Proceedings of the City Commission of the City of Port Angeles, Washington

The Commission met in regular session at 10 A.N. and was called to order by Mayor Beetle. Roll call
showed the following officers present: Mayor Beetle, Commissioners Beam and Lind, Attorney Conniff and
Clerk Hawkins.
The minutes of t he previous session were read and approved.
Under the head of Applications for Building Permits the following were granted:
Chester Bombardier, addition to garage, Lot 11, Block 27, N. R. Smith Subd.
R. L. Lowry, build woodshed, Lot 4, Block 179, 'rownsite
Olaf Lycksell, remodel home, Lot 7, Block 329, Townsite
Harry Cohen, repair building, Lot 10, Block 34, Townsite
K. L. Nichols, remodel building, Lot 11, Block 23, N. R. Smith Subd.

Under the headof Introduction of Resolutions the following was introduced:
RESOLUTION
TO SELL PROPERTY ACQUIRED BY FORECLOSURE
WHEREAS, The City of Port Angeles is the owner of the following described real property in the City of
Port Angeles, to-wit:

Lot Nine (9), Block Three Hundred Fifty-three (353), Townsite of Port
Angeles, Washington,
which said property has been acqllired by the City on foreclosure of delinquent local improvement assess-
ments under Chapter 205 of the Session Laws of 1927, and
WHEREAS, Weldon Ecker has offered to purchase the above described real property from the City of Port
Angeles for the sum of $140.28, payahle as follows: $14.28 as a aown payment and $10.00 on or before the
6th day of June, 1942, and $10.00 on or before the 6th day of each and every month thereafter until paid
in full, together with interest computed at the rate cf 7% per annum on monthly balances and paid with the
monthly installments, and .
WHEREAS, The City Commission has viewed the said property and is of the opinion that the offer is fair
value and is in excess of the amount paid by the City for said property, plus all L.I.D. assassments,
including interest and other charges against the same.
NOW, THEREFORE, BE IT RESOLVED, That the said offer be accepted and that the City of Port Angeles sell the
said property st private sale to the said Weldon Ecker, for the sum hereinabove set forth, subject to any
valid liens against the samei that the City Attorney be instructed to prepare a deed conveying said prop-
erty to the purchaser, and that the City Treasurer be authorized to execute the said deed in accordance
with the provisions of this resolution and Chapter 275, Session Laws of 1927.
It was moved by Commissioner Beam that the foregoing resolution be approved and adopted. Seconded by
COJlllllissioner Lind. On roll call all members voted aye. l'he Mayor declared the motion carried.

Under the head of Unfinished Business:
The matter. of the Hearing on the petition to vacate a portion of the alley running through Block 69,
l'ownsite of Port Angeles, continued from May 6, 1942, then came before the Commission. After due consider-
ation, and it being the policy of the Commission not to vacate existing alleys, it was moved by Mayor
Beetle that the petition to vacate the portion of the alley running through Block 69 of the Townsite
above referred to, be rejected. Seconded by Commissioner Lind. On roll call all members voted aye. The
Mayor declared the motion carried. Attorney Severyns, representing the petitioners, then withdrew the
petition.
Under the head of New Business:
The following titled ~ergency Ordinance providing additional funds for operation and maintenance of ths
Fire Department was introduced:
AN ORDINANCE setting forth an emergency affecting the public health and s"fety; requiring expenditures
unforeseen; providing for the issuance of emergency warrants; and declaring an emergency, making the
ordinance immediately eftective.
The said ordinance was placed on file to come up for its first reading on May 20, 1942.
The Commission examined and allowed the following claims and ordered warrants drawn for same:
