MAY 15, 1973 ' The Council met in regular session at 7:30 p.m. Officers present were Mayor Basom, Councilmen Haguewood, Hordyk, Lukey, Olso~ Ross, and Wray, Manager Puddy, Attorney Moffett and Deputy Clerk Hobbs. The Senior Citizens' Happy Hillbillies, the recycling band of the Senior Citizens' Center, opened the meeting with a couple numbers and then Mrs. Martha Bishop pre- sented the Council with petitions and results of their survey pertaining to a City bus system,d-c requiring a household tax, and asked that the Council have this - issue on the ballot in November. A motion was made by Counciiliman Wray, seconded by Councilman Hordyk, and unani- 1- mously carried to accept and place on file, as received, the Minutes of May 1, 1973. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- m.Q~R;y carried to authorzie call for bids for water pipe for the Water Department. A motion was made by Councilman Hague~ood, seconded by Councilwoman Ross and unani- mously ca.rried to approve for payment $2,727.94 to CH2M for engineering services from Ma~ch27through April 24, 1973, in connection with the water study. A motion was made by Councilman Hordyk, seconded by Councilman Olson, and unani- mously carried to approve for payment $3,420.55 to Harstad Associates, Inc. for TOPICS Project Progress Billing March 26, 1973 through April 25, 1973. The following resolution was read in full: RESOLUTION NO. 7-73 A RESOWTION agreeing to reimburse the State Highway Department for services pertaining to TOPICS Project, ($1,000.00). A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried to adopt the foregoing resolution as read. A motion was made by Councilman Wray, seconded by Councilman Haguewood and unani-I mously carried to approve for payment Claim Vouchers in amount of $75,958.43 and Payroll Transfers in amount of $70,409.72. A motion was made by Councilman Olson, seconded by Councilman Hordyk, and unani- moasly carried to take from the table the petition for annexation pertaining to Melody Lane area. A motion was made by Councilwoman Ross, seconded by Councilman Wray and unani- mously carried to accept the area (the south 400' of the west 600' and the south 390' of the east 740.5' of Government Lot 1, Section- 14, Township 30 North, Range 6W., W.M. )LXcept ' . _ ,," \ for annexation with the stipulation that the property owners assume t:1'ie,proportionate share of the now existing general obli- gation bonded indebtedness, and that the area be zoned-as' RS-9 Zone. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried to concur with the recommendation of the Planning Commission and approve the request of Dr. James E. Mantooth for a variance to allow enlargement of his pre-existing, non-conforming office contingent upon the parking facilities to the south side of the office being developed and paved at the same time as the enlargement of the office.. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to concur with the recommendation of the Planning Commission and approve the request of Mr. R. M. Schramm for a variance to restore the fire damaged structure at 314 South Jones Street. A motion was made by Councilman Wray, seconded by Councilwoman Ross and unani- mously carried to concur with the Planning Commission's recommendation and approve the request of Mrs. Robert Schmid and Mrs. Richard Dill for a Conditional Use Permit to conduct a ceramic studio at 2321 South Peabody Street, as a home occu- pation. A motion was made by Councilman Haguewood, seconded by Councilman Lukey and unani- mously carried to concur with the recommendation oftHe~Planning Commission and ap- prove the request of the Port Angeles Congregation of the Jehovah's Witnesses for a Conditional Use Permit to develop a church facility on the northwest corner of 18th and !!N!! Streets. ' I A motion was made by Councilman Haguewood, seconded by Councilman Wray and unani- mously carried to refer back to the Planning Commission for reconsideration the request of Mr. & Mrs. Walter Rayment, 2132 West 15th Street, for a variance to allQw enclosure of a mobile home. A motion was.made by Councilwoman Ross, seconded by Councilman Haguewood and unani- _ mously carried to concur with the Planning Commission and approve the request of Mr. Clarence Fidler for a variance to allow construction of a food service stand _to the east_property line and to the north right-of-way line of Railroad Avenue. A motion was made by Councilman Lukey, seconded by Councilman Wray and unanimously carried to concur with the Planning Commission recommendation and approve the site deveiopment plans of Seattle Stevedoring Company for the location on the south side of Marine Drive between Cedar Street and Tumwater Access ~oad with the stipu- lation the new structure be 15 feet south of the\Marine Drive right-of-way, 6 feet west of the Cedar Street right-of-way, 9 feet east of the Tumwater ~cgesscRoad right-of-way and 95 feet north of the alley margin, and off-street parking is to be provided and developed between the building and the alley with ingress and egress traffic into Tumwater at the alley only with no parking allowed north or west of the building which would result in vehicles leaving or entering the traffic pat- tern on Marine Drive, nor onto Tumwater Access Road between the alley and Marine Drive. I A motion was made by Councilman Olson, seconded by Councilman Hordyk and unanimously carried to concur with the Planning Commission recommendation and approve the "Up_ lands!! plat with setbacks as agreed upon to be designated on a print of the plat and the protective covenants reconciled with the current zoning regulations. A motion was made by Councilman Wray, seconded by Councilman Olson and unanimously carried to accept and place on fil~ the P.lanning Commission Minutes of May 14, 1973. A motion was made by Councilman Haguewood, seconded by Councilman Olson and unani- mously carried to refer to the Planning Commission for recommendation Mr. Einar H. Hendrickson's analysis and proposals regarqing the Comprehensive Plan. The appointment of a member to the.Planning Commission to fill vacancy left by resignation of Mr. Dilling was not made and it was suggested that the news media advertise for volunteers to serve On this board. The following resolution was read in full: I IMPROVEMENT RESOLUTION NO. 196 A RESOLUTION of the Council of the City of Port Angeles, Washington, declaring the intention of the City Council to improve a certain area within the City by the con- struction of trunk and lateral sanitary sewers, ~nd by doing all work necessary in connection therewith, and fixing a time and date and place for the hearing on this resolution of intention. A motion was made by Councilman Wray, seconded by Councilman Lukey and unanimously carried to adopt the foregoing resolution as read. A motion was made by councilman Hordyk, seconded by Councilman Lukey and unanimously carried to dispense with the reading of the Interagency Committee on Outdoor Recre- ation Project Connact on West End Park Phase II, and authorize the Mayor to sign this contract. A motion was made by Councilman Qlson and seconded by Councilwoman Ross to grant permission for a music festival to be held at Lincoln Park on June 9, 1973 from 11:00 a.m. to 8:00 p.m. with the stipulation that the promoters, Randy B. Vehicles may park in the Fairgrounds parking area. All Coun- cilmen voted "Aye,!! except Councilman Hordyk, who voted "No.!! Motion carried. /: A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani- mously carried to authorize the Mayor to sign the agreements with Public Power Council regarding a revision of Washington Public Power Supply System Nuclear Project No.3 Net Billing and sale of a surplus portion of WPPSS's 70% share of No.3 Project output to BPA direct service industrial customers. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- I -mously carried to approve the proclamation, as read by Mayor Basom, proclaiming the week of June 3rd through June 9th as Bicycle Safety Week. A ~etter from the State of Washington Liquor License Division regarding withdrawal of license transfer application for Les's Tavern,was read and noted. A motion was made by Councilman Lukey, seconded by Councilman Haguewood and unani- mously carried to accept and place on file the Civile Service Commission Minutes of May 10, 1973; the Light & Power-Work Report-April; Water Work Report-Apri+; Util- ities Billing Report-April; the Municipal Judge, Park & Recreation, Revenue & Ex- penditure, and Treasurer's monthly reports for April; the out-of-town reports of -City Manager, Building Inspector, Finance Secretary, Light Dist. Engineer, Police Department and Senior Citizens' Center; and the Police and Fire Departments Monthly - Reports for April. The following ordinances were presented to the Council: ORDINANCE NO. 1790 AN ORDINANCE of the City of Port Angeles, Washington, providing for the definitions applicable generally to ordinances of the City of Port Angeles, Washington, and providing for ruies of construction for the ordinances of the City of Port Angeles, Washington. ORDINANCE NO. 1791 I AN ORDINANCE of the City of Port Angeles, Washington adopting , a general penalty and amending penalty provisions of other ordinances to refer thereto. ORDINANCE NO. 1792 AN ORDINANCE granting a right of entry to authorized City Officials for the inspectio~ of buildings and premises for the enforcement of the provisions of Port Angeles, Washington ordinances. ORDINANCE NO. 1793 AN ORDINANCE on installment payment on fines and repealing Ordinances No. 1617 and 1682. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to dispense with the reading of the above ordinances and adopt as presented. A motion was made by Councilwoman Ross, seconded by Councilman Haguewood and unani- mously carried to approve the Mayor proclaiming the week of May 20 through May 27 as Realtor Week. A motion was made by Councilman Wray and seconded by Councilman Lukey and carried that the City fill in the big hole at the west side of LinCOln Park with in- I dustrial waste. All Councilmen voted "Aye," except Councilmen Haguewood and Hordyk, who voted "No." Motion carried. A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani- mously carried to approve replacement installation of parking meters, leaving a - loading zone unmetered, in front of the Lee Hotel on Fivst Street. .A motion was made by (Councilman Hordyk, seconded by Councilman Haguewood and unani- mously carried to authorize the City Manager to hire an additional employee for the Sewer Department to meet with OSHA requirements. MAY 15, 1973 (Continued) volunteers for the rockingchair contest to be held in Victoria beginning at 2 p.m. on May 20th; Association of Washington Cities Convention to be in Spokane June 20 through 22, 1973; Letter withdrawing previous letter pertaining to rifle range; letter complimenting the police department as one of the most outstanding depart- ments in the State; Youth day when students visited with city employees and learned of city business was very successful; agreement with Swan-Wooster signed regard- ing pier and multi-purpose center; meeting with Swan-Wooster May 29 at 2:00 p.m.; meeting with Planning Commission May 22nd; and new Coast Guard cutter may'be docking at same dock as now used for the Winona Cutter.
