PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES) WASH.
MAY 1, 1973
The Council met in regular session at 7:30 p.m. Officers present were Mayor
Basom, Councilmen Haguewood, Hordyk, Lukey, and Wray, Manager Puddy, Attorney
Moffett and Deputy Clerk Hobbs. Councilman Olson,and Councilwoman Ross were
absent.

A motion was made by Councilman;, seconded by Councilman Hordyk and unanimously
_ carried to accept and place on file, as received, the Minutes of April 17, 1973.

A motion was made ,by Councilman Lukey, seconded by Councilman Hor9yk and unani-
mously carried to accept the low bid of J. D. Shotwell $83,391.30,for the 1973
Port Angeles Street Improvements. Project to include Front& Peabody, Marine
Drive L.I.D.#194, 1st/2nd Alley between Cedar and Tumwater, Race - Front to
Caroline and Eunice - 1st to Front. Acceptance of the low bid was' in concurrence
with recommendation of City Engineer.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani-
mously carried to accept the bid of Angeles Interiors $3,705.03 for carpet and
laying of carpet in City Hall. This was not the low bid) but Angeles Furniture
who bid low did not meet specifications.
A motion was made by Councilman Lukey, seconded by Councilman Wray and unani-
mously carried to take from the table the bid award for the West End Park Phase
-I.
A motion was made by Councilman Hordyk, seconded by Councilman Lukey and unani-
mously carried to accept the low.bid of Sprague) Inc. for Phase I of the West
End Park Development in the amount of $169,578, less the $19,578 as listed in
the deletions and/or modifications of architect's letter of April 10) 1973.
Total amount of bid $150,000.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani-
mously carried to accept the low bid of Airway Striping, Inc. $2,040.25 for
striping.df1tpe(;lgrter:lal~streets}-in::th~ Cci.ty.of Port Angeles.

A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to grant permission to the Park Department to call for bids for
sale of the house located at 1309 West 8th Street' (within West End Park) and
that house must be moved from property no later than July 2, 1973.
A motion was made by Councilman Hordyk, seconded by Councilman wray and unani-
~ mous1y carried to approve for payment Claim Vouchers in amount of $58,011.96
and Payroll Transfers in amount of $66,251.27.
A motion"was made by Councilman Hordyk, seconded by Councilman Lukey and unani-
mously carried to approve the City paving the alley in -;Blogkt420~and:,the~pro-
perty owners abutting the alley to reimburse the City.
A motion was made by Councilman Haguewood, seconded by Councilman Lukey and
unanimously carried to concur with the City Manager's request to delay action
and table the annexation request of residents in Melody Lane area, a portion
of Lot 1, Section 14 Township 30 North Range 6W W.M.
A motion was made by Councilman Wray, seconded by Councilman Lukey and unani-
mously carried to concur with the recommendation of the Planning Commission
and approve the,r~quest of Ralph Schmitt, Jr. for a variance to allow construc-
_tion of an attached car and trailer shelter to the south side of his existing
single-family residence at 334 Columbus Avenue.

A motion was made by Councilman Lukey, seconded by Councilman Hordyk and unani-
mously carried to concur with the recommendation of the Planning Commission and
approve the request of Mr. Donald DeFrang for a variance from set back require-
ments to permit enlargement of pre-existing, non-conforming garage by extending
it toward the alley at 421 South Cedar Street.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Mr. R.. G . "Wahlsten for a Condtional Use Permit to allow
construction of an automobile repair facility in the CAPeR) Zone on the north-
west corner of Front and Franc4s Streets, on the condition that the access
driveway from Francis Street be retained in the originally proposed location
at the north end of the property.

A motion was made by Councilman Hordyk, seconded by Councilman Lukey and unani-
mously carried to concur with the recommendation of the Planning Commission and
deny the~reque$u~0f,Mr. Richard Schoenfeldt for a variance to enlarge pre-
existing, non-conforming residence by converting existing garage to a bedroom
and add another floor above same, 230 West 14th Street.
A motion was made by Councilman Hordyk, seconded by Councilman Lukey and unani-
mously carried to concur with the recommendation of the Planning Commission and
deny the request of Mr. ,Gene Blanton, 515 Lopez Street, for a variance to allow
construction of an attached(ca~porxto his existing single-family residence with
less than required side-yard setback. I
A motion was made by Councilman Lukey, seconded by Councilman Hordyk, and unani-
mously carried to concurw~~hthe Planning Commission's recommendation~and approve
the request of John and Sadie Lucas.to operate a bicycle service shop as a home
occupation in the 2700 Block of West 14th Street. Approval granted for a one-
year period.
A motion was made by Councilman Lukey, seconded by Councilman Wray and unanimously
carried to accept and place on file the Planning Commission Minutes of April 23,
1973.
A motion was made by Councilman Hordyk, seconded by Councilman Lukey and unani-
mously carried/~~thorize the Mayor to sign, and the City to enter into an agree-

The following resoiution was read in full:

A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and
unanimously carried to adopt the foregoing resolution as read.
The', following ordinance was read in full:
ORDINANCE NO. 1789
AN ORDINANCE establishing rates and prohibiting certain practices at
the Sanitary Land Fill and Industrial Waste Site.

A motion was made by Councilman Wray, seconded by Councilman Haguewood and unani-
mously carried to adopt the foregoing ordinance as read.
The Highway Resolution and the proposed flag ordinance were not discussed or
taken from the table at this time.

carried to acknowledge receipt of Mr. Wasankari's letter and place on file, and to

A motion was,made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to authorize signature of the Shoreline Management Permit Applica-
tion of the Port of Port Angeles to improve the existing boat launching ramp on
Ediz Hook.
A motion was made by Councilman Lukey, seconded by Councilman Hordyk and unani-
mously carried to deny the request for Exemption from Shorelines Management Act
by Clarence H. Fid1er,aas it was felt that this did not warrant eXemptio~,
A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani- I
mously carried to take from the table the Clallam/JefferSon County Community
Aeti6nrrCouncil's request as representatives-were to be in attendance at this
meeting.
The Clallam/Jefferson County Community Action Council was seeking a formal
declaration that relationship has been established and formalized between the
City and the Community Action Council so that C.A.C. may apply for funds from
the Federal Government. The Council felt that they could not give an answer
at this time.
A motion was ,made by Councilman Lukey, seconded by Councilman Haguewood and unani-
mously carried to take from the table the proposed White's Creek Crossing.

It was felt by the Council 'that qc~ion should be delayed on the White's Creek
Crossing question until such time as the TOPICS study has been received to see
if this crossing is included.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
_ mously carried to .accept and place on file the letter from Stanley M, Knapp
regarding the combination pistol-rifle-shotgun range.

A motion was made by Councilman Lukey, seconded .by Councilman Haguewood and unani-
mously carried to accept, with regret, the resignation of Lyonell Dilling from
the City Planning Commission, due to ill health, and present him with a certifi-
cate for his numer.oussyears service to the City.
A motion was made by Councilman Lukey, seconded by Councilman Hordyk and unani-
ffiously carried to accept and place on file the Human Relations Commission Minutes
of February 14, 1973 and April 11, 1973, and the Clallam County Humane Society
work report for March, 1973.
A motion was made by Councilman Lu~ey, seconded by Councilman Hordyk and unani-
mously qarried to accept and place on file the Park & Beautification Board Minutes
of April 23, 1973.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and carried
to approve the liquor license transfer from Frank D. Witter to Virgil Erwin Garner
and Lillian O. Garner, dba Gateway Tavern and license transfer from San Kallas to
John Rebelos, dba. Duck Inn. Councilmen Haguewood and Lu~ey abstained from
voting.
A motion was made by Councilman Wray, seconded by Councilman Lukey and unani-
mously carried to accept and place on file the monthly financial statements for
the Light, Water, Sewer, Sanitation, Equipment Rental,~and Off-Street Parking
departments; the Light and Water Work Reports for March, 1973; and the out-of-
town reports from City Treasurer, Assistant Fire Chief, Parks & Recreation Di-
rector, and Light Dept.. Distribution Engineer.

Other subjects of discussion were the parking spaces should be marked on the
street where the meters have been removed on Oak from Front to Railroad and on
Eirsct13treet from Lincoln up one block.; .car rinse on Ediz Hook receiving a lot
of use and is appreciated very much; still looking for a contestant to enter
~he rocking chair competition in cooperation with City of Victoria; Urban Bridge
Fund is used only for bridge replacement and not for new bridges; resignation of
City Treasurer-Assistant Director of Finance-Accountant Warner ~. Childress;
Elks student day May 2, 1973 beginning at 1:00 p.m.; and a letter from the Port
of_Port Angeles regarding possiblity of oil spills in the harbor.
