The City Council met in regular session at 7:30 P-.M. and was called to. order by Mayor Richardson.
Other officers present were: Councilmen Smith, Sandison, Maxfield, Thorne and Caldwell, Manager Slankard,
Attorney Moffett and Clerk Law.
l It was moved by Councilman Thorne that the minutes of the previous meeting be approved and placed on
~ file. Seccnded by Councilman Sandison and carried.
IUnder the head of unfinished business, bids to replace the Oak Street Zig-Zag were received as follows:

OWf,NS BROS. CONSTRUCTION CO. 7,292.05
WILSON & SIMPSON 7,913.55
DEL GUZZI BROS. CONSTRUCTION CO. 6,930.19
It was moved by Councilman Caldwell that the offer by Del Guzzi Brothers be accepted. Seconded by Council-

It was moved by Councilman Caldwell that the bid by Graybar Electric Supply for Carco ~oles be accepted.
Seconded by Councilman Maxfield and carried.
The Council Committee filed report on recommendations by the Planning Commission on requests as follows:
]. D. Schell, Variance. K. H. Wehrli, vacation of alley. Alex Nillson, set-back. Front Stteet connect-
ion with Highway 101. It was moved by Councilnan Maxfield that variance, vacation and set-back be approved
as recommended and further study co ntinued on Front Street connection. Seconded by Councilman Thorne
and carried.
After investigation as authorized by the Council. the Finance Committee reconrrnended investing surplus
City Funds as follows: Prom Light Fund to short term U.S. Government Bonds or certificates, not to exceed
one year, $200,000.00. Prom L.1.D. Guaranty Fund to long-rem U.S. Government Bonds or certificates,
not to extend past October 1, 1965, $60,000.00. From Light Fund to Port Angeles Savings and Loan,
$10,000.00. From L.l.D. Guaranty Fund to Port Angeles Savings and Loan, $10,000.00. From Light Fund
to First Federal Savings and Loan, $10,000.00. From L.l.D. Guaranty Fund to First Federal Savings
and Loan. $10,000.00. The following resolution authorizing investment of surplus funds was introduced

~ It was moved by Councilman Smith that the foregoing Resolution authorizing investments be approved and
: adopted. Seconded by Councilman Maxfield and carried.
1 The Council considered a petition signed by property comers requesting that Cherry Street from 8th
i.Street to 15th Street not be made arterial. Walfred Latvala spoke regarding the SaJllO, stating reasons
{. as property depreciation, increasing speed and narr0W width of Cherry Street. Chief Kochanek favored
J' Cherry Street remaining arterial. The Mayor assured that the Resolution designating arterial is adopted,
signed and published. It was explained by the Mayor that the Resolution establishing Cherry Street
as an arterial \\'as a safety measure and was not intended to harm the residents on the street. It was
I moved by Councilman Maxfield to table any further action. Seconded by Councilman Caldwell and carried.
I': ~ursuant to Council request, the Attcrney reported results of research regarding Ordinances, governing
installation of neon and decorative si6"ns. It appears that this City is operatin6 under Code of 1951.
lie suggested that the City adopt the Code of 1958 ".nd modified Ordinance requiring permit and reasonallole
I' fee. It was decided that an Ordinance will be prepared for Council consideration.
A petition submitted to the Council at the :Last meeting was discussed. Request was for an alternate
truck route through the City signed by 34 operators.. After due consideration. it ....,as moved by Councilman
I-Caldwell that petition be denied. Seconded by Councilman Maxfie Id and carried.
i The Council cansi_ered proposals and recommendations for employing a Financial Consultant in preparation
\ fer s ale of ~~at,'Cr' Revenue Bonds. No action will be taken until after consultation with a reprosentative.
Also considere4 was condemnation proceedings to acquire rights-of-way for replacing the Moxse Creek /
water line. It \'~as moved by Counci Iman Caldwell that the Manager be authorized to start condemnation

It was moved by Councilman Smith that calls for bids be published for the legal publications of the City
1 during the year beginning July 1, 1959. Motion seconded by Councilman Thorne and carried.
I Departmental reports were prepared for Council approval ,as fol1o\']s: Budget reports of receipts and
j disbursements for April, Treasurer's ~eport, operating, billing and work reports for Li6ht and Water
I! Departments. It was moved by Gouncilman Thorne that all reports be accepted and approved.. Seconded by
Councilman Sandison and carried.
\ Claims payable were approved in total amounts of General Fums, $29,280.55, Water Fund, $7,352.57,
I Light Fund, $50,051.89. It ",as moved by Councilman Caldwell that all clums be approved and paiu.
Seconded by Counc~lrnan Smith and carried.
'I Property O\'Vflers from Fairmcnt, Dry Creek D1str1cts, also Scrivner Road. area, appeared before the Council
regarding water service. It was the opinion of Fairmont representatives that their sexvic: e is inadequate

land asked to be released to the P.U.D. or service improved. The Mayor advised that P.U.U. has no contract
Ito purchase supply. from the City. When the contemplated water systel'1 improvements are completed, requests

I'The Manager informed that reql\est has been referred to the Planning Commission and report should be
available at early date.
