".U~M ~ The City Council met in regular session at 7:30 P.M. Officers present were Mayor Willson, council~~ men Maxfield, Thorne, Cornell, Wolfe, Bettger and Schroeder, Manager Herrman, Attorney Moffett and I Clerk McNeece. A motion was made by Councilman Thorne, seconded by Councilman Bettger and carried, to accept and place on file minutes of the previous meeting. I A motion was made by Councilman Maxfield, seconded by Councilman Wolfe and carried, to refer the bids for the Grace Street Substation to the City Manager and the Light Superintendent for study and recommendation. "L A motion was made by Counilman Maxfield, seconded by Councilman Bettger and carried, to accept the high bids for city lots - $1,500.00 for lliots 1 & 2, Block 426, by H. L. Wickersham; $3,750,00 for Lots 3,4, & 5, Block 201, by Randall Kilmer; and $900.00 for the west 15 feet of Lot 4, Block 48 I TN - except a 1ST x IS' triangle on adjacent corner of truck route, by E. A, Jensen, A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, that the claims in amount of $79,771,24 and payroll transfers in amount of $34,084.77 be paid, as submitted. A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, to refer the new application of Gordon Keith Sexton and William Allen Sexton, Pizza Pete, to the Police Chief for recommendation. (Liquor License) I I A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to approve the; application for transfer of liquor license from Jack DelGuzzi to Port Angeles Hotel Company, Lee Hotel, and application for renewal of Frieda T. Moore and Murl Moore, Babe's'Tavern. 'I A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and unanimously carried, tolj enter into an agreement for ".a' "Preliminary Investigation of a Sewage Treatment System" with Cor- nell, Howland, Hayes and Merryfield (In accordance with the agreement dated May 6, 1965). A motion was made by Councilman Wolfe, seconded by Councilman Thorne. and carried, to defer the request of the City Employees Association 'for free parking for City employees in the two westerly lanes of the City's Parking Lot, for a work session. (City Manager to give recommendation and report on use of the lot.) Monday, May 10, 1965 at 7:00 P.M. was set for a work session concerning water service problem in Ahlvers Road area, and other problems. The following Ordinances were introduced and read in full: ORDINANCE No. 1560 AN ORDINANCE adopting a Comprehensive Plan for the City of Port Angeles. IA motion was made by Councilman Thorne, seconded by Councilman Bettger and carried, to approve the Idraft concerning a letter from the National pa:k Service superintend~n.t :egarding Morse Creek Water Shed Agreement, accept formal letter when submltted and flle letter ln lleu of a formal agreement. ~ motion was made by Councilman Wolfe, seconded by Councilman Schroeder and unanimously carried, to koncur with the recommendation of the Finance Director and the City Managcr, and the City Attorney Fe directed to draw up an ordinance to effect the change to monthly billing of all utility bills. ~ motion was made by Councilman Wolfe, seconeed by Councilman Thorne and unanimously carried, to Itable the request for Payroll Deductions for Union Dues until the next meeting (to give time for ,study with the Personnel Committee). ~ motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, that the City ~anager be granted permission to attend the 51st Annual Conference of International City Managers' Association, September 19-23, 1965 in Montreal, Canada. The following resolution was read in full: IMPROVEMENT RESOLUTION No. 187 A RESOLUTION of the Council of the City of Port Angeles, Washington, de- claring the intention of the City Council to improve a certain area with- in the City by the construction and installation of trunk and lateral storm sewers therein, the grading, ballasting and paving of certain streets and alleys therein, the construction of curbs and gutters, and by doing all work necessary in connection therewith, and fixing a time, date and place for the hearing on this resolution of intention. A motion was made by Councilman Maxfield, seconded by Councilman Bettger and unanimously carri~d, fhat the foregoing resolution be adopted as read. (This resolution set the time and place for IPublic hearing - June 3, 1965, 8:30 P.M. at the Roosevelt Junior High School Auditorium.) ~ motion was made by Councilman Sehroeder, seconded by Councilman Maxfield and carried, to approve ~he application of L.O. Madison for a variance to allow a hold back of 20 feet on parts of Lots77, B, & 9, Block 37, N.R. Smith Addition, as recommended by the Planning Commission. III 14 PRINTING eo. p.Z'~!-oI ~ A motion was made by Councilman Maxfield, seconded by Councilman Thorne and carried, to concur witij the recommendation of the Planning ~ommission and approve the application of R. A. Porsch of 620 Eil Boulevard to remove a garage and carport, and construct a two car garage on the same area. A motion was made by Councilman Cornell, seconded by Councilman Schroeder and carried, to approve the recommendation of the Planning Commission and grant permission to Mr, & Mrs. Thomas Goin of 1710 West 8th Street to install a mobile home as a temporary residence during construction of a conventional residence, located on the north side of 9th Street between "K" and "L" Streets, with provisions as set forth in the Planning Commission minutes of April 20, 1965. A motion was made by Councilman Thorne, seconded by Councilman Cornell and carried, to accept and place on file Planning Commission minutes of April 20, 1965, A motion was,made by Councilman Cornell, seconded by Councilman Wolfe and carried, that the recom- I'mendation of the Planning Commission be accepted, and Robert Hilt of 1738 West 6th Street be grant~d :a variance to permit the construction of a patio roof closer to the property line than permitted. J A motion was made by Councilman Bettger, seconded by Councilman S~hroeder and carried, to accept tie recommendation of the Planning Commission and grant a variance to Everet Nyman of 1133 East 2nd Street for permission to construct a concrete storage bin for firewood closer to the property line than permitted in First Residential Zone. A motion was made by Councilman Cornell, seconded by Councilman Maxfield and carried, to concur with the Planning Commission's recommendation, and deny the petition of Clarence H. Fidler and others for vacation of the alleys in Blocks 434 and 435 Townsite. I A motion by Councilman Wolfe that the Planning Commission minutes of May 4, 1965 be accepted and placed on fi,le, was seconded by Councilman Bettger and carried. Mr. Loren Cooke protested, in person, the suspension of the Dance License for Loren's Tavern (for- merly Roses' Tavern) by the Police Chief. It was mutually agreed that the hearing could be held this night. (May 6, 1965) The Police Chief presented evidence to substantiate the violation of City Ordinances. In one case, they furnished liquor to a minor. In another, they allowed a woman to be assaulted on the premises without making any notification to the Police Department. Mr. Cooke and his witnesses, Mr. Cuin and Violet Rose Cotley, the woman assaulted, gave their views on what happened, The Council recessed for a short period of discussion, On resumption of the hearing, a motion was made by Councilman Maxfield, seconded by Councilman Cornell and unanimously carried, to sus- pend the Dance License for six months; at the end of that time, Mr, Cooke be allowed to make I I: application for renewal, and with the approval of the Police Chief, the license may' be renewed. I: A motion was made by Councilman Bettger, seconded by Councilman Maxfield and carried, to accept anJ place on file the Municipal Judge, Recreation Department and Fire Department monthly reports; the Light and ,Water Work Reports; Fire Department Inspections, Investigations and Activities Report; Reports on the Fire-8th Annual Command School at Yakima; Police Uniforms purchased; N.W.P.P.A. Engineering and Operations Workshop at Eugene, Oregon; Uniform Building Code Course at Tacoma, and Scuba Diving in College Curriculum. A motlon was made by Councllman Wolfe, seconded by Councllman Schroeder and carried, that the Cltyj Manager investigate the posslbllltles on advance refundlng of the 1960 Water Revenue Bonds and glV]1 a recommendation on an Investment Broker, or Bond Consultant. I A motion was made by Councilman Thorne, seconded by Councllman Bettger and carried, to approve the release of Claim against Steven H. Nelson for damage to a Clty pOllCe car ln amount of $435.03. i A motlon was made by Councilman Schroeder, seconded by Councilman Bettger and carried, that per- mission be granted for the American Legion to hold their Annual Carnival, which helps to promote " the Junior Salmon Derby. A motion was made by Councilman Thorne, seconded by Councilman Cornell and carried, to grant per- mission to the American Legion to conduct a fireworks display subject to the Fire Department approval and State regulations. Other subjects of discussion were the advisablility of reV1S1on of the utility turn on charges _ , the City Manager is to make a recommendation concerning this -, and the need for a new Planning , Commission member.
