HomeMy WebLinkAboutMinutes 04/22/1975 490 PROCEEDINGS OF THE CITY COUNC IL OF THE CITY OF PORT Ai~GELES, WASH. APRIL 22, 1975 The Council met in special session at 7:30 P.M. Officers present were Mayor Basom, Councilmen Haguewood, Hordyk, Lukey, Olson, Ross and Wray, Acting f1anager Warder, Attorney Taylor and Clerk Parrish. The purpose of this meeting was to accept or reject bids on Peabody Heights L.I.D. No. 198, consideration of bids for two (2) 30 ton weigh scales, and consideration of bids on the repair of the hydraulic system and related parts on the Light Department Line Truck. Director of Public Works', John B. Warder, Certificate stating the thirty- I day protest period on Peabody Heights L.I.D. No. 198 has expired, and as of the opening of business April 22, 1975, there have been received protests amount~ ing to $756,287.10, or 49.6% of the estimated assessment of $1,524,851.34 was read and noted for the record. Public Works Director Warder's bid summary on construction of the Peabody Heights L.I.D. No. 198 was read in full. Mr. Warder's analysis of the bids indi~ates the low bid of Del Guzzi Construction, Inc., of $1,541,019.08 is irregular in that the unit bids were not spelled out in words and contained one minor error of $200 in extension; it is not a firm bid in that it contained an escalation clause, as allowed for in the specifications, pertaining to the Asphalt Treated Base and the Asphalt Concrete Pavement Class "F" whereby for every increase of $1.00 in the price of oil, the unit bid for the ATB would increase $0.04 per ton, and the ~id for Class "F" would increase $0.06 per ton and, in effect, if the price of oil increased $4.00 per ton, the apparent low bid would exceed the second low firm bid of J. D. Shotwell Co., Tacoma, of $1,553,497.88. For the record the price of oil has risen from approximately $28 per ton the first of 1974 to the current price of approximately $60 per ton. The low and second low bids are respectively 8.2% and 7.5% under the engineer's estimate. A motion was made by Councilman Lukey, seconded by Councilman Haguewood and unanimously carried that it is the consensus of the Council that due to unstable oil prices, to best serve the interests of the constituents this Legislative body represents, to award the bid for the construction of Peabody Heights L.I.D. No. 198 to the lowest firm bidder, J. D. Shotwell Co., Tacoma, at the Contractor's bid price of $1,553,497.38. I Firm bids were also received from Lige Dickson, Tacoma, bid price of ~1,5ol,669.50; Gary Merlino, Seattle, bid price of $1,651,517.60; Ben Holt Construction, Edmonds, bid price of $1,669,781.13; Tri-State Construction, Bellevue, bid price of $1,828,843.57; and Gall, Landau, & Young, Seattle, bid price of $1,878,737.04. A motion was made by Councilman Wray, seconded by Councilman Olson and unanimously carried to take from the table the subject of consideration of bids for weigh scales. A letter from Phillips, Scale Company, Inc., dated April 22, 1975 stated their bid submitted April 14, 1975 was computed with an incorrect sales tax percent of 5.3% as said firm was under the impression that the point of origin of proposal dictated the 5.3% figure but have now been advised that since the equipment was quoted installed at Port Angeles, the 5% figure would apply. (Reference - Rule 145, Dept, of Revenue, State of WaShington.) Their corrected bid price is a base bid of $25,244.00 as originally submitted April 14, 1975, plus $1,262.20 sales tax at 5%, for a total bid of $26,506.20 and a delivery schedule of 2-3 weeks. Toledo Scales base bid is $25,263.00 plus 5% sales tax of $1,263.15 for a total bid of $26,526.15 and a delivery schedule of 75 days; Toledo Scales bid total of $26,400.00 included sales tax computed at 4.5% which is in error. Fairbanks bid of $30,201.48 included sales tax of $1,203.48 computed at 4.15%; their base bid of $2~,998.00 plus corrected sales tax of 5% in the amount of $1,449.90, would make their total bid $30,447.90. In summary the corrected bids including 5% sales tax are as follows: Fairbanks Company, Vermont, bid $30,447.90; Toledo Scales Co., Ohio, bid price of $26,526.15; and Phillips Scale Co., Inc., Seattle Office, bid price of $26,506.20. A motion was made by Councilman Haguewood, seconded by Councilman Hordyk and unanimously carried to award the bid for two (2) 30 ton weigh scales for the landfill site to Phillips Scales Co. at a base bid price of $25,244.00 plus 5% sales tax of $1,262.20 for a total bid price of $26,506.20 delivered at Port Angeles. APRIL 22, 1975 CONTINUED Shop Superintendent Thompson's memorandum informing the Council that only one bid was received for the repair of the Light Department Line Truck, that of A. B~ Chance Co., Portland, Oregon, and that the bid was an estimate only as this unit will have to be completely disassembled and inspected for internal damage. A motion was made by Councilman Haguewood, seconded by Councilman Olson and unanimously carried to authorize the repair of the Light Dept. Line Truck by A. B. Chance Co., Portland, Oregon at an estimated cost of $6,900.00. Acting Manager Warder stated there would be no major repairs without the approval of the City.
