The City Council met in regular session at 7:30 p.m. Offlcers present were Mayor Willson Council#
men Maxfield, Thorne, Cornell, Wolfe, Bettger and Schroeder, Manager Herrman, Attorney Moffet and I'
Clerk McNeece.
A motion by Councllman Wolfe that mJnutes of the previous meeting be approved as received, was
seconded by Councllman Schroeder and carried.
Four blds for Substation equipment were received. A motion was made by Councilman Thorne, seconde'
by Councilman Maxfield and carried, that the bids be turned over to the City Manager and Electrical.
Superintendent for analysis and recommendation. I
i A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, that authoriza-
tion be granted to call for bids for 5000 KVA high voltage equipment for the college site. '
A motion was made by Councilman Thorne, seconded by Councilman Bettger and carried, that the bid
of Lannoye Motor Co. $2,098.96, for Plymouth Police Sedan be accepted as recommended by the City
Manager and Police Chief. The amount bid above the amount budgeted will be transferred from an
unexpended item in the budget.
A motion was made by Councilman Schroeder, seconded by Councilman Maxfield and carried that appli-
cations for renewal of liquor license of James R. and Agnes P. Willis, Wm. M. Rideout, Carl M.
Lundgren, Sam Kallas, Edward F. Herman, Marine Drive Cafe, Safeway Stores, Inc. (No. 188), MCGlenn~S
Food Store, Inc. and Julia H. Olson, be approved. II
A motion was made by Councilman Bettger, seconded by COUnCllman Thorne and carried, that the claimp,
in amounts of: General Funds, $51,110,00; Water Fund, $5,295.52-warrants No. 12393-12405 and Light
Fund, $33,369.53-warrants No. 12628-12558, a total of $89,775.05, be approved for payment, II
I A motion was made by Councilman Thorne, seconded by Councilman Wolfe and carried, that the appli- I,
cation of Fred A. Hegg for variance to allow building of an open car port within three (3) feet
of the property line (N~ Lots 8 & 9, Blk. 4, Lutz Subdivision, 3rd & Ennis Streets) be approved
as recommended by the Planning Commission.
A motion was made by Councilman Maxfield, seconded by Councilman Schroeder, that the application
of the City of Port Angeles for variance on Suburban Blocks 107, 108 and 109, to allow Bonneville
Power Authority to store materials and equipment on the area for a period of two (2) years, as
recommended by the Planning Commission.
A motion by Councilman Maxfield that the Planning Commiss,ion meeting minutes of May 19, 1964, be
approved and placed on file, was seconded by Councilman Wolfe and carried~
Larry Winters speaking on behalf of a number of mobile home OImers requested that the Council re-
consider any decision to move those people into trailer camps for whom it would create a real
hardship. The City Attorney pointed out that cach resident of a mobile home would have to obtain
a variance from the zoning ordinance by applying to the Planning Commission, and if the variance
is granted, it would be for that particular or existing use and to that person only.
Councilman Schroeder reported that the refrigeration trucks at Peninsula Truck Lines will no longe
be left running in the early morning hours, thus helping to allay the noise problem in that area, I
Relative to the watep drainage problem in Block 407, the property of Einar Christiansen, the City
Attorney gave the opinion that the City has no legal liability, since this is a natural drainage
area and the water has been draining in this same way for a period of more than ten (10) yeaps,
thus the City has acquired a "prescriptive" right to send the water down in the same way. After
much discussion, Mr. Christiansen was advised that when he has solved all the other problems con-
nected with the development of this property, the City will then take care of this water problem,
A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, that the re-
port of Mina Saari on out of town trip be accepted and placed on file, I
A resume of the A.W.C, Convention was given by Mayor Willson and Councilmen Maxfield and Cornell,
A motion by Councilman Cornell that the monthly report of Receipts and Expenditures be approved
and placed on file, was seconded by Councilman Thorne and carried.
I Councilman Maxfield moved that the Police Judge and Police Dept. reports be approved and placed on
'file. Seconded by Councilman Wolfe and carried.
A motion was made by Councilman Cornell, seconded by Councilman Bettger and carried, that the
Recreation Dept. report be approved and placed on file.
A motion by Councilman Thorne that the Treasurer's Financial Report for April 1954, be accepted
and placed on file, was seconded by Councilman Cornell and carried,
A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, that Ordi-
nance No, 1024 be repealed. This was an ordinance pertaining to Barber Shops and Beauty Culture
Establishments and setting forth opening and closing hours and holidays on which they must stay
closed.
The following ordinance was introduced and read in full:
ORDINANCE NO. 1534
AN ORDINANCE of the City of Port Angeles amending Section 22.41 of the Code
of the City of Port Angeles with reference to sidewalks.
It was moved by Councilman Schroeder, seconded by Councilman Wolfe and carried, that the foregoing
ordinance be adopted as read.

Complaints concerning chip truck litter on streets, brush growing too close to street intersections
and the eyesore - vacant house - at 11th and Cherry, were discussed.
iTo Councilman Wolfe's questions, the City Engineer answered that it is hoped that the blacktopplng
IOf Boulevard will be completed during the month of June, and Tumwater Trestle is to be blacktopped
this summer,
