The City Council met in regular session at 7:30 p.m. Officers present were Mayor Willson, Counci men Maxfield, Thorne, Cornell, Wolfe, Bettger and Schroeder, Manager Herrman, Attorney Moffett and Clerk McNeece. A motion was made by Councilman Maxfield, seconded by Councilman Schroeder and carried, to accept as received, and place on file minutes of the Council meeting April 6, 1967. A motion was made by Councilman Cornell, seconded by Councilman. Maxfield and unanimously carried, to accept the low bid of $4,480.00 by General Electric Supply Company for 16,000 feet of copper cable for the Light Department. A motion was made by Councilman Wolfe, seconded by Councilman Thorne and unanimously carried, to i approve and pay to CH2M $29,058.85, for engineering services February 23 through March 24, 1967 in connection with the Sanitary Sewerage System Improvements. A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried, to authorize the assignment of utility accounts to the collectors in total amount of $1,310.27. A motion was made by Councilman Bettger, seconded by Councilman Maxfield and carried, to approve for payment claims vouchers in amount of $244,669.00 and Payroll transfers in amount of $41,489.81. The following resolution was read in full: RESOLUTION No. 5-67 A RESOLUTION of the City Council of the City of Port Angeles authorizing the City Manager of the City of Port Angeles to negotiate with7tne General Services Administration for purchase of land. A motion was made by Councilman Thorne, seconded by Councilman Bettger and unanimously carried, that the foregoing resolution be adopted as read. (The property is described as: The Lighthouse Reservation, Out Lots No.1, 2 and 3, Ediz Hook Lighthouse Reservation, Township 30 North, Range I 6 W.W.W., Clallam County, Washington. Price $200,000.00 over a ten year period.) A motion was made by Councilman Maxfield, seconded by Councilman Cornell and unanimously carried, to approve the Agreement and Lease by the City of Port Angeles to Crown Zellerbach Corporation, and the City be authorized to enter into this Lease, as read (in full). Councilman Cornell, Chairman of the Committee appointed to meet with the Port of Port Angeles officials relative to the Hollywood Beach Property, reported that a number of questions are being asked of the Port and answers should be received by the next Council meeting. A letter from the Port Angeles Central Labor Council urging the Council"to continue their efforts to secure Hollywood Beach, and any other sites that may be suitable for the future enjoyment of the people of Port Angeles," was read and discussed. The City Manager pointed out that the only property on Hollywood Beach that the City is interested in obtaining at this time is that owned , by Owens Brothers and the parcel directly east of theirs. A motion was made by Councilman Maxfield, seconded by Councilman Thorne and unanimously carried, to engage the services of McGuire and Muri - A.I.A. - Architects to work up plans for the addi- tion to the Library, as recommended by the Library Board and concurred with by the City Manager. I The following ordinances were introduced and read in full: ORDINANCE NO. 1608 AN ORDINANCE of the City of Port Angeles amending Sec. 16.35 of the Code of the City of Port Angeles with reference to license fees and giving the Chief of Police control over the o~eration of rides, exhibitions and games at carnivals. A motion was made by Councilman Cornell, seconded by Councilman Schroeder and carried, that the foregoing ordinance be adopted as read. (This ordinance sets up license fees for carnivals and similar amusements.) I ORDINANCE NO. AN ORDINANCE of the City of Port Angeles amending Sec. 18.34 of the Code of the City of Port Angeles with reference to gambling by minors. I A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried, to table the foregoing ordinance for further study, discussion and clarification. ORDINANCE NO. 1609 AN ORDINANCE of the City of Port Angeles providing for an ad- justment in the wages of employees in the electrical dis- tribution system for the year 1967. A motion was made by Councilman Bettger, seconded by Councilman Thorne and unanimously carried, that the foregoing ordinance be adopted as read. M PRINTlN'G eo; .p_un. ~ Paqe - 2- 19~ A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, to accept, as re- .ceived, and place on file the Monthly Reports of Revenues and Expenditures, Fire Department, Light, Water, Police, Municipal Judge, Recreation and Treasurer's Monthly Reports, the Light and Water De- partments Revenues and Expenses Reports, and the Library out-of-town report. A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to send out a questionnaire to people who would be affected by the proposed Ennis Street-Boulevard L.I.D. to de- termine whether the L.r.D. is wanted by the percentage it would take to pass favorably on the L.I.D before the entailing engineering expenses. l Other subjects of discussion were the traffic noise and vandalism on East First and Second Streets in the Vicinity of the Drive-In cafes, the leniency of the Police Judge when these young persons are arrested on a traffic charge; the litter problem in this area; the roughness of the Eighth Street bridges; costs of widening East First Street and who should pay for changing of the lighting and other items; and the need for a right-of-way agent to assist in obtaining easements so the wate lines installation can be completed above the Boulevard. (The City Attorney will check to see whether an agent, may be obtained through the State Highway Department.)
