PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON
May 1, 1969
The Council met in regular session at 7:30 P.M. Officers present were Mayor
Wolfe, Councilmen Maxfield, Thorne, Schroeder, Basom and Cornell; Manager
Herrman, Attorney Moffett and Clerk McNeece. Councilman Bettger was absent,
A motion was made by Councilman Cornell, seconded by Councilman Schroeder and un-
animously carried, to accept and place on file the Council Minutes of April 17,
1969.

A motion was made by Councilman Maxfield, seconded by Councilman Thorne and unani-
mously carried, to table the bids on Re-roofing of the Library Building until a
decision has been reached eoncerBing remodeling or addition to the Library.
A motion was made by Councilman Schroeder, seconded by Councilman Cornell and un-
animously carried, to award the bid for two Police Sedans and one Station Wagon
for the Fire Chief to Lannoye Motor " Company at $7,395.39 net to the City.. .
A motion was made by Councilman Thorne, seconded by Councilman Cornell. and unani-
mously carried, to accept the low bid of Anderson Ford Company for the Line Truck
and Ac.ct;ssories for the Light Department at $31,579.55 net to the City. (Without
trade In)
A motion was made by Councilman Maxfield, seconded by Councilman Thorne and un-
animously carried, to authorize the call for bids for a one-half ton Pickup for
the Street Department.
A motion was made by Councilman Basom, seconded by Councilman Schroeder and un-
animously carried, to approve and pay to Harold Kaeser Company the retained per-
centage amount of $52,972.80 in connection with the Interceptor Sewer Construction.
(1%, $13,500.00 will be retained until the expiration of th~ one-year guarantee
period.) .. ,

A motion was made by Councilman Maxfield, seconded by Councilman Cornell and un-
animously carried, that Pa~rEstimateyNo. 1 for construction of L. 1. D. 190 Penn-
sylvania Park Sanitary Sewers in amount of $30,071.05 be approved and paid to
Morris Construction, Inc.; that revenue warrants be drawn against L.r.D. 190
bearing interest at the rate of 6.15% per annum and dated May 5, 1969; that pro-
ceeds of said interest bearing warrants be deposited in L.I.D. 190 Fund, and that
a cash warrant be drawn on said fund in favor of said creditor in the amount of
'$30,071.05 in payment for work performed.
A motion was made by Councilman Basom, seconded by Councilman Thorne and unani-
mously carried, to approve the first fixed estimate of work done and material
furnished by the City of Port Angeles in construction of sanitary sewers in the
Pennsylvania Park L.r.D No. 190 in amount of $12,000.00. (From this amount, the
Current Expense Fund will be reimbursed for costs paid by it up to this time.)
A motion was made by Councilman Cornell, seconded by Councilman Maxfield and un-
animously carried, to approve and pay Claims Vouchers in amount of $116,046.10
and Payroll Transfers in amount of $47,937.63.
A rough draft of an ordinance creating a City Park and Beautification Board was
presented to the Council for study.. (This ordinance proposes a five member
board. )
A proposed ordinance dealing with Narcotics and Dangerous Drugs and other Hal1uci-
nary Substances was held over for a study session, Tuesday, May 6, 1969 at 7:30
P.M. (The City Attorney and Police Chief to be in attendance.)

A motion was made by Councilman Cornell, seconded by Councilman Maxfield and un-
animously carried, to table the proposed changes in speed limits on Boulevard
from Lincoln to Race Street until the next Council Meeting.
A motion was made by Councilman Thorne, seconded by Councilman Basom and unani-
mously carried, that the City Manager be instructed to proceed with blocking off
of Francis Street (south) at Boulevard, install "No Parking Between Signsn"on the
south side of Whidby and have warning signs posted at various locations through-
out the Housing Project, as requested by the Housing Authority Tenantls Assn.
Traffic Committee.
A letter from Senator Henry M. Jackson regarding beach erosion problems on Ediz
Hook was read and discussed, A letter of appreciation is to be sent to Senator
Jackson.

A motion was made by Councilman Maxfield, seconded by Councilman Cornell and
uanimously carried, that the City Manager be authorized to proceed in pro-
curing monitoring equipment to enable the Police Department to enforce the
present noise level ordinance, (Ord. No. 15l7,------not to exceed 95 decibels
measured by a standard sound level meter at a distance of twenty feet from the
vehicle when the motor is operated at full throttle in a test.), as recommended
by the Committee set up to study this problem.
Other subjects discussed were: a letter from the Civil Defense Director com-
mending the City Manager and other city employees for their cooperation and .1
help in storing shelter supplies in the basement of City Hall; minutes of the
Safety Meeting of March 18, and April 17, 1969; Minutes of Clallam-Jefferson
County Community Action Council, March 16, 1969; the Out-of-town Reports of
Ralph Wait and Dick Mullins; an adjustment in cost or have the report completed
by N.G. Jacobsen & Associates, Inc. (re: traffic flow); the erosion problem
on Ediz Hook was discussed further (to be taken up in a work session 5/8/69
at 7:30 P.M.); the need for replacement of the Billing Machine in the Finance
Department (to be taken up at the work session 5/8/69); cost of overhead signs
directing traffic to the new Boulevard Bridge (the City Manager to furnish a
report on this);&a meeting with the School Board relative to off-street park-
ing for the Library Improvements before a decision regarding the improvements
can be made.
