Officers present were Mayor Wolfe, Councilmen Basom, Edwards, Hordyk, McRevey, Olson and Ross; Manager Herrman, Attorney Moffett and Clerk McNeece. A motion was made by Councilman Hordyk, seconded by Councilman Olson and carried, to accept and place on file the Council Minutes of May 19, 1970. The hearing on the Six-Year Street Program was opened, the proposed improvements reviewed and discussed. The following resolution was then read in full. 1 RESOLUTION NO. 11-70 (-----the comprehensive plan as prepared by the City Engineer, dated May 11, 1970, for the City of Port Angeles, Washington, be and the same is hereby adopted,----) A motion was made by Councilman Basom, seconded by Councilman Olson and unani- mously carried, that the foregoing resolution be adopted as read. A motion was made by Councilman McRevey, seconded by Councilman Hordyk and unani- mously carried, to accept the bid of Ruddell Chevrolet of $14,459.00 for a Heil Packer for the Sanitation Department. A motion was made by Counqilman Hordyk, seconded by Co uncilman Olson and unani- mously carried, to approve for payment Claims Vouchers in amount of $146,590.95, and Payroll $53,527.15. A motion was made by Councilman Hordyk, seconded by Councilman Olson and carried, to table the request of Mr. Fred Jewell for a land.swap at 14th and MacDonald Streets until the Council receive copies of the drawings of the proposed project. .1 A motion was made by Councilman Edwards, seconded by Councilman Hordyk and unani- mously carried, to concur with the Planning Commission1s recommendation and approve the modified variance request of Mr. Vern Bates, manager of the Artic Circle Drive-in, to permit the addition to extend to a point 4~ feet from the south right-of-way line of the alley, with no openings to be provided in the north wall of the addition, and IIsp~ed bumpsll to be installed in the driveway approaches to the alley. A motion was made by Councilman Basom, seconded by Councilman Hordyk and unani- mously carried, to refer back to the Planning Commission the request of Mr. Weston D. Withers to operate an auction house in the 16th/17th alley just east of llCll Street, and Mr. Withers furnish a set of rules by which he would be governed. (The types of goods which would be handled, etc.) A motion was made by Councilman Hordyk, seconded by Councilman McRevey and carried, to concur with the Planning Commission's recommendation and grant to Mr. Clarence A. Edwards, 1019 South llFll Street, a variance to permit him to enlarge a pre- existing, non-conforming, single-family residence. Councilman Edwards abstained from voting. on the motion. A motion was made by Councilman Horqyk, seconded by Councilwoman Ross and unani- mously carried, to approve the application for a heliport at Olympic Memorial Hospital. A motion was made by Councilman Hordyk, seconded by Councilman Olson and carreid, to accept and place on file the Planning Commission Minutes of May 25, 1970. ',1 The Hearing on L.I.D. No. 191, as advertised and scheduled, waS opened at 8:15 P.M. The City Engineer and Mr. Allen Peyser from CH2M explained the proposed improve- ments and the method of assessment. One official written protest had been re- ce~ved. Several residents of the area protested the high cost and method of assessment. The Council decided that in view of the traffic generated by the college's use of these streets, a 20% participation by the Arterial Street Fund should be used. It was .estimated that this would reduce the cost to each resi- dence by approximately 10% or more. It was decided to eliminate Fifth Street - Ennis to Liberty, and Fifth Street - Ennis to Alder. At 9:10 PiM., a motion was made by Councilman Basom, seconded by Councilman McRevey and unanimously carried, that the Hearing on L.r.D. No. 191 be closed. June 2, 1970 Page 2 ORDINANCE NO. 1687 AN ORDINANCE of the City of Port Angeles, Washington, providing for the improvement of a certain area within the city by construction and installation of storm drains, street improvements, curbs and gutters therein, and by doing all other work required in connection with such improvements, all pursuant to Improvement Resolution No. 191 of the City passed and approved May 5, 1970; creating a local improvement district therefor, providing for the payment of the cost of said improvements by special assessments upon the property in said District, providing for the creation of Local Improvement District No. 191 Fund and for the issuance and sale of local improvement district warrants and notes or bonds. I A motion was made by Councilman Basom, seconded by Councilman Olson and unani- mously carried, that the foregoing ordinance be adopted as read. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried, to authorize the Engineers' Department to call for bids for construction and for sale of warrants and bonds for L.I.D. No. 191. A motion was made by Councilman Hordyk, seconded by Councilman Edwards and unani- mously carried, to accept and place on file the letter from the City Engineer concerning the estimated costs, assessed valuation and total that can legally be assessed pertinent to L.I.D. No. 191, also, the certification that Notices have been mailed to the reputed owners of each lot, tract, or parcel of land, listing the portion of the estimated cost to be borne by each, and having a copy of the notice attached. Additions to the following ordinance were read (this ordinance was tabled for these additions). ORDINANCE NO. 1688 I AN ORDINANCE defining and regulating the installation, or modification of individual sewage disposal systems: setting standards, requiring permits, setting fees and authorizing the District Health Officer to prom- ulgate reasonable and necessary regulations to carry out the purpose of this Ordinance. A motion was made by Councilman Hordyk, seconded by Councilman Edwards and unani- mously carried, that the foregoing ordinance be adopted as read at the meeting of May 5, 1970, and the additions as read. The following ordinance was read in full. ORDINANCE NO. 1689 AN ORDINANCE regulating the installation of sewage disposal systems not connected to the city sewer. A motion was made by Councilman Olson,. seconded by Councilman McRevey and unani- mously carried, that the foregoing ordinance be adopted as read. A motion was made by Councilman Olson, seconded by Councilman McRevey and unani- .I~. mously carried, to refer to the Planning Commission for recommendation the request of Wood Construction Co., Inc. for rezoning of Lots 4,5 and 6, Block no, E.C.. . Baker Subdivision, Sub Lot 19, and Lots 1 through 7 inclusive, Doyle's Subdivision of Sub Lot 20, Townsite of Port Angele9 to allow building of four 4-plex units. A motion was made by Councilman Edwards, seconded by Councilman Hordyk and carried, to table the letter from Mr. & Mrs. Budd Myren concerning the barricade at 10th and Boulevard to the meeting with the Park and Beautification Board (6/4/70). June 2, 1970 Page 3 I A motion was made by Councilman McRevey, seconded by Councilman Hordyk and un- animously carried, to accept and place on file the Olympic Air Pollution Control Authority Board of Directors Minutes of May 6, 1970. The City Manager noted that a preliminary announcement of the recent Federal Census placed the population of Port Angeles at 16,169. Also, that some cities are publicizing and collecting the forms missed by the census takers, and sug- gested that Port Angeles collect these at City Hall then forward them to the Bureau of the Census. A motion was made by Councilman Edwards, seconded by Councilman Hordyk and unanimously carried, that an add be placed in the newspaper stating that those who have not been counted may register at City Hall, and the forms which were not picked up may be mailed to City Hall. A motion was made by Councilman McRevey, seconded by Councilman Hordyk and carried, to accept and place on file the Civil Service Commission Minutes of May 21, 1970. A motion was made by Councilman Basom, seconded by Councilman McRevey and unani- mously carried, to proceed with the purchase of the Fairmount area electrical service from P.U.D. at a cost of $79,263.95. (This area will be s~rvi~ed by the 16th and llFl1 Street Substation.) I Other subjects of discussion were: a letter of resignation from Richard E.(Dick) Miller, Librarian, (he is resigning to accept a position of Librarian in the Arcadia branch library in Los Angeles County, and will be working toward completion of a PHD at the University of Southern California); the Civic Center feasibility study (has not been completed); noted that the resurfacing of the 8th Street Bridges contract has been awarded to Shotwell Company; a letter has been sent to the company which furnished the Sewer Alarm System giving alternatives concerning correcting the problems (one of which was, if the correction is not made within a reasonable time, the City will have the repair work, etc. accomplished and charge the company); it was noted that a two-day training seminar on the new budget system being prescribed by the Office of State Auditor will be conducted June 15 and 16; the out-of-town report by the Building Inspector on Seminar for Building OfficialS (contained a suggestion that Councilmen may wish to attend an environmental control program to be presented June 25, in Seattle), and the request of Chuck Lukey for permission to install an overnight trailer park on Ediz Hook will be discussed at the Council's work session.
