',,~n.~ 00. ..,.", .... - The City Council met in regular session at 7:30 P.M. Officers present were Mayor Willson, Council- men Maxfield, Thorne, Cornell, Wolfe and Schroeder, Manager Herrman, Attorney Moffett and Clerk McNeece. A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried, to approve and place on file the minutes of the previous meeting. The local Boy Scouts of America presented to the Mayor a "Certificate of Appreciation to the City ';of Port Angeles in recognition of Outstanding Potlach 1965 Support". IliA motion was made by Councilman Wolfe and seconded by Councilman Maxfield, that the bid for the I'Grace Street Substation be awarded to the 101; bidder, Federal Pacific Electric Company at $62,375.00 'plus state sales tax, ~ ,I After considerable discussion, a motion was made by Councilman Schroeder and seconded by counCilmanj - I Thorne, that due to the controversy (regarding bids. and specifications), awarding of the bid be I tabled for further study. On called vote, Councilmen Thorne, Wolfe and Schroeder voted "aye". : Councilmen Maxfield and Cornell voted "opposed". 110tion was carried. (A meeting for study of this ;'was set for Monday, May 24, 1965 at 5: 30 P.M. in City Hall.) , , A motion was made by Councilman Cornell, seconded by Councilman Maxfield and carried, that claims in amount of $72,719.50 and Payroll Transfers in amount of' $37,815.91 be approved for payment. A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and unanimously carried, to concur with the recommendations of the Police Chief and disapprove the application of Gordon Keith Sexton and William Allen Sexton, Pizza Pete's for Class D liquor license, due to the establishment being within 500 feet of a church and Washington School, and a large number of persons frequenting Pizza Pete's being under twenty-one years of age. A motion was made by Councilman Thorne, seconded by Councilman Schroeder and carried, to approve the applications for renewal of liquor licenses of Alice Etta Adams and Sdwin Stockwell Adams, Corner Cupboard; Edward Fred Herman, Parkway Grocery; Sam Kallas, Duck Inn; Carl Marion Lundgren, Busy Bee Market; McGlenn's Food Stores, Inc., McGlenn's Thriftway; and Julia H. Olson, Olson's Grocery. A motion was made by Councilman Cornell, seconded by Councilman Wolfe and unanimously carried, to grant the request of City Employees for payroll deductions for union dues. (During the discussion concerning this, the City Attorney pointed out that the Council were not agreeing to accept the Union as bargaining agent for the employees but granting payroll deductions only.) The following Ordinance was introduced and read in full: ORDINANCE NO. 1552 AN ORDINANCE of the City of Port Angeles amending Section 11.48 of the Code of the City of Port Angeles with reference to billings for electrical current. I IA motion was made by Councilman Maxfield, seconded by Councilman Schroeder and carried, to adopt the foregoing ordinance as read. 'A motion was made by Councilman Wolfe, seconded by Councilman Thorne and unanimously carried,~to !grant the request of George Gallant for enlarged Bus Zone for his new larger City Bus. A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, to concur with ,the Mayor~c.a.nd,.. L.E. "Dutch" Dilling be appointed to the Planning Commission to fill the vacancy , Ii left by John Reiners notwwishing to be reappointed. (Mr. Reiner's term expired March 1, 1955. He had served on the Commission for the past twenty-b11e years.) . !i ,A petition was presented bearing fo~ty-nine signatures and requesting that somethlng be done about i ,City Ordinance No. 1221 which pertains to dogs. A more strict control of, or a leash law for dogs I was suggested by the people representing the petitioners. Other subjects of discussion were the request of the Chamber of Commerce for 10,000 City maps; the offer of the City Manager and Council to give free talks and show slides on various sewage treat- ment plant facilities to any interested group or organizations; the request for free parking area for City Employees; a trophy-painting of Port Angeles to be presented to the City; an invitation to the Seattle Center June 16-20, 1955; and the planting of the Friendship Tree from Japan on Sat- urday, May 21, 1955 at 10:00 A.M. at the 14th and Laurel Streets Substation.
