II ROLL CALL Members Present: Mayor Duncan, Councilmen Gerberding, Hordyk, Schermer, Quast, Whidden. Members Absent: Councilman Haguewood. Staff Present: Manager Flodstrom, Attorney Knutson, P. Carr, J. Marsh, L. Glenn, J. Pittis, R. French. Public Present: None. III INTERVIEW FOR BOARD OF ADJUSTMENT POSITION The Council interviewed Scott Lewis for the vacant position on the Board of Adjustment. III - V - SUSPENDED VI ITEMS FROM THE AUDIENCE TO BE PLACED ON THE AGENDA None. ITEMS FROM THE CITY COUNCIL TO BE PLACED ON THE AGENDA Councilman Quast moved to appoint Councilman Hordyk as the official delegate to the Northwest Public Power Association meeting to be held in Victoria, B.C., with Councilman Gerberding being alternate. Councilman Gerberding seconded and the motion carried. APPOINTMENT OF SCOTT LEWIS TO BOARD OF ADJUSTMENT Councilman Whidden moved to appoint Scott Lewis to fill the vacancy on the Board of Adjustment. Councilman Schermer seconded and the motion carried. The Council discussed with staff the vacant positions on the Parks Board and Planning Commission. Manager Flodstrom announced that the positions are currently being advertised. VII LEGISLATION CONTENTS OF WORK SESSION I City Planner Carr outlined for the Council the definition of a comprehen- sive plan or study. The Council discussed with staff at great length the basic goals and objectives contained in the City's Comprehensive Plan and possible updating of objectives. Mayor Duncan inquired as to the possi- bility of obtaining assistance through a facilitator on goal setting. Councilman Quast moved that the staff has Council consensus to undertake a study of a White's Creek crossing in order to pave a new arterial traffic pattern to the east of the City. Councilman Schermer seconded. Public Works Director Pittis requested that staff be instructed to make contacts, determine whether this was feasible, and to break it down into a decision- making process. Mayor Duncan stated that the information should enable the Council to set a timetable for the project. Councilman Whidden instructed staff to bring back a cost estimate to the Council before proceeding with the step-by-step process. Attorney Knutson stated that a decision made now would be setting a goal in the direction of the 1985 budget. On call for the question, the motion carried. j53~> '15~ CITY COUNCIL MEETING May 22, 1984 Councilman Quast then moved that the Council confirms the need to alleviate congestion of traffic on Race Street between Front and the Boulevard. Councilman Whidden seconded. Councilman Quast then amended the motion to instruct staff to report to the Council how the lanes can be changed and the cost of such a project. On call for the question, the motion, as amended, carried. The Council further discussed comprehensive planning and the possible_need for another work session at a later date. City Planner Carr was instructed to look at options for assisting in goal setting procedures with or without I a facilitator, and report back to the Council by June 5, 1984.
