PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
April 17, 1973
The Council met in regular session at 7:30 p.m. Officers present were Mayor
Basom, Councilmen Haguewood, Hordyk, Olson, Lukey, Ross and Wray; City Manager
Puddy, Attorney Moffett and Clerk McNeece.
A motion'was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to accept and place on file, as received, the Minutes of April 3,
1973.

A motion was made by Councilman Wray, seconded by Councilwoman Ross and unani-
mously carried to accept the low bid of North Coast Electric Co. for conductor
for the Light Department @ $2,607.00 net to the City.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and un-
animously carried to accept the low bid of N. C Machinery for the forklift
@ $3,001.05 net to the City.
A motion was made by Councilwoman Ross, seconded by Councilman Lukey and unani-
mously carried to accept the low bid of Howard Cooper Corp. for the air com-
pressor @ $3,855.03 net to the City.
Phase I - West End Park was left tabled until the May 1, 1973 meeting.
A motion was made by Councilman Hordyk, Seconded by Councilman Haguewood and
unanimously carried to approve and pay to Harstad Associates $2,492.53 for
TOPICS Study. progress payment - 2/26/73 to 3/25/73.
A motion was made by Councilman Haguewood, seconded by Councilman Hordyk and
unanimously carried to approve and pay to CH2M $2,769.92 for engineering services
for the Water Study - 2/24/73 to 3/26/73.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and unani-
mously carried, to approve payment of Claim Vouchers in amount of $220,957.28,
and Payroll Transfers in amount of $72,619.58.

A motion was made by Councilman Hordyk, seconded by Councilman Lukey and unani-
mously carried to concur with the Planning Commission's recommendation and
approve the Conditional Use Permit for Gene Burdick to allow operation of
an impounded vehicle garage and tire repair service at 124 East 3rd Street in
the former Luvaas tire building.
A motion was made by Councilwoman Ross, seconded by Councilman Wray and unani-
mously carried to concur with the recommendation of the Planning Commission and
approve the Conditional Use Permit for R. E. Diamond to allow him to construct
a building on the south side of East 5th Street, just east of the El Rey Apart-
ments.
A motion was made by Councilman Wray, seconded by Councilman Lukey and unani-
mously carried to concur with the recommendation of the Planning Commission and
approve the variance for Harry Ross, 206 W. lOth Street, to allow him to con-
struct an addition to the rear of his existing non-conforming, single family
residence.
A motion was made by Councilwoman Ross, seconded by Councilman Wray and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the variance from the- 15ufoot,a3:1ey set back;for the Independent Bible
Church (southeast corner Df'lst and. Vine Sts.), provided no door openings are
made in the south wall of the building.

A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and
unanimously carried to concur with the recommendation of the Planning Commission
and approve the request of Lee Homes, Inc. for installation of a private septic
tank and drainfield on the east 18' of Lot 19 and all of Lot 20, Block 309
Townsite, at 10th and "L" Streets. (Health District approval accompanied the
request)
A motion was made by Councilman Haguewood, seconded by Councilman Lukey and un-
animously carried to accept and place on file the Planning Commission Minutes
of April 9, 1973.
A motion was made by Councilwoman Ross, seconded by Councilman Lukey and unani-
mously carried to accept the offer of Cheryl Main, Chairman of the City-wide

Litter Pick-up Campaign to pick up litter north, east and west of the High
School on April 28, 1973. (The City will furnish the litter bags and pick
them up at no charge. The Girls Club have planned this project to earn money
for the Girl's Track and Tennis teams.)
A motion was made by Councilman Olson, seconded by Councilman Hordyk and un-
animously carried to approve the Proclamation proclaiming May 13 through
19 inclusive, as National Transportation Week, and May 18, 1973 as National
Defense Transportation Day.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and un- I
animously carried to approve the Proclamation proclaiming the week beginning
May 1, 1973 as Youth Week.
The following ordinance title was read, and a motion was made by Councilman
Hordyk, seconded by Councilwoman Ross and unanimously carried to dispense
with reading of the ordinance and vote adoption of the ordinance.
ORDINANCE NO. 1788
AN ORDINANCE of the City of Port Angeles, Washington, pro-
viding for the issuance of bonds of Local Improvement
District No. 193 in the principal sum of $427,000 and
repealing Ordinance No. l778.
A motion was made by Councilwoman-Eoss, seconded by Councilman Olson and
unanimously carried to concur with the committee report and authorize the
City Manager to call for bids for carpeting the working areas of City Hall.
(to meet the safety requirements of OSHA and WISHA)

A motion was made by Councilman Haguewood,seeonded'by Councilwoman Ross and-unani-
mously carried that the City Manager inform the Clallam County Community
Action Council they can appear at the next regular Council meeting and be heard,
if they so desire.
A motion was made by Councilman Lukey, seconded by Councilman Wray and unani-
mously carried concur with the Clallam County Commissioners and appoint Mr.
Stumbaugh of Sequim to the Board of the North Olympic Library System.

A motion was made by Councilwoman Ross, seconded by Councilman Olson and un-
animously carried to accept the challenge and solicit volunteers to represent
Port Angeles in the Rocking Chair Marathon at the "VICTORIAN DAYS" in
Victoria, B.C. beginning May 20 and terminating May 27, 1973.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and un-
animOUSly carried to accept and place on file the North Olympic Library System's
lst Quarterly Report.
A motion was made by Councilman Lukey, seconded by Councilman Wray and unani-
mously carried to accept and place on file the Civil Service Commission Minutes
of April 12, 1973; the Light and Power and the Water Dept. work reports for
February; the monthly reports of the Fire, Utilities, Municipal Judge, Park &
Recreation, Police and Treasurer for the month of March, the March Revenue
& Expenditures reports and the out-of-town report of Lew Pohl and Don Thompson.
A letter from Norma Folk, Sales Representative of Twin Firs Realty Inc. re-
questing a rezone of Lots 5,6,7,8 & 9, Blk. 133, T.W.Carter Subdivision to

A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani-
mously carried to authorize the City Manager to call for bids for construction
of the Garage Building.
Other subjects of discussion were: A meeting with the County Commissioners
April 19, 1973, to discuss joint City-County facilities and other items of
mutual benefit; AWC convention in Spokane June 20-23; continueing efforts
to get information concerning operation of buses in other cities; report
from Director of Public Works concerning crossing of Whites Creek; City Manager
to attend City Managers Spring Meeting in Yakima April 26-28; and a meeting
April 24, at 7;30 P.M. with Einar Hendrickson to discuss the City's planning
activities and updating of the Comprehensive Plan.
