PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
MAY 21, 1974
The Council met in regular session at 7:30 P.M. Officers present were
Mayor Basom, Councilmen Haguewood, Hordyk, Lukey, Olson, Ross and Wray,
Manager Puddy, Attorney Moffett and Deputy Clerk Parrish.
A motion was made by Councilman Olson, seconded by Councilman Wray and
unanimously carried to accept and place on file, as received, the minutes
of the May 7, 1974 meeting.

A motion was made by Councilman Hordyk, seconded by Councilman Olson and
unanimously carried to authorize call for bids for the City's legal printing
for the year commencing July 1, 1974.
A motion was made by Councilman Lukey to reject all bids received for the
5th Street Culvert Replacement. The motion died for lack of a second. A
discussion was held regarding the City's specifications for the project and
the inconsistency of the bids submitted. A motion was made by Councilman
Hordyk and seconded by Councilman Haguewood to award the bid for replacing
the existing 2 - 72" concrete pipe culvert with 255 L.F. of 102" diameter
CMP to the low bidder, J. J. Welcome, Redmond, at a bid price of $108,600.
The Engineer'S estimate of $95,000 was estimated approximately six months
ago. Councilmen Lukey and Wray voted "NO. 11 All other Council members voted
l'AYE." Motion carried. Other bids received were from Del Guzzi, Inc. -
$116,000; Massart Co., Seattle - $134,990; and F. R. King, Assoc., Bothell-
$188,710.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
unanimously carried to approve payment of $132,092.30 Claim Vouchers and
Payroll transfers in the amount of $79,060.75.
Mayor Basom presented a Service Certificate Award to Harry Hunt and extended
the City's appreciation for his fifteen years of service on the Planning
Commission.

A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and
unanimously carried to concur with the Planning Commission's recommendation
and deny Mr. Charles R. Gallacci's request for a Conditional Use Permit to
allow him to construct a duplex in the RS-7 zone. The proposed location was
the southeast corner of 15th and "B" Streets.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and
unanimously carried to accept and place on file the minutes of the Port
Angeles Planning Commission meeting of May 13, 1974.
A motion was made by Councilman Wray, seconded by Councilman Lukey and
unanimously carried to table the draft of the Amendment to Ordinance 1689 -
Septic Tank Permit Procedures. Further clarification based on Council
guidelines is required.
A petition, signed by canyonedge area property owners and contract holders,
requesting the creation of an L.I.D. in the Canyonedge area and supporting
the petition submitted to the Council November 6, 1973, was read. Several
residents from the Canyonedge area were in attendance and discussions were
held regarding improvements to Ahlvers Road between Peabody and Canyonedge
Drive, 'and the status of the proposed Canyonedge area improvements. The
following Improvement Resolution was read:
IMPROVEMENT RESOLUTION NO. 197

A RESOLUTION of the Council of the City of Port Angeles, Washington,
declaring the intention of the City Council to improve a certain
area within the City by grading, draining, paving, and installing
curb and gutter, and by doing all work necessary in connection
therewith, and fixing a time and date and place for the hearing
on this resolution of intention.
A motion was made by Councilwoman Ross and seconded by Councilman Wray to
adopt the foregoing Improvement Resolution as read and to set the hearing
date as June 18, 1974. Councilman Hordyk voted "NO." All other Council
members voted "AYE." Motion carried.

A motion was made by Councilman Hordyk, seconded by Councilman Olson and
unanimously carried to ratify the 1974-1975 Labor Agreement between the
City of Port Angeles, Washington, and the City of Port Angeles Employees!
Local Union No. 997 International Brotherhood of Electrical Workers.
The following Ordinance was read:
ORDINANCE 1823
AN ORDINANCE of the City of Port Angeles providing
for an adjustment in the wages of the employees
in the Light Department and the Equipment Rental
Department for the period April 1, 1974 to
March 31, 1975.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and
unanimously carried to adopt the foregoing Ordinance as read.
The following Ordinance was read:
ORDINANCE. 1824
AN ORDINANCE adopting a uniform fire code prescribing
regulations governing conditions hazardous to life
and property from fire or explosion, and establishing
a bureau of fire prevention and providing officers
therefor and defining their powers and duties, and
repealing sections of the Port Angeles Municipal Code,.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and
unanimously carried to adopt the foregoing Ordinance as read.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and
unanimously carried to approve the Shoreline Management Permit application
of ITT Rayonier, Inc., for maintenance dredging of a log pond.
A motion was made by Councilman Hordyk, seconded by Councilman Lukey and
unanimously carried to accept and place on file the Civil Service minutes
of May 7, 1974 and the Clallam-Jefferson County Community Action Council,
Inc. minutes of April 17, 1974.
A motion was made by Councilman, Hordyk and seconded by Councilman Wray to
approve the Liquor License Application of the Fraternal Order of Eagles
for a location change from 112 North Lincoln Street to 108 South Penn St.
Councilman Lukey abstained from voting. Motion carried.
A motion was made by Councilman Haguewood, seconded by Councilman Lukey and
unanimously carried to accept and place on file the April Work Reports of
Light & Power, Fire, Park & Recreation, Police and Utilities Billing Report;
and the Out of Town Reports of Willson & Johnson, Hill and Honnold.

A motion was made by Councilwoman Ross, seconded by Councilman Haguewood and
carried to authorize Councilman Hordyk and a Light Department representative
to attend a Bonneville Power Administration rate review meeting in Seattle
May 23rd and 24th.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and
unanimously carried to grant an exemption from the Shorelines Management
Act to the U.S. Army Corp of Engineers & )the1-Cit~iiQfHP.(.'A. fforgthejEdiz'<Hook
Emergency Work.
Other subjects of discussion were: Mayor Basom read three Police Officer
commendation letters received from appreciative citizens. Councilman
Wray inquired about the progress of the Cedar Street Repair project.
Councilman Lukey reported on citizen awareness to vandalism costs as a
result of the news media publishing same. Manager Puddy reported on the
following items: Thursday, May 30th, is to be observed by Cities for
Memorial Day as a legal holiday, and November 11 for Veterans Day, (RCW
1.16.050); Mayor Basom will be out of town for the June 4th Council Meeting;
a joint Council/Planning Commission meeting has been scheduled for Tuesday,
June 17 at 7:30 P.M. relating to the "Neighborhood Meetings" and the Cityls

Comprehensive Plan; a suggested agreement form regarding Clallam County's
Prisoner Work Release Program was passed out for Council consideration;
the Council will meet in Executive Session regarding Personnel after
adjournment of the regular meeting.

Mark Ellis of KONP was in attendance and asked the Council to reconsider
his request to lower the teen-age dance attendance age limit to include
15 year old youths. He was informed by the Council that the primary reason
his original request was disapproved was the Tlproof of identificationTl
problem for youths under sixteen.
