APRIL 21, 1970 139 The Council met in regular session at 7:30 p.m. Officers present were Mayor Wolfe, Councilmen Edwards, Hordyk, Olson and McRevey, Manager Herrman, Attorney Moffett, and Acting Clerk Hobbs. Councilman Basom and Councilwoman Ross were absent. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unani- mously carried to accept and place on file the Council Minutes of April 7, 1970, with the correction in the spelling of Dale Bruseau's name in the fifth paragraph on page 137. I A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mouslycarried to accept the low bid of $7,825.60, Sahlberg Equipment Company for the hydraulic sewer cleaner for the Sewer Department. A motion was made by Councilman Edwards, seconded by Councilman McRevey and unani- mously carried to approve for payment Invoice #5, Lincoln Construction Company in amount of $26,683.02 for work done on the Library and Senior Center. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to approve for payment Claims Vouchers in amount of $137,298.82; L.I.D. #189, $22~41; L.I.D. #189-A, $22.14; and Payroll Transfers, $58,856.61. A motion was made by Councilman McRevey, seconded by Councilman Olson and unani- mously carried to concur with the Planning Commission and grant to Harvey Hussey of 526 East 7th Street a variance from the setback requirements in an RS-7 Zone abutting an arterial street. A motion was made by Councilman Hordyk, seconded ~y Councilman McRevey and unani- mously carried to table the variance request of Ken Erickson per reques~ of Mr. Enger. I A motion was made by Councilman McRevey, seconded by Councilman Edwards and unani- mously carried to concur with the Planning Commission in denying the request of Mr. William B. Dennis to vacate "L" Street north of 4th Street and abutting his property at 1803 West 4th Street. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept and place on file the Planning Commission Minutes of April 13, 1970. A motion was made by Councilman Edwards, seconded by Councilman Olson and, after considerable discussion, unanimously carried to approve the six foot variance re- quest of Mr. Frank Thompson to allow him to construct a single family residence and garage fifteen feet from the north margin of Columbia Street. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to affirm the Mayor I s proclaiming the week of May 10-16 as "Clean- up, Fix-up, Paint-up and Beautification Week." A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unani- mously carried to table to a work session, with the Police Chief and City Attorney, the proposed set of regulations for trucks and truck trailers, the public being invited to sit in on this meeting. A motion was made by Councilman McRevey, seconded by Councilman Edwards and unani- mously carried to have Mr. Herrman represent the City at the Olympic Air Pollution Control Authority hearing on May 6, 1970 in Olympia reo a time extension variance from Olympic Air Pollution Control Authority Regulation 1. I A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unani- mously carried to grant permission to call for bids for a new NCR Series 2000 Utility Billing Machine or equivalent for the Finance Department. A motion was made by Councilman Edwards, seconded by Councilman Olson and unani- mously carried to accept and place on file Minutes of the Civil Service Commis- sion, April 9; Clallam-Jefferson County Community Action Council, April 15; Port Angeles Child Guidance Center, March; Child Guidance Advisory Board, April; Olym- pic Regional Planning Council, April. A motion was made by Councilman Olson, seconded by Councilman McRevey and unani- mously carried to refer back to the Park and Beautification Board and ask that 140 PROCEEDINGS OF THE CITY COUNCIL OF CITY OF PORT ANGELES, WASH. APRIL 21, 1970 Page 2 they reconsider their decision.to not recommend or approve the summer basket ball program. A motion was made by Councilman Edwards, seconded by Councilman Hordyk and unani- mously carried to refer to the work session with the Chief of Police and City Attorney the various City Code violations as presented by the Park and Beauti- fication Board, A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept and place on file the following reports: Fire, Munici- pal Judge, Police, Recreation, Treasurer and out-of~town-Public Works; Light, I Water, Sewer, Sanitation, Equipment Rental, Street and Off-Street Parking Finan- cial Statements for March; Light and Power and Water Departments Work Reports, March. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unani- mously carried to accept and place on file the Minutes of the Senior Citizen's Advisory Board, March and April. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to authorize the City Attorney to d~aw up a proposed cooperative agreement between the City and Peninsula College for development and maintenance of an athletic field near the college, specifing an x number of dollars as a limit. A motion was made by Councilman Edwards, seconded by Councilman Hordyk and unani- mously carried to table to the work session with the Chief of Police and City Attorney (April 27 at 7:30 p.m.) the request of Chuck's Tavern for a dance li- cense. Other subjects of discussion were the Seminar for Mayorsand Councilmen in Issaquah, and a request for a water line extension on Monroe Road, outside the City limits. Council to review written policy on this at a work session.
