The purpose of this meeting is to meet with representatives of the U.S. Department Of Interior, Environmental Protection Agency, National Park Service and Army Corps of Engineers regarding the Northern Tier Pipeline Project. Staff Present: Manager Flodstrom, Attorney Miller, Deputy Clerk Caso. III - IV Suspended. LEGISLATION 1. FEDERAL PERMITS: NORTHERN TIER PIPELINE COMPANY Mr. Chris Carlson, western Field Director for the U.S. Department of Interior, was the first speaker to address the Council. After a brief opening statement in which Mr. Carlson explained the Department's role as lead agency for coordinating the process of expiditing federal permits to the Northern Tier Pipeline Company, Mr. Carlson introduced Mr. Donald Dubois, Environmental Protection Agency Regional Administrator, Mr. Charles Odegaard, Action National Park Service Regional Director, and Colonel Leon Moraski of the Army Corps of Engineers. Mr. Doubois, Mr. Odegaard and Colonel Moraski each commented briefly on the roles their respective agencies are playing in issuing permits to Northern Tier. The EPA will analyze Northern Tier's Environmental Impact Statement and consider Prevention of Significant Deterioration (PSD) air quality per- mits; the Corps of Engineers will consider navigation and wetlands permits; and the Park Service has concerns regarding endorsement of a variance which would lower the Class I air quality limitation on Olympic National Park. 1 1 There were then several questions £rom the Council, staff and audience re- garding the permits issued by each agency; public funding of the pipeline project and whether the Department of Interior or another agency is moni- toring this funding; possible foreign financing of the project; present public opinion in Port Angeles on the project, especially in light of recent mill lay-of £s; the public input process on the PSD application and whether the public will have access to Northern Tier's air quality study; the EPA's evaluation of Northern Tier's data and the criteria used to determine if a supplemental EIS is required; whether the Department of Interior will have any type of "veto authority" in regard to agency decisions on permits issued or not issued to Northern Tier; agency monitoring of the EFSEC proceedings; what type of data Northern Tier must provide to the EPA before their appli- cation would be considered complete for a PSD permit; and the Department o£ Interior's recent decision to allow Northern Tier to cross Federal land. The discussion concluded with Councilman Quast thanking the agency repre- sentatives for their trip to Port Angeles, and expressing his hope that they return in the future to address additional concerns connected with the Northern Tier Pipeline Project.
