The City Council met in regular session at 7:30 P.M. and was called to order by Mayor Neer. Officers present were: Councilmen Smith, Sandison, Matthieu, Wolfe, McFadden and Maxfield, City Manager Vergeer. Attorney~ SeveI:YPs and Clerk La",'. < It was moved by Councilman Wolfe that minutes of the previous meeting Je approved. Seconded by Councilman Smith and carried. Under the head of unfinished business, Randall Kilmer Construction Company submitted the only bid for alley paving in the Cherry Hill District as follows: Asphaltic Concrete Type F, 16' wide, $8.S0 per ton. IS' $9.50 per ton. 20', $11.00 per ton. Asphaltic Concrete Type I-I, Class B. 16', $10.50 per ton. 18', - I $11.50 per ton. 20', $13.00 per ton. Mr. Vergeer recommended the IS' \"Iidth where, the S(JlJ e is possible. l'It was moved by Councilman Maxfield that the bid for Type F at $8.80 per ton be accepted and width of alley be 18t wher.ever possi.ble. IMr. Vergeer cited attit~de.of parents as being very uncooperative and Mayor Neer considered injured i individuals and pnperty damaged as entitled to consideration by those causing damage. It was the opinion IOf Chief Kochanek that only solution is proper supervision and av person under eighteen years of age should be under direct superviwn of parent or guardian. It was moved by Councilman McPadden that ordinance be I tabled for fGrther study by Council ar.d groups representing Police Dept., Pistol Club, and other interested parties, recommendations to be submitted at the June 6 meeting. Motion seconded by Councilman Smith ann carried. Dr. Melvin Bondelid and Harold Thompson appeared with petitions for alley paving, each lacking one signer, and inquired as to proper procedure. Mr. Vergeer advised that L.I.D. may be established for separate alleys having 600;0 of property owners signed. Mr. Vergeer read nUIilbeI:s of Blocks having 100% signers and stated that the City is ~ncluded in projects where City property is involved. J' Under the head of new business, claims paid April 23 and 26 were approved in total amount of $10,930.77. It was moved by Councilmm Matthieu that claims be approved as paid. Mr. Vergeer announced the appointment of John B. Warder as City Engineer at an annual salary of $6900.00 Irepladng Mr. Ahlvers who recently resigned, services to begin as of June 1. It \'las moved by Councilman McFadden that appointment be approved and confirmed. Seconded by Councilman Smith and carried. I . Mr. Amende, bonrl brOker, appeared before the Council anct.>roposed that th<!;::ity create a fund to pay old :andfmtlal.ed L.I.D. bonds at the rate of 10~ on the dollar, these being the Gn-guaranteed issues. Being the ,o,'mer of $38,000.00 worth of these bonds he proposed to contact other holders, his compensation to be 2!% per dollar. Council questioned authority of the City to spend money from other funds for liquidation :of outlawed bonds. I ~ouncil received request for permission to conduct street parade August 31 during play fair celebration. It was moved by Councilman McFadden that request be aoproved. Seconded by Councilman Matthieu and carried. j . the Statewide City Employees Retirement Board informed that Charles Seat" caretaker at Morse Creek Dam \vill have reached retireIilent age July 1, \obich can be extended by Council resolution. The mayor also read invitation to attend activities of Naval Air Station on Whidby Island May 18th. . . , Councilman McFadden informed that the Health Department contemplates purchase of Polio vaccine and ad- ministering sane, sufficient for three shots to each individual under forty years, thereby assisting in the stamping out of Polio in this area. Estimated cost would be $19,000.00.
