HomeMy WebLinkAboutMinutes 05/23/1995 3054 CITY COUNCIL SPECIAL MEETING Port Angeles, Washington May 23, 1995 CALL TO ORDER - Mayor Sargent called the special meeting of the Port Angeles City Council to order SPECIAL MEETING: at 6:01 p.m. ROLL.CALL: Members Present: Mayor Sargent, Councilmembers Doyle, Hulett, McKeown, and Schueler. Members Absent: Councilmen Braun and Ostrowski. Staff Present: Manager Pomeranz, Attorney Knutson, Deputy Clerk Hagar, and B. Collins. Public Present: L. Meyer, L. Whitcher and K. Sweeney. Shoreline Master Program Consideration of Adoption of the New City of Port Angeles Shoreline Master Program Mayor Sargent reviewed the information provided by the Planning Department and introduced Linda Whitcher from the Department of Ecology. Ms. Whitcher explained the process by which the new Shoreline Master Program was drafted and stated that she supported the Master PrograTM, as it should serve the City wall. She urged the Council to adopt the Ordinance. Ms. Whitcher presented the Council with a letter of support from the Department of Ecology. Councilman Doyle inquired if there was a time limit on this program or if it could be amended. Ms. Whitcher explained that it was similar to the Zoning Code and could be amended as needed. Councilman Hulett and Councilman Schueler requested clarification of the boundary lines of the map and variances, which were explained by Planning Director Collins and Ken S~veeney of the Port of Port Angeles. Mayor Sargent read the Ordinance by title, entitled ORDINANCE NO. 2869 AN ORDINANCE of the Port Angeles, Washington, adopting a new City of Port Angeles Shoreline Master Program and amending Ordinance 2033 as amended and Chapter 15.08 of the Port Angeles Municipal Code. Councilman Doyle moved to adopt the Ordinance as read by title, citing Findings I - 12 and Conclusions A - C. [Clerk's Note: The Findings and Conclusions cited are the same as those adopted by the City Council on October 18, 1994.] Councilman Hulett seconded the motion, which carried unanimously. City Attorney Knutson reminded the Council that, at a previous hearing on this issue, concern was expressed regarding the 35 foot height limitation along the shoreline. Attorney Kautson did some research on this issue and has prepared a memo for the Council and staff. The conclusion he arrived at does not affect the adoption of the Master Program. Mayor Sargent thanked the Committee for all its hard work involved in the drafting of this Program and thanked Ms. Whitcher for her help and for appearing at tonight's meeting.
