Mayor Duncan called the meeting to order at 7:02 P.M.

Contents of Work Session
The City Council discussed with staff portions of the eighteen various
comprehensive plans and studies that are, one way or another, currently in
effect in the City of Port Angeles, as active plans, plans being
implemented, plans being referred to in some way, or plans being currently
being updated. Topics of discussion were a master shoreline plan, utility
and roadway related plans, parks and recreation plans (inCluding the
Ellerbee study), and emergency services. Plans and alternatives were
discussed in regard to the Sanitary Landfill, the Sewer Treatment Plant,
the water supply system, etc.
Manager Flostrom noted that short-range goals, those goals annually
attainable, seem to be accomplished exceptionally well by the City. He
stated that long-term goals might be better accomplished by being broken
down into attainable annual tasks. He stated that there is a need to make
the commitment, then break the goal and objective into tasks which can be
attained on an annual basis in the budget.
The Council then discussed with staff comprehensive power supply plans,
noting that most complaints received on billings are due to the demand
charges. The discussion then moved to the topic of parks and recreation.
The Council reviewed with staff the current Parks and Recreation
Comprehensive Plan, which was established in 1978. The Council and staff
considered the possibility of reducing the number of parks within the City
in order to provide funding for improvements and improved maintenance to
the parks.
The topic of a proposed CJ.VJ.C center, convention center, or community
center was discussed. Manager Flodstrom stated 'that consensus is needed on
what the majority of citizens wish to develop. Once that is accomplished
and the consensus has been reached, he stated that the City needs to work
to accomplish that objective.
Emergency services was then discussed by the Council and staff. The Police
Chief stated that it is the policy of the Police Department to attempt to
look three to five years ahead for emergency services activities. The
Council discussed with staff the existence of a disaster response plan.
Manager Flodstrom stated that the City does have such a plan as does the
County. Fire protection was discussed. Manager Flodstrom indicated that
emphasis is now on fire prevention rather than fire suppression.
Manager Flodstrom then requested that the Council consider the topics and
information discussed at this meeting and consider a means for moving from
where we are now into preparation for the 1985 budget and establishing
things within that budget that can be accomplished in 1985 as well as the
first steps of things that might continue into 1990.
Mayor Duncan then continued the meeting until May 22, 1984, at 7:00 P.M.
At that time, other comprehensive plans are to be discussed.
