Proceedings of the City Commission of the City of Port Angeles, Washington

The Commission met in regular session at 10 A.M. and was called to order by Mayor Beetle. Roll call
showed the following officers present: Mayor Beetle, Commissioners Beam and Lind, !/lttorney Conniff and
Clerk Hawkins.
The minutes of the previous session were read and approved.
Under the head of Applications for Building Permits and Licenses the following were granted:
Hugo Johnson, Addition to Building, Lot 3, Block 193, Townsite
Sig Halverson, Garage Lot 4, Block 422, Townsite
J. W. Warren, Build Garage, Lot 9, Block 271, Townsite
Red's Taxi, 3 Five Passenger Cars
Yellow Cab Co., 2 Five Passenger Cars
Leader Electric Store, Master Electrician License, 6 months
~lbert Johnson, 1 Twenty Passenger Bus
Mgeles Card Room, 1 Soft Drink License, 2 months

Under the head of Introduction of Resolutions the following resolution was introduced:
I
RESOLUTION
WHEREAS, the City of Port ~ngeles is the owne; of the following described real property, having acquired
the same by Treasurer's deed, dated May 6, 1942, under and by virtue of the authority of Section 9595 of
Remington's Revised Statutes, Chapter 145 of the Laws of 1929, page 565, to-wit:
Lot Two (2), Block Four Hundred Forty (440) of the Townsite of Port
Angeles, Washington, and
WHEREAS, W. Leland Smith has offered to purchase from the City of Port Angeles the above described real
property for the sum of $55.00, and
WHEREAS, the City Commission has viewed the said property and is of the opllllOn that the offer is fair
value and is in excess of the amount paid by the City for said property, plus all L.LD. assessments,
including interest and other charges against the same.
NOW, THEREFORE, BE IT RESOLVED, that the said offer ba accepted and that the City of Port IIngeles sell the
said property at private sale to the said W. Leland Smith for the sum hereinabove set forth, subject to .
any valid liens against the same; that the City Attorney be instructed to prepare a quit claim deed con-
veying said property to the purchaser, and that the City ~lerk of the ~ity of Port rlngeles,pe, and he is
hereby instructed to execute said quit claim deed, and that the Mayor of the City of Port Angeles be, and
he is hereby instructed to countersign said quit claim deed when the purchase price and all accrued
interest thereon has been paid in full.

It waS moved by Commissioner Beam that the foregoing resolution be approved and adopted. Seconded by
Commissioner Lind. On roll call all members voted. aye. The Mayor declared the motion carried.
Under the head of Reading and Passage of Ordinances the following ordinance passed its third reading and
wa s finally adopted:
~N ORDINANCE setting forth an emergency affecting the public health and safety; requHlllg expenditures
unforeseen; providing for the issuance of emergency warrants; and declaring an emergency making the
ordinance immediately effective.
It was moved by Commissioner Beam that the foregoing ordinance be placed on its final reading and adopted.
Seconded by Mayor Beetle. On roll call all members voted aye. The Mayor declared the motion carried.
Under the head of Introduction of Ordinances the following,Drdinance was introduced, read in full and
placed on its first reading:
AN ORDINANCE relating to health and sanitation; providing for and regulating the collection and disposal I
of garbage, refuse and dead animals in the City of Port Angeles; regulating the operation of the city dump;
providing penalties for the violation hereof; repealing ordinance No. 707, and all other ordinances and
parts of ordinances in conflict herewith.
The Commission examined and allowed the following claims and ordered warrants drawn for same:

The Commission met pursuant to adjournment at 2 P.w.. and was called to order by Mayor Beetle. Roll call
showed the following officers present: Mayor Beetle, Commissioner Lind, ~ttorney Conniff and Clerk
Hawkins.
The Commission then took up the matter of the hearing of Edna E. Almquist to show cause why her
Restaurant License, No. 4941, and 80ft Drink License, No. 4942, for The Little Place, lll~ East Front
Street, Port Angeles, should not be revoked for the violation of certain City Ordinances and State Laws.
The said Edna E. Almquist being present at the hearing. Proof of service of the Notice of hearing on the
said Edna E. Almquist before the City ~ommission on Revocation of License was made in the form of an
affidavit made by Clifford Smith. The said affidavit, together with the original notice of hearing was
ordered filed in the case.
Chief of Police Ide then stated that the said Edna E.Almquist had run a disorderly place and caused the
Police Department a great deal of trouble. The eaid Edna ~. Almquist who was under the influence of
liquor took exceptions to Chief of golige Ide's statements and became abusive and caused a disturbance at
the hearing. She was therefore/r!lfu8~~a from the Commissioners I Room and placed in the City Jail.
After hearing all evidence offered and duly considerling the matter, the following resolution was intro-
duced:
RESOLUTION
CANCELING RESTAURANT AND SOFT DRINK LICENSE
WHEREAS, it appearing that the State Liquor Control Board had canceled the Liquor License of Edna E.
Almquist, the owner of the licenses issued to operate a restaurant and sell soft drinks at The Little
Place at lll~ East Front Street, Port Angeles, and
WHEREAS, the said Edna E. Almquist was notified to appear before the City Commission at 2:00 P.M., May 27,
1942, and show 'cause why her liceEse for operating a restaurant and to sell soft drinks should not be
revoked under the provisions of Section 11 of Ordinance No. 971 of the City of Port Angeles, and
WHEREAS, the said Edna E. Almquist did appear before the City Commission at 2:00 P.tr.., May 27, 1942, and a
hearing was held and after hearing 'evidence the Commission determined that said license should be revoked.
NOW, THEREFORE, BE IT RESOLVED, That licenses Numbers 4941 and 4942 issued to and owned by Edna E. Almquist
for the operation of a restaurant and the sale of Soft Drinks at The Little Place at lIlt East Front Street
be, and the said licenses are hereby revoked.
This resolution is adopted in conformity with the authority and provisions of Section 11 of Ordinance No.
971 of .the City of Port AngelEs.
It was moved by Commissioner Lind that the foregoing resolution be approved and adopted. Seconded by
Mayor BeetlE. On roll call all members voted aye. The Mayor declared the motion carried.
There being no further business the Commission then adjourned.
