HomeMy WebLinkAboutMinutes 04/22/1997 3483 CITY COUNCIL SPECIAL MEETING Port Angeles, Washington April 22, 1997 CALL TO ORDER - Mayor Ostrowski called the special meeting of the Port Angeles City Council to order at SPECIAL MEETING: 6:00 p.m. ROLL CALL: Members Present: Mayor Oslxowski, Councilmembers Braun, Campbell, Doyle, Hulett, McKeown, and Wiggins.. Members Absent: None. Staff Present: Manager Pomeranz, Attorney Knutson, Clerk Upton, and B. Coons. Public Present: Penny Brewer. Interview Applicants for The City Council interviewed the following applicants for citizen-at-large positions on the Citizen-at-Large Positions Downtown Forward Executive Committee: Karen Grandbouche, Bob Harrison, Terry on Downtown Forward Jackson, Jack Harmon, Bill Ashley, Joe Melton, Vicci Rudin, Jim Haguewood, and Joan Executive Committee Sargent. At approximately 6:45 p.m., Mayor Ostrowski departed the meeting because of another commitment. Upon completion of the interviews, Deputy Mayor Braun recessed the meeting for a break at 8:15 p.m. The meeting reconvened at 8:25 p.m., at which time Mayor Ostrowski returned to the meeting. Damage Claim Ms. Penny Brewer was present for the purpose of addressing the Council on the matter of a damage claim filed by the Brewers with the City. She submitted and read into the record written statements prepared by William J. McDowell, Legal Counsel, and David Brewer, her husband. Ms. Brewer submitted personal commentaries on the claim and answered clarification questions posed by the members of the Council. Ms. Brewer then departed the meeting. Appointment of Citizens- In view of the interest generated for the citizen-at-large positions on the Downtown at-Large on Downtown Forward Executive Committee, the Council determined it appropriate to appoint five Forward Executive citizen-at-large members. It was originally planned that four individuals would be Committee appointed to those positions. Clerk Upton was asked to conduct a roll call vote, and the votes cast were as follows: Councilman Wiggins cast Votes for applicants Grandbouche, Ashley, Rudin, Haguewood, and Sargent. Mayor Ostrowski cast votes for applicants Grandbouche, Jackson, Ashley, Melton, and Haguewood. Councilmember McKeown cast votes for applicants Grandbouche, Harmon, Ashley, Rudin, and Haguewood. Councilman Hulett cast votes for applicants Grandbouche, Jackson, Harmon, Rudin, and Haguewood. Councilman Doyle cast votes for applicants Grandbouche, Jackson, Melton, Rudin, and Haguewood. Councilman Campbell cast votes for applicants Grandbouche, Ashley, Rudin, Haguewood, and Sargent. Councilman Braun cast votes for applicants Grandbouche, Ashley, Melton, Rudin, and Haguewood. As a result of the voting, Karen Grandbouche, Bill Ashley, Vicci Rudin, and Jim Haguewood were appointed to the Executive Committee. There was a tie vote between Terry Jackson and Joe Melton. Clerk Upton, therefore, conducted another roll call vote to determine who would fill the fffih position. Counciimembers Hulett and McKeown cast votes for Terry Jackson, Mayor Ostrowski and Couneilmembers Braun, Campbell, Doyle, and Wiggins cast votes for Joe Melton. Therefore, Joe Melton was appointed to the Executive Committee. The Council then discussed the possibility of assigning terms to these appbintments. After due consideration, it was agreed that the following terms would be designated: Karen Grandbouche - 3-year term; Vicci Rudin - 3-year term; Jim Hagnewood - 3-year term; Bill Ashley - 2-year term; and Joe Melton - 2-year term.
