,The City Council met in regular session at 7:30 P.M. and was called to order by Mayor Maxfield. Other I
Officers present were: Councilmen Richardson, Thorne, Randall, Caldwell and Haguewood; Manager Slankard
Attorney Moffett and Clerk Law. I
It was moved by Councilman Randall that minutes of the previous meeting be approved and placed on file.
Seronded by Coundlman Richardson and carried. '
Under the head of unfinished business, Councilman Thorne reported on appraisal of Lots 11, 12 and 13, Block'
350, Townsite. It was the opinion of the Committee that $300.00 plus taxes and assessments should be set I
as minimum. It was moved by Councilman Richardson that recommendation of the Committee be accepted and
minimum fixed at $300.00 plus taxes and asses sments for the three Lots. Seconded by Councilman Haguewoo
and carried. ~
The Attorney reported on findings regarding installatiOn of curb and sidewalk on East Front Street. Examination
discloses that the area is too large for the City to request or force construction upon the property owners, r
this being governed by Statutes and Ordinance. It was his opinion that the problem is parking of'cars on the!
gravel walkway. The Manager will investigate as to what can be done to alleviate the problem.
C. E. Sylvia flied claim for damages to his property caused by recent flood. It was moved by Councilman
Richardson that the claim be referred to the Attorney. Seconded by Councilman Caldwell and carried. The
Attorney estimated thtlt time has almost ellpired for filing claims and will check. Also cited total amount of
C, laimS filed as approiidmately $,22,000 . 00. , The Investigator has been consulted and viewed the damage area '1
The Attorney also read portions of a letter referring to the Liability Policy as $10,000.00 each accident or
aggregate of $25,000.00 over a period of three years. It was the opinion of the Attorney that when poliCY is
renewed, increasing the liability should be considered. The l"'anager will make report as to increasing this !
phase of liability. "I
Under the head of new business, A. C. Ramsdell appeared before the Council for the purpose of subleasing ,
100 feet of EdizHook adjacent to the Standard Shingle Mill. The property would be used for small boat 1aunc~~
Ing and a building constructed from which fishing tackle would be sold. He suggested a ten year lease at
$25.00 per year. The Council was opposed to ten year lease and questioned as to size of the building to be
constructed. Joe Faires cited investment made by Ron Little at the Thunderb.hd Boathouse to furnish adequate
launching facilities. It was moved by Councilman Haguewood that the City offer the 100 feet in questlon on
a year to year lease basis, rental of $100.00 for the first year, $200.00 per year thereafter with option to
cancel. Seconded by Councilman Richardson. After further discussion it was moved by Councilman Randall
that motion be amended and the City give lease on year to year renewal bssis to Mr. Ramsdell, $100.00 the
first year, $200.00 the second year if agreed to lease, and then s',matter of negotiation of the lease from ther
on out if neither party cancels, protection clause :fcf the City to be included. Motion seconded by CouncllmJ6
Haguewood and carried. j
The Manager requested permission to l'ubllsh call for bids ,to furnish 3,000 tons of aspaaltic concrete pa,Vin,g I
material. It was moved by Councilman Richardson that the request be granted and the Manager authorized to
publlsh call for bids. Seconded by Councilman Randall and carned. COU1cilman Thorne asked that the Mana er
be authori zed to clean up and blacktop portions of Ediz Hook. II
Reports for approval were as follows: Treasurer's Financial, Budget reports of receipts and expenditures; i

Police Department, Light Billing, Balance Sheet and Operating Statement; Water Billing, Balance Sheet and I'
Operating Statement. It was moved by Councilman Richardson that reports be approved and placed on file.
Seronded by Coundlman Caldwell and carried. I
Claims against CUy Departments wete approved in amounts of: General Funds, $6,447.38, Water Fund, I
$1,131.37. Pipeline Fund, $2,376.06. Light Fund, $37,661.42. It was moved by Councilman Caldwell that
all claims be approved and paid. Seconded by Councilman Thorne and carried. jl
One claim to Frank Wonder in amount of $25.00 for access easement was filed for approval. It Was moved by
CounCilman Caldwell that payment ror easement be approved. Seconded by Councilman Richardson and carri )0'
The Manager cited a matter that should be cleared for the record, being a letter to the Editor and published int,l
the Evening News. The Manager questioned part of the letter, being a statement that the Manager's estimatel!l
budget for the South end if annexed, was, Police Department, $22,408.00. Fire Department, $20, 408.00. II
Street Department, $50,000.00. Unlisted expenses, $65 t 000.00. Total of $157,816.00. The let ter imPlied:,.
that the report of 1959 states if the area is annexed as under consideration today, the City would be liable to
spend $157, B 16.00. A letter to the Mayor and Council was read, citing the letter in the Evening News by Mr,l
cec, il Bailey Wh, ich gave figures on w, hat it would cost for pollce, Fire and miscellaneous expense of a, rea ~O~i,!h
of the City Limits. The letter as written, indicating that the expense as listed in report to the Council is for i
specific area being voted on, is completely in elTor and Mr. Bailey was told that the maintenance figures "I
were for a much larger area. Report in question was made at request of the Mayor and City Council July 16, "I
1959 and covers twenty~one subdivisions from Dry Creek Grange to Morse Creek and up to the Nursing Home!l
If the area as set forth in the July report was annexed to the City, it is likely the figure usedl:y Mr. Bailey wod'lld
be correct, but he is in error by using the Ugures for the area being voted on today. The Manager then state
tha, t he, holds nothing 'against Mr. Bailey, Just wants clatlfication Of, this because of the consequences WhiCh~,
might come about at a later date if let go unanswered. ~
CounCilman Randall questioned the City Attorney concerning whether the County Prosecutor has been contacted
relative to the Fair Grounds, Racetrack and Go-Kart track. The Attorney advised that the Prosecutor has been
out of town. The Manager assured that the County Commissioners have been consulted and have asked the
AtlDrney to meet WHh them, also Fair Board members to prepare an agreement. The Manager has also warned
that the City might want to retain some control as to facilities installed within the racetrack by the City.
Mr. Randall cited money spent by the City and necessity for access to installations. Also other areas used
for parking by Organizations using Lincoln Park. It was his opinion that the City cannot give away these
facilities to the County as they are a part of the park system. The Attorney assured that the City has given .t

The Mayor referred to House Bill 662 as recently passed by the State Legislature concerning private Municipa
audIts by Certified Publ1c Accountants rather than by State Audit. It appears that this might be of advantage
to cities.
Bruce Cudd, representative of the Saddle Club, expressed desire to meet with the Attorney, County Commissicmers
and Fair As sodation Officials during negotiation of lease. I
,Wlll1am Schultz questioned the laying of blacktop on Ediz Hook, when it is much needed for improvement of
i streets. The Mayor and Council members repl1ed that it is the pol1cy of the City to call for bids on year I
supply basis. thereby obtaining the material at a lower rate and placed later. It was also pointed out that the
Ediz Hook is City controlled property and provides many thousands of people'recreation throughout the year.
Due to the coming Centennial next year and Century 21 Exposition, the City can expect a great influx of
visitors during 1962.
No other business appearing the meeting was adJourned.
