The purpose of this meeting is to conduct a work session for the purposes of considering recently passed legislation, peddler I s license noise restrictions, Port Angeles Harbor area, and special revenue fund allocations. II roLL CALL Members Present: Mayor Duncan, Councilmen Gerberding, Haguewood, Hordyk, Polhamus, Quast and Whidden. Members Absent: None. staff Present: Manager Flodstrcrn, Attorney Miller, Deputy Clerk Lannoye, P. carr, M. Cleland, D. Frizzell, L. Glenn, J. Pittis, R. Orton, A. Rose, P. Sekac and M. Campbell. Public Present: C. Coble, D. Hegg, B. Norris, A. Thorsen, H. L. Berglund, D. Bragg, R. Cockrill, D. Price, D. Thrnpson. III ~ IDRK SESSION CONTENT Mayor Duncan invited all those present to view the City's new Fire Truck which was parked outside the Council Chambers. The Council then received reports from staff regarding the following legislation: IDeal Option Sales Tax bill; several i bills regarding Local Land Use and Planning activities; PERS retirement systems bills (SHB 124 - Early Retirement Option, and SSB 5007 - Vacation Payouts); and a bill allowing the State Fire Marshal to establish standards for the selling of fireworks in the State of Washington. Officer Wayne Heckathorne derronstrated a noise level IIDnitoring device and reviewed the State standards for acceptable noise levels in residential areas; the Council discussed revising the City Code with regard to the noise restrictions on peddlers and concurred to act on this at the June 1, 1982, meeting. L. Glenn updated the Council on his recent meeting with Coast Guard Captain Cody with respect to lightering and bunkering activities in the Port Angeles Harbor. Manager Flodstrcrn then discussed the allocation of available Revenue Sharing Funds and Councilman Quast rroved the Council set a public hearing for the June lS, 1982, meeting for consideration of distribution of these funds; Councilman Gerberding seconded and the IIDtion carried. Bertha Norris of the Hurrane SOCiety and a representative frcrn the Alcohol Emergency Center both requested funds be allocated to their agencies. Mayor Duncan adjourned the meeting' to an executive session at 9: l5 P.M.
