CITY COUNCIL MEETING

I CALL TO ORDER
The Special Meeting was called to order by Mayor Haguewood at 7:30 P.M.
The purpose of this meeting is to hold a public hearing on the selection of
a design of the Municipal Pier, consideration of City Council Rules of Pro-
cedure, and items from the audience and other items of general interest.

1. PUBLIC HEARING - SELECTION OF DESIGN FOR MUNICIPAL PIER
Chris Birkland, Project Manager of the Municipal Pier Project, and Eric
Anderson, of Makers, Inc., were present at this meeting to present 'six
preliminary designs for the Municipal Pier. Of the six designs presented,
Mr. Birkland suggested the Council choose two or three that they consider
desirable for the pier.
Mr. Anderson's presentation included a brief review of the proposed uses of
the pier which included: (1) moorage for the Coast Guard Cutter; (2) moorage
for transient boats; (3) seaplane moorage; (4) Customs check-in; (5) Marine
Science Lab for Peninsula College; (6) childrens play area; (7) facilities
for fishing, parking and public restrooms; and (8) space for possible future
commercial development. Mr.'Anderson also gave a brief film presentation
showing each of the six designs with various schemes. Following the film
presentation Mr. Anderson requested comments and suggestions from the
audience and Council. Subjects discussed included the possibility of
enough wind protected area on the pier for symphony concerts, maintenance
costs, possible vandalism to a proposed "glass" tower, which would actually
be constructed with a break-proof translucent material, whether commercial
shops will be allowed on the pier, wood decks versus concrete decks and
ground cover or trees, the seaplane moorage facility, the number of boats
that can be moored, and the possibility of placing the bell from the Coast
Guard Cutter Winona on the pier. The discussion concluded with.a choice
of design number 3 and 4, and combining design numbers 5 and 6 for further
development as possible designs.
Mayor Haguewood then closed the public hearing and announced that the next
hearing is scheduled for Monday, June 12, 1978.
2. CONSIDERATION OF CITY COUNCIL RULES OF PROCEDURE
Manager Whorton commented briefly on a draft submitted to the Council for
review on proposed rules of procedure for City Council meetings, and sug-
gested the draft be placed on the June 6, 1978 Council agenda for possible
adoption by Resolution.
The proposed rules cover the following areas: (l) City Council meetings;
(2) Order of Business; (3) Presiding Officer; (4) Addressing the City
Council; (5) Rules of Debate; (6) Rules o£ Decorum; (7) Voting; (8}
Ordinances and Resolutions; and (9) City Council/Staff Relationships.

There was then a lengthy discussion between the Council and Manager
Whorton on the need for these rules, which each Council member voicing
their approval or opposition to the rules. The discussion concluded with'
Councilman Buck moving the Council place this proposed rough draft on City
Council Rules of Procedure on the next regular Council meeting agenda.
The motion was seconded by Councilman Boardman. During discussion on
the motion, The Council decided not to discuss the proposed rules section
by section at this meeting but-rather do this at the next regular Council
meeting. On call for the question the motion passed with Councilmen
Hordyk and Wray voting "NO."
V ITEMS FROM THE AUDIENCE AND OTHER ITEMS OF GENERAL INTEREST
Manager Whorton informed the Council that the consulting firm of Kramer, Chin
and Mayo will be presenting their ideas on the Downtown Development Project
on Friday, May 26, 1978 at 7:30 A.M. at Harrington's Restaurant.
2. A recent newspaper article on the high cost of damages and clean-up for a
major oil spill near France was brought to the Councils attention by Mr.
Leo Sunny. Mr. Sunny questioned Attorney Walrath in regard to Northern
Tiers pollution insurance and suggested the Council look into this matter
further. Councilman Anderson then moved the Council send the information
contained in this article to BLM. The motion was seconded by Councilman
Buck and carried. Mr. Sunny also questioned the Council i.n regard to the
Erosion Control Project on Ediz Hook.

The meeting adjourned at 9:30 P.M.
