The Council met in regular ses sion at 7: 30 P. M. Officers present were Mayor Wolfe,
Councilmen Maxfield, Thorne, Basom and Ranta; Manager Herrman, Attorney Moffett
and Clerk McNeece. Councilmen Bettger and Schroeder were absent.
A motion was made by Councilman Ranta, seconded by Councilman Thorne and carried,
to accept and place on file as received Minutes of the Council Meeting of May 2, 1968.
A motion was made by Councilman Thorne, seconded by Councilman Maxfield and unani-I
mously carried, to accept the high bid of $26.50 by Wm. Schultz for the used Taro
Cycle Mower. .
A motion was made by Councilman Maxfield, seconded by Councilman Ranta and unani-
mously carried, to accept the bid of $62.50 by Einar Christiansen for the used Inter-
national Farm Tractor. (The only bid received.)
A motion was made by Councilman Mdxfield, seconded by Councilman Thorne and carried,
to authorize call for bids for the City's printing for the year commencing July 1, 1968.
A motion was made by Councilman Basom, seconded by Councilman Thome and unani-
mously carried, to approve and pay to Ch2M $3,857.45 for engineering services from
March 26, 1968 through April 24, 1968 in connection with the Sanitary Sewerage System
Improvements.
A motion was made by Councilman Basom, seconded by Councilman Maxfield and unani-
rrously carried, to authorize the Finance Dept. to turn over to Clallam Adjustment Corp.
for collection the delinquent accounts of the Light Dept. in the amount of $835.42,
Water Dept. $191.49, Sewer $76.29 and Sanitation Dept. $31.03 fora total of $1,134.23.
A motion was made by Councilman Thorne, seconded by Councilman Basom and unani- I
mously carried, to al'lprove for payment Claims Voucher.:: in the amount of $213,966.72
and Payroll Transfers in the amount of $44,468.34. .
A motion was made by Councilman Maxfield, seconded by Councilman Ranta and unani-
mously carried, to concur with the Planning Commission's recommendation and deny
the appeal of Rev. Robert r. Lieby, 224 West 9th Street, for a variance to enlarge an
existing single family residence.
A motion was made by Councilman Basom, seconded by Councilman Thome and unani-
mously carried, to concur with the Planning Commission's recommendation and grant
a variance to James H. Lotzgesal, 2517 south Cherry, to allow him to construct a car-
port closer to the property line than allowed.

A motion was made by Councilman Basom, seconded by Councilman Maxfield and unani-
mously carried I to concur with the Planning Commission's recommendation and grant
a variance to 1. G. Richards, 818 Georgiana to allow him to construct an addition to
his single family residence.
A motion was made by Councilman Thorne, seconded by Councilman Ranta and unani-
mously carried to approve and place on file the Planning Commission's Minutes of
May 7, 1968.
A motion was made by Councilman Maxfield, seconded by Councilman Thorne and unani-I.
mously carried, to concur with the Planning Commission's recommendation and grant
a Conditional Use Permit to the Communi ty Players enabling them to construct a
building located at 8th & liberty.
A motion was made by Councilman Basom, seconded by Councilman Ranta and unani-
mously carried, to approve the variance as recommended by the Planning Commission
to John Waldron, 1004 West 13th Street, enabling him to e"'l'".rge an existing single
family residence.

A motion was made by Councilman Ranta, se.conded by Councilman Maxfield and unani-
mously carried, to gran,t a variance as recommended by the Planning Commission to
Allen G. Jensen, 910 South Pine, enabling him to construct a carport between his house
and fence abutting the alley.

A motion was made by Councilman Ranta, seconded by Councilman Basom and unan i-
mouslY,carried, .to grant a variance as recommended by the Planning Commission to C. A.
Correll, 830 West 13th Street, enabling him to install a travel trailer on the rear of
his property.(considered a severe hardship case) .
A motion was made by Councilman Maxfield, seconded by Councilman,Ranta and unani-
mously carried, to accept and place on file the Planning Commission Minutes of May 21,
1968.
The following ordinance was read in full:
ORDINANCE NO. 1639
AN ORDINANCE of the City of Port Angeles annexing an area contiguous
to the City.
A motion was made by Councilman Thorne, seconded by Councilman Maxfield and unani-
mously carried, to adopt the foregoing ordinance as read.
A memo. was read from John B. Warder, Director of Public Works, recommending that
"Free Left Turn" signs not be installed.

A motion was made by Councilman Basom, seconded by Councilman Thorne to proceed
with the installation of pedestrian "Walk & Wait" traffic signs for six intersections.
After further discussion a motion was made by Councilman Ranta to amend the above
motion to table for a study session. This motion died for lack of a second. On
called vote on the original motion, Councilman Thorne, Basom and Maxfield voted
"Yes," C~:)Unci,lman Ranta voted "No." Motion passed.
A motion was made by Councilman Thorne, seconded by Councilman Basom and unani-
mously carried, to acknowledge receipt of the letter from the Water Pollution Control
Commission and to comply with their described improvements and corresponding time
schedule concerning water quality standards.
A motion was made by Councilman Basom, seconded by Councilman Ranta to approve
the applications for renewal of liquor licenses of Alice Elta Adams and Edwin Stockwell
Adams, Estate - Comer Cupboard; Walter Edward Dier - Walt's Boulevard Grocery;
Alfred Louis Hulse - B & M Grocery; Carl Marion Lundgren - Busy Bee Market; McGlenn's
Food Store, Inc. - McGlenn' s Thriftway; Frieda T. Moore - Babe's Tavern; Russell Melvin
Padgett and Florence Geneva Padgett - Bob's Grocery; William Milford Rideout - Marine
Drive Cafe; William Milford Rideout - Brickie's Place; and West Dependable Stores, Inc. -
West Dependable Super Market.

A motion was made by Councilman Basom, seconded by Councilman Thome and unani-
mously carried, to approve and place on file the following reports: Sewy Construction
Progress f or May, Light and Power Work for April, Light Dept. Revenue Expenses for
April, Water Dept. Work for April, Water Dept. Revenue Expenses for April, Utilities
Billing for April, Revenues Summary for April, Expenditures Summary for April, Fire Dept.
for April, Police Dept. for April, Municipal Judge for April, Recreation for May 2nd,
Treasurer's Report for April, Civil Service Commission Minutes for May 9th, out-of-town
reports from Juvenile Officer, Librarian, Recreation Director and Water Superintendent.
A motion was made by Councilman Basom, seconded by Councilman Thome and unani-
mously carried, to authorize the Recreation Director to re-submit a call for bids for a
cash register adequate for the Recreation Dept.

A motion was made by Councilman Thorne. seconded by Councilman Maxfield and unani-
mously carried, that upon Notice of Release from Mrs. Effie C. Ellsworth, 3730 S. W.
Monroe, Seattle, the Fire Dept. proceed to burn the building located at 16th and "B"
Streets.
A motion was made by Councilman Basom. seconded by Councilman Ranta and unani-
mously carried, that the City Manager again contact George M. Laird, Route I, Box ,I
164, Port Angeles and inform him that he has two weeks to have his building located
at the S. W. corner of 4th and Valley Streets demolished or^ the City will.
A motion was made by Councilman Thorne, seconded by Councilman Maxfield and unani-
mously carried, to concur with the Building Inspector's recommendation and take the
necessary steps to destroy the building owned by Arthur Backlund, P.O. Box 4, .
Joyce and located at 730 West 3rd, Port Angeles.
A motion was made by Councilman Maxfield, seconded by Councilman Thorne and unani-
mously carried, to concur with the City Manager's recommendation t hat if Dr. J. J.
Fairshter, Front and Francis, does not use more than the minimum amount of water for
seven months that the remaining months he not be charged more than the minimum
sewer charge of $2.75.
A motion was made by Councilman Thorne, seconded by Councilman Basom and unani-
mously carried, to concur with the City Manager's recommendation that 450 angle park-
ing be allowed on the west side of Laurel from alley north to the bluff as requested
by Floyd McRevey, Uptown Motel.
Other subjects discussed were: the pedestrian hazard on Cedar and Tumwater Streets
due to the traffic diversion caused by construction on Marine Drive; need for Public
Restrooms in the downtown area; Association of Washington Cities meeting held in I
Spokane and attended by the City Manager and four Councilmen; a "thank you" to
Councilman Maxfield for representing the City of Port Angeles at the Rhododendron
Festival; the Mayor wished Councilman Bettger a speedy recovery; the opening of Penn
Street between 1st and Front; a County-City meeting to be held May 28, 6 P. M.) at
Harrington's; a memo from the City Manager regarding cooperation between govern-
mental bodies and citing a number of projects for examples; fluoridation; Mr. Solway
was asked to talk with the City Manager regarding a water line on Viewcrest.
The meeting adjourned at 9: 30 P. M.
