The City Council met in regular session at 7:30 P.M. Officers present were Councilmen Maxfield,
Thorne, Cornell, Wolfe, Bettger, and Schroeder, Acting City Manager Warder, Attorney Moffett and
Clerk McNeece.
In the absence of Mayor Willson, Councilman Maxfield was elected Mayor pro tem for this meeting.
A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to accept and
place on file minutes of the previous meeting.
The following ordinance, as amended and modified, was read in full.
Ordinance No.
AN ORDINANCE making it unlawful .for the owner or custodian of
any dog to allow said animal to roam, run or stray without
being under control and amending Section 4.22 of the City
Code with reference to redemption and impoundment.
After much discussion in which a number of persons from the audience spoke for and/or against
passage of the ordinance, a motion was made by Councilman WOlfe, seco~ded by Councilman Schroeder
and carried, to table action on the ordinance until the next regular Council meeting.
The public hearing on the annexation of Cahill Subdivision and Mrs. Lieurance's area was held.
There being no protests, the hearing was closed and annexation proceedings as set up by R.C.W.
35.13 (Petition methods) are to be followed.
A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to grant the
request to call for bids for a used back hoe for Park and Cemetery use.

: A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, to approve for
payment claims vouchers in amount of $68,118.04; also payroll transfers in amount of $36,990.23;
first quarter O.A.S.I. in amount of $6,635.49 and Medical Aid in amount of $1,893.51.
Fire Chief Cameron was assured that the Council will concur with his proposed program to enforce
the fire prevention code concerning sprinkler systems in basements in commercial buildings. (It
was suggested that a meeting with the Fire group, property owners, the Council, and the Attorney
be set up.)
i The following ordinance was read in full:
Ordinance No. 1584
AN ORDINANCE establishing a budget for the Street Department
for expenditures by functional categories and transferring
funds in the 1966 budget.
A motion was made by Councilman Cornell, seconded by Councilman Bettger and carried, that the
foregoing ordinance be adopted as read.

I A motion was made by Councilman Cornell, seconded by Councilman Thorne and carried, to approve the
request of Mr. Donald P. Kaperick, Supervisor of the Child Guidance Center, and a portion of the
monies budgeted for Maintenance and Operation be used for salaries to allow hiring of part-time
\ additional professional help.
A motion was made by Councilman Thorne, seconded by Councilman Bettger, and carried, to confirm t]e
appointment of Richard Niichel to the position of Municipal Court Judge.
A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and unanimously carried, ,0
~uthorize the signing of an agreement with CH2M to provide Engineering Services for water system
wprovements.
A motion was made by Councilman Bettger, seconded by Councilman Cornell and unanimously carried,
to recommend the use of concrete for the new million gallon reservoir.
The City Attorney gave an oral report concerning the Seventh Day Adventists door to door solici- ,
tation. Research indicated that, if the primary purpose is to proselyte or preach, the inciden-
tal selling of religious material is not a violation of the ordinance (not commercial), therefore,'
it does not seem necessary to amend the present ordinance. The persons or "Evangelists" with !
this group will be furnished credentials by their church organization.
A memorandum from the Light Superintendent thanking the Council for their action in acqu1r1ng the
5900 KVA Mobile Substation and pointing out some of the uses to which the unit has been put was
read and discussed.
A motion was made by Councilman Cornell, seconded by Councilman Thorne and carried, to concur
with the Planning Commission'S recommendation and the request of Mr. and Mrs. William Cogburn and
'I Mr. and Mrs. William K. Thomas, Sr. for vacation of an alley adjoining their properties (im McGil]s
Addition) be denied. I
A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried to approve the
Planning Commission's recommendation and grant Mel D. Ray a variance from the zoning regulations

to permit a car port to extend within 11 feet of 3rd Street on lots 14 and 15 and 12 feet of lot 13
Block 50 Townsite.
A motion was made by Councilman Bettger, seconded by Councilman Wolfe, and carried, that the Plan-
'ning Commission minutes of April 19, 1966 be approvea and 'placed on-file.
A motion was made by Councilman Thorne, seconded by Councilman Cornell and carried, to approve and
place on file the Treasurer's"Police Department, Recreation, Municipal Judge, Light, Water, and
Budget Monthly Reports; Light and Water Revenues and Expenditures Reports; Utility Billing Report
and the Light Garage out-of-town report.
Other subjects of discussion were the letter from the State Highway Department regarding the
of roughness on East First Street, the A.W.C. Convention in Yakima, May 12,13, and 14, 1966,
ogress of electrical Rate and Pollution studies.
