On vote for the amendment, Councilmen Richardson, Randall, Thorne, Caldwell and Haguewood voted "Aye", COW1cilman Smith voted opposed. On called vote for the motion as amended, motion carried. Richard Hubbard spoke for the 4th of July fireworks display committee, requested $1000.00 from the I!special events budgeted item) for fireworks display. After much discussion, it was decided to lay the matter over to a future meeting, thus giving the attorney time to study the budget and decide IWhether this fireworks display constitutes a special event for which the money can legally be used. iHarold Brisbin, 814 E 5th St" presented petitions having 612 signers, protesting the use of Civic iField for a pageant, thereby suspending all baseball or other youth activities on the field for 24 ' 'days in JW1e. Councilman Randall, as President of the Babe Ruth League, commented that the petitiohs did not eminate from the League and thanked the City and Rayonier Inc. for making another field II available. A letter from Gordon E, Hagan, 3rd District American Legion Commissioner, was read, stating that the use of the American Legion name in any news releases or on any petition regarding the use of Civic Field by the Centennial Celebrations Committee, is and has been without sanction of the Ameril can Legion and its members. Also citing that, "through the efforts and cooperation of the City i Manager , the City COW1cil, Mr. Gray, Resident Manager of Rayonier, Inc, the City Park Board and ' I:others loyal to the baseball program, a presentable baseball diamond has been provided in a field ',near the Rayonier Mill", !:After discussion, the petitions were referred to the Park Board for their consideration. Notice was given to the Mayor and City Council that the installation of the three new Council mem- bers should be made on Monday, June 4, 1962. Other 'officers present were: Councilmen Smith, Caldwell, Haguewood and Thorne; Manager Slankard and CIerI{ iMcNeece, The three new Councilmen-elect and Mr, Timm, Chairman of the Library Board, were also pre~ent. 'The City Manager gave a resume' of Library Fund estimates and expected receipts from the COllectionji 1.(3.175 mills) for Library Cumulative Construction Fund. Estimated money available for construction of Library Builing, furnishings, etc" $161,078.29. Estimated costs of contract, tax, architect fees, 'furnishings, sidewalk, etc., $124,669.88. I 'During discussion, the Manager pointed out that a first class job of r.emodeling on the old part of he Library cannot be done with the $20,000 available for that project, Also, that due to a large amouAt ~f the tax collection money not being received until after time for the completion of the Library Cbn- l.stl'Uction, it may be necessary to borrow up to $50,000.00 from the Light Department to meet the payt ments, then pay the Light Department back when the tax collection money is received. I :The bids for furnishings for the Library having been computed by the Library Board, and a recommend~- tion that the bid of Northern School Supply Co. be accepted, it was moved by Councilman Haguewood ! lthat bid of Northern School Supply Co. in total amount of $33,269.88 be accepted. Seconded by Coun~ cilman Caldwell and unanimously carried. I IIBecause of the need for action on the request of Richard Hubbard for $1000 for fireworks for the Fourth of July, the City Manager referred the request to the Park Board. The Park Board recommende that the request be denied. It was moved by Councilman Haguewood that the recommendation of the Pa~k IBoard be accepted and the request be denied, due to the fireworks display during Centennial Week Seconded by Councilman Smith and carried. !IThere was some discussion on the City's building a float to enter in the parade on June 16th, in liconnection with the City's 100 year birthday.
