The City Council met in regular session at 7:30 p.m. Officers present were Mayor Willson, CouncilJ
men Maxfield, Thorne, Cornell, Wolfe, Bettger and Schroeder, Acting City Manager Warder, Attorney
Moffett and Clerk McNeece.
A motion by Councilman Wolfe that minutes of the previous meeting be approved as received, was
i seconded by Councilman Maxfield and carried.
A motion was made by Councilman Wolfe, seconded by Councilman Schroeder, and carried that the one I
bid received for Police sedan, Lannoye Motor Company, be referred to the City Manager and Police 'I
Chief to determine whether the bid can be accepted, as it is higher than the amount budgeted for
this vehic Ie , I
A motion was made by Councilman Maxfield, seconded by Councilman Cornell and carried, that, as "
recommended by the City Manager, all bids for the pickup truck for the Water Department be reJectedl
and a recall for bids be made. I'
A motion by Councilman Wolfe that the bid of John Davidson Co. for 1000 L.P. of 8", Class 150, c.l.il
pipe @ $2,287 per L. P ., be accepted was seconded by Councilman Maxfield and carried. . I

A motion by Councilman Maxfield that the bid of H. D. Fowler Co. for 2000 L.F. of 6", Class 150,
A.C. pipe @ .97381 per L.F. be accepted, was seconded by Councilman Bettger and carried.
:A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried, that the bid
I for 5000 L.F. of 2" pipe be rejected and a recall for bids for 2" pipe in amount of 10,000 L,F, be
made, as recommended by the Director of Public Works.
A motion by Councilman Cornell that the third progress payment to Randall Kilmer Construction Co.
for the Boulevard Improvement, in total amount of $17,000.00, be approved, was seconded by Council-
man Maxfield and carried.
IA letter from the Deputy City Attorney concludes that paying for the group medical insurance pre-
Imiums for the Port Angeles firemen out of their pension fund can be continued was read.
A motion was made by Councilman Wolfe, seconded by Councilman Cornell and carried, that claims in i
amounts of: General Funds, $37,445.10, Water Fund, $5,551.34 - warrants No. 12381 - 12392 and i
Light Fund, $61,583.16 - warrants No. 12591 - 12627, a total of $104,579.60, be approved for payme t.
A motion was made by Councilman Maxfield, seconded by Councilman Thorne and carried, to table actill
on annexing area near Mt. Angeles Road, and that a "study hearing" with the people of that area be
held before any action is taken. (A tentative date of May 28, 1964 in the Council Chambers was
suggested. )
A motion was made by Councilman Thorne, seconded by Councilman Maxfield and unanimously carried,
to accept the City Manager's recommendation and to proceed with closing off access to the Boulevar
from the south side - Francis, Orcas and Vine Streets; from the north side - Vine, 12th, 13th and I
Albert Streets; access to be left open from both north and south sides of Lincoln, Chase, Peabody,
and Eunice Streets, and from the north side of Francis Street. !
A proposed agreement between School Distri~t No. 21 and the City concerning use of the swimming I
tool was read. A motion was made by Councilman Maxfield, seconded by Councilman Cornell and carrie~,
that the City Manager and the Mayor be authorized to proceed with negotiation of this agreement witih
the School District. l
A motion was made by Councilman Cornell, seconded by Councilman Wolfe and carried, that Mr. Hugh Li tIe
'of Knowles Plumbing Co., Inc. be informed of the requirement for obtaining a Master Plumber license.

A motion was made by Councilman Maxfield, seconded by Councilman Thorne and carrled, that the appl'
cation of James R. and Agnes P. Willis, Aggie's Broiler Motel, for a Class "B" dance license be I
approved. I
A petition was received bearing ten signatures, protesting the noise, especially during the night, 1:,
existing at a place of business located at Front and Ennis Streets. This was referred to Council- I'i
man Schroeder and action tabled until the next regular Council meeting. !
I A motion was made by Councilman Maxfield, seconded by Councilman Thorne and carried, that the City I'
Manager ask for variance of zoning ordinance to allow the City property north of the Cemetery Road]
I; between "I" and "M" Streets to be used for storage area by Bonneville Power Administration from
:June 1, 1964 thru approximately March 31, 1966. (Proposed rental fee - $100.00 per month)
IA motion was made by Councilman Maxfield, seconded by Councilman Wolfe and carried, that the appli
cation of Arnold Hirsekorn for permission to sell the easterly five feet of Lot 13 together with
Lot 14, Blk. 344 to a prospective home builder resulting in a five foot side yard on the Hirsekorn i
property be approved as recommended by the Planning Commission.
A motion by Councilman Thorne that the application of George H. Stevens for zoning variance on the
easterly three feet of Lot 12 and all of Lot 13, Blk. 223, (913 E 8th) ,to allow the operation of
a physical therapy office be approved, as recommended by the Planning Commission, was seconded by
Councilman Schroeder and carried,
A m~tion was made by Councilman Wolfe, seconded.by Councilman Maxfield and :arried, that the apPliJ-l
catlon of Mr. & Mrs. James C. Prather for a modlfled hold back of ten feet lnstead of the requlred
twenty-five feet on Lots 15 and 16, Blk. 145, be approved, as recommended by the Planning Commissi '[ ,
with the provision that the two lots be considered as one building site only. I
A motion was made by Councilman Cornell and seconded by Councilman Bettger that the application of II
Stromberg Building Enterprises, Inc. for variance - allowing a 14 unit apartment house to be located
on the property line of Oak Street with a building 95 feet wide, leaving the required 5 foot side i
yard on the west side and the northerly end of the building to be on the property line of 4th Stree,t
be approved as recommended by the Planning Commission.

At this point a petition bearing 29 signatures of residents in the area, protesting the variance
was considered. Mr. R. H. Erny, 212 W 4th Street, who instigated the petition, withdrew his pro-
test when it was explained that the required 5 fcot side yard would be left on the west side. The
motion was unanimously passed.
A motion was made by Councilman Thorne, seconded by Councilman Wolfe and carried, that the appli-
cation of H. L. Maddux and Mrs. Janet Cameron for variance from zoning regulations to permit the
location of a mobile home on Lots 9 and 10, Blk. 439, corner of 16th and "F" Streets, be denied as
i recommended by the Planning Commission.
A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, that the
application of Delbert D. Schlichting of 204 West Park Ave. for permission to raise and sell
tropical fish from his home be approved, as recommended by the Planning Commission.
A motion by Councilman Bettger that the Planning Commission minutes of April 21, and May 5, 1964,
be approved and placed on file, was seconded by Councilman Wolfe and carried,
A motion by Councilman Cornell that minutes of the Park Board for April 7, and May 5, 1964, be
approved and placcd on file, was seconded by Councilman Maxfield and carried.
A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, that the Civil
Service Commission minutes of May 1, 1964, be accepted and placed on file.
A motion was made by Councilman Cornell, seconded by Councilman Maxfield and carried, that the
letter from John Kochanek (Harris and Schuller) relative to renting three parking places along
ramp on Railroad Ave., be referred to the City Manager.,
A motion was made by Councilman Cornell, seconded by Councilman Wolfe and carried, that the report~
of out of town trips by R. P. Willson, Ken Cameron, Rosa Sander, MinaSSaari, Robert Bruce, Robert II
Fish and John Warder, be accepted and placed on file.
A motion was made by Councilman Maxfield, seconded by Councilman Thorne and carried, that the SwimTi
ming Pool monthly report, Light and Water Dept. Operating Statement, Balance Sheet and Work reports
and Fire Dept. monthly work report be approved, as received,. and placed on file. i
A motion by Councilman Maxfield that the application of Alfred Louis Hulse, B & M Grocery, for re-I
newal of liquor license be approved, was seconded by Councilman Thorne and carried.
Notice was received from the Liquor Control Board of the rejection of application for liquor licenSe
of Shamrock Cafe and Haynes Grocery.
A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried, that the pro-
:1 blem of water drainage through Lots 1, 2, 19 and 20, Block 407, as set out in,aletter from Einar
iT. Christiansen, (dated May 6, 1964) be referred to the City Attorney for his interpretation of
the City's liability as regards this problem.
A motion was made by Councilman Bettger, seconded by Councilman Maxfield and carried, that the
proposal by KIRO, Inc, (K.I.R.O. TV) for a lease of space at "E" St. and West 10th St. I'.eservoir
location, to construct an equipment enclosure, at $200.00 per year for the leased space, be
accepted and referred to the City Manager to negotiate a lease.
I Mobile Homes were discussed. No actlon wlll be taken untll the 1st of 1965 to requlre people to I
' move into one of the deslgnated traller courts.
: There being no further business, the regular meeting was adjourned, with a study session to fOllOW:
; relative to the annexation of property, near southeast corner of the City, owned by Mr. Charles i
Gallacci. I
i In the study session, Council discussed annexation proceedings with Mr. Gallacci.
