logging trucks. A committee will meet April 24 1969 to study this problem and report back to the Council. Those on the com~ittee are Councilmen Cornell, Schroeder and Maxfield, Mr. Marvin Johnson, Mr. Bob Owen and Police Chief Kochanek. Several Councilmen indicated their intentions to attend the Association of Wash~. ington Cities Convention in Seattle, July 16, 17 G- 18, 1969. A motion was made by Councilman Bettger, seconded by Councilman Cornell and un- animously carried to accept and place on file the Child Guidance Center Advisory Board Minutes of April 2, 1969. A motion was made by Councilman Cornell, seconded by Councilman Schroeder and carried, to accept and place on file the Human Relations Commission Minutes of March 27, 1969. A motion was made by Councilman Schroeder, seconded by Councilman Bettger and unanimously carried, to accept and place on file the Financial Reports for March of the Light, Water, Equipment Rental, Sanitation, Sewer and Street Depart- ments; the Revenues and Expenditures Summary, Utilities Billing Report, Fire, Police, Municipal Judge, Recreation and Treasurer's Departments reports for March and the Out-of-town report from Marguerite Miller (Police Department). A motion was made by Councilman Thorne, seconded. by Councilman Schroeder and carried, to accept and place on file the Civil Service Commission Minutes of April 10, 1969. A motion was made by Councilman Basom, seconded by Councilman Schroeder and un- animously carried, to approve the request from the Chamber of Commerce for per- mission to suspend "Welcome to Port Angeles" banners on First Street at the location of the Elks Club and Lincoln Theater, and one on East Front and Chambers Street, and-that the State Highway Department be so notified. A motion was made by Councilman Basom, seconded by Councilman Schroeder and I carried, to approve the request from the Chamber of Commerce that the City purchase 20,000 "City of Port Angeles and Parks" maps ( at an approximate cost of $250.00). A motion was made by Councilman Basom, seconded by Councilman Thorne and unani- mously carried, that the Council deny the request for a Shooting Range at 16th and "In Streets. A motion waS made by Councilman Bettger, seconded by Councilman Schroeder and carried, to approve the transfer of Liquor License from Charles Frederick Erb d/b/a Black Rooster to Elson Arthur Brewer and Helen M. Brewer, Billiards. Other subjects discussed were A Workshop on Federal Housing Programs to be held in Port Angeles on April 29, 1969, and a Proclamation by the Mayor setting the week of May 4 through 10, 1969 as official Clean-Up, Paint-Up, Fix-Up Week for the City of Port Angeles.
