PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON

The Council met in regular session at 7:30 p.m. Officers present were Mayor
Basom, Councilmen Haguewood, Hordyk, Lukey, Olson, Ross and Wray, Manager Puddy,
Attorney Moffett and Deputy Clerk Hobbs.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani-
mously carried to accept and place on file, as received, the Minutes of April
4, 1972.

A motion was made by Councilman Wray, seconded by Councilman Olson and unani-
mously carried to concur with the recommendation of the Light Department Super-
intendent and accept the low bid of R. T. E. Corp on the disbribution trans-
formers for the Light Department in the amount of $18,921. plus tax. (36 various
transformers, pad mounts and associated equipment).
A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani-
mously carried to approve the call for bids for 15,000 feet of 8" water main,
10,000 feet of 2" water main and 5,000 feet of 3/4" Type K Copper pipe for the
Water Department.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to approve for payment Claim Vouchers in the amount of $ll3,821.42
and Payroll Transfers in the amount of $68,691.68.
A motion was made by Councilwoman Ross, seconded by Councilman Olsonjand unani-
mously carried to authorize the City to cooperate with the Port of Port Angeles,
Clallam County, and the business establishments through the Chamber of Com-
merce~in local matching funds toward an in-depth feasibility study on a multi-
purpose community c~nter. An Econbmic, Development Administration technical as-
sistance grant would be 75% of cost of study, the. remaining 25% would be in local
matching funds in a joint effort of County, City, Port of Port Angeles and pri-
vate businesses, with th~ c:ity's share of the 25%. not to exceed $l,500.00. ..

A motion was made by Councilman Wray, seconded by Councilman Olson and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Mr. Roy E. Dailey for a variance to allow utilization of
a mobile home at 1031 Spruce Street as a residence for an infirm parent, for
a period of one year with usual restrictions of location, occu~ant and vehi~le.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Mr. Daniel W. Gresli of 2802 South Laurel for a variance
to allow installation of mobile home as living quarters for parents on his prop-
erty for a period of one year, with the usual limitations of location, occu-
pant and vehicle.
A motion was made by Counci1m~n~Hordyk, seconded by Councilman Olson and unani-
mously carried to concur with trrePlanning Commission's recommendation and ap-
prove the request of Lee Homes, Inc. for installation of a septic tank and
drainfield for a single family residence on the north side of West 10th Street
just west of "L" Street and the request of E. L. McWilliams for installation
of a septic tank and drainfield for a single family residence on Lot 21, Sea-
mount Estates in Suburban Lot 48.
A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani-
~mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Mr. Louis Mangano for a variance to allow construction of
an addition to a pre-existing, non-conforming single family residence at 424
South Eunice St.

A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and u~ani-
mously carr~ed to concur with the Planning Commission's recommendation and dP-
prove the request of Mr. C. H. Watkins for a Conditional Use Permit to allow
construction of a duplex on the northeast corner of 9th and Washington Streets.
A motion was made by Councilman Olson, seconded by Councilman Lukey and unani-
mously carried to accept and place on file the Planning Commission Minutes of
April lO, 1972.
A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and
unanimously carried to concur with the recommendation of the Emanon Committee
(appointed for the purpose of recommending operational procedures) and instruct

the City Manager to proceed accordingly,
Recommendation of Committee was
1. Inasmuch as the Community Action Council has programs
specifically oriented toward youth, City sponsorship
of Emanon should cease as of June 1, 1972, and
2. Until June 1, 1972 Emanon's operation should be conducted
in accordance with all laws, ordinances and applicable rules.
A motion was made by Councilman Olson and seconded by Councilman Haguewood to
table the request of Richard J. Niiche~ for City water extended to his property I
outside the City Limits, to a work session to be held Tuesday, April 25 at
7: 30 p.m. All Councilmen voted "Aye II except Councilmen Hordyk and Wray, who
voted "No. II Motion carried.
A letter from Mr. & Mrs. Clyde Bugher concerning water and sewer assessments
was read and discussed. Mr. & Mrs. Bugher were in the audience and spoke to
the Council conerning the water problems in their area. No action was taken
by the Council at this time.
A motion was made by Councilm~n Hordyk, seconded by Councilman Wray and unani-
mously carried to authorize the City to enter into an agreement with the United
States of American through the 13th Coast Guard District; City to lease from
the Government the following property:
A parcel of land comprising part of the U.S. Coast Guard property
at Ediz Hook, Clallam County, Washington, being situated in Town-
ship 31 North, Range 6 West of the Willamette Meridian, Washington J
comprising Out Lots 4, 5 and 6 and that portion of Out Lot 7 lying
westerly of the 2 Mile line.
A motion was made by Councilman Horgyk, seconded by Councilman Haguewood and
unanimously carried to authorize the City to enter into an agreement with the
State and County to take advantage of federal funds for the TOPICS Program and
to authorize the City to enter into a contract with Harstad Associates, Inc.
as Consultant for the purpose of conducting the engineering services.

A motion was: made by Councilman Haguewood, seconded by Councilwoman Ross and
unanimously carried to accept the proposal of the Port of Port Angeles for a
Truck Weighing Station as proposed and refer to the Planning Commission for
their recommendation. Proposed site of station is south on Truck Route from
Marine Drive.
A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani-
mously carried to instruct the City Manager to contact the State Highway Depart-
ment regarding the mainten~p'ce and inspection oLthe proposed highway rout;e and
bridges to be turned over/tne City October 1, 1972, and to write to our legis-
lators concerning the maintenance and repl~cement monies for State Highways.
A letter from the Department of Health, Education and Welfare regarding a Na-
tional Health Survey to be conducted randomly throughout Clallam County was
read in full. This Health and Nutrition Examination Survey is conducted solely
by the Federal Government and the City Council urged all citizens of Port Angeles
to cooperate with this survey.
A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani-
mously carried to take from the table the following ordinance.
ORDINANCE NO. 1760
AN ORDINANCE adopting a uniform fire code prescribing
regulations governing conditions hazardous to life
and property from fire or explosion, and establish-
ing a bureau of fire prevention and providing offi-
cers therefvr and defining their powers and duties.
A motion was made by Councilman Hordyk, seconded by Councilman Lukey and unani-
mously carried to adopt the foregoing ordinance as pr~viously read.

A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani-
mously carried to approve the proclamation, as read by Mayor Basom, proclaiming
April 22 through May 7 as a period dedicated to a function of the Model Litter
Control Act, known as OPERATION LITTER CONTROL.

A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mo~sly carried to approve the proclamation, as read by Mayor Basom, proclaiming
the week of May 15 through May 19, 1972 as HIRE VETERAN WEEK", and May 16th as
_ the "Veterans Job Opportunity Fairll in Port Angeles.

A motion was made by Councilwoman Ross, seconded by Councilman Lukey and unani-
mously carried to authorize the placing of the Kiosk at the corner. of First and
Laurel Streets on the People's National Bank parking lot property, and authorize
the attorney to enter into any agreement or lease needed with the bank. Park
and Beautification Board to be responsible for Kiosk.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried to accept' and place 9n file the Park And Beautification Board
Minutes of April 6,. 1972; the Emanon report for March, 1972 and the Library
Board Minutes of April 13, 1972.
A motion was made by Councilman Haguewood, seconded by Councilman Wray and unani-
mously carried authorize the City entering into a trade of properties with Mr.
Del Strean. The City will trade three City owned lots at the southwest corner
of 7th and IIH" for Mr. Strean's five lots on the southwest corner of 9th and
"II', with each party assuming the other's estimated L.I.D. costs, $2,578.80 at
7th and 'w' and $1,848.02 at 9th and "I".
Jim Kirks, Librarian, displayed quite a variety of material from the Port Angeles
City Library honoring National Library Week.
A motion was maoe by Councilman Wray, seconded by Councilman L~ey and unani-
mously carried to accept and place on file the Financial Statements for the
Light, Water, Sewer, Sanitation, Street and Equipment Rental Departments; the
Utilities Billing; Fire, Municipal Judge, Police and Park & Recreation Monthly
Reports; and the out-of-town report by the Personnel Director.

A motion was made by Councilman Lukev, seconded by Councilman Hordyk and carried
to-instruct.the City Manager to proceed with negotiations and plans for the Gar-
age Building and to get this project under way. .All councilmen voted "Aye" ex-
cept Councilwoman Ross, who voted "No." Motion carried.
A motion was made by Councilman Olson, seconded by Councilman Wray and unani-
mously carried to authorize the City Manager to utilize the services of Mr.
Sweeney, County Planner, to assis.t the City in 'planning within the City,working
with the Planning Commission and Building Inspector.
A motion was made by Councilman Olson, seconded by Councilman Lukey and unani-
-mously carried to refer to the next work session the letter from Mr. Thomas P.
Hodges protesting the unfair sewer tax to those. people with septic tanks and no
sewer available to them, (Work session to be Tuesday, April 25, 1972 ),.and ask
Mr. Warder to give some detail on this problem.
A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani-
mously carried introduce the following ordinance:for consideration:

ORDINANCE granting to Jack. Chapman an extension of
franchise to stretch wires and cables and appurten-
ance structures over and under the streets and alleys
of the City of Port Angeles and to maintain and use the
same as a coaxial cable distribution system for tele-
vision distibution to subscribers' residences and to
business and public establishments, said extension being
two years six months from December 30, 1974, as provided
by City Ordinance No. 1440, dated December 30, 1959.
Other subjects of discussion were the Association of Washington Cities Conven-
tion June 13-l6, 1972; Solid Waste Advisory Committee Work Session within the
next sixty days; meeting with all concerned in the property outside the City
for a rifle range and students parking along East Boulevard near the college
instead of in the college parking lot.
