"',," ....n."..'... ,,,,,...,..... ~ The City Council met in regular session at 7:30 P.M. with the following officers present: Mayor Richardson, Councilmen Smith, Sandison, Maxfield, Thorne. Randall and Calclwell, City Manager Slankard, Attorney Moffett and Clerk Law. It was moved by Coun<:ilman Smith that the minutes of the previOUS meeting be approved. Seconded by Councilman Thorne and carri~4. The Conne il considered a contract and agree~nt between the _City and Terry Thompson ,and Co., for services ..... of financial consultants concerning the sale of revenue bonds to pay the cost, of. improvements to the 'I water system. After due consideration, it was moved by CouncilllllUl.Maxfie1cl that the Mayor and the City : Manager be authorized to execute the contract. Seconded by Councilman. Sandiscn ..nd carried. ( V,-I(~, ( . ./ : The City Manager read report of investigation regarding acquisition of !r oper,t,y in Lincoln School area , for inshllation of .. playground. Considered were lots 13 and 14 owned, by J. W. Alstott and lots 15 and 16 owned by Ray Petersen, all in Block 320, the prices quoted,being$600.00.per..lot. It was moved by Councilman Smitb that the manager be authorized to negotiate for purcbas,e. of the property, cost of the I same to be provided in the 1960 budget. Seconded by Councilman Randall and carried. A petition signed by 73 property owners requested that a water district be, established for service in the Mount Angeles Road area to the Scrivner Road. Councilman, Mal<field thought the Council should con_ sider well before adding more service area until ability to ser,ve, is, determined. ' The manager will make survey of area petitioned and feasibility of providing seriice, and report to Council. , Under tbe head of new business, a petition was read, requesting franchise for, ins,tallation of coaxial cable for T V reception. The Attorney assured that nothing prOhibits the City from granting ,franchise although he could not render opinion regarding use of light poles ~or cable install..ti,on., or if such use wou1cl be in violation of the State I!lectrical Code. It was moved by Councilman Randall that any action be postponed for further study. SecOllded by Councilman Maxfield and carried. Requests for reneIYal of beverage licenses were approved as follows: McGlenn's Grocery, Tradewell Store No. 37. Grandview Grocery, Saf e1lay Store No. 188. Club Billiards, ,Harbor ,J'avem. ,It was moved by Council- man Smith that renewals be approved. Seconded by Councilman Caldwell and c..rried. , 'Councilman Maxfield cited recent violation of Ordinance No. 1250 by Beno's Cabs, Inc.. and moved th..t I the cab operator's license be suspended. Motion seconded by Councilman,Thorne and carried. I It was moved by Councilman Thorne that the Ilonthl~ reports of tbe Police and Fire Departments be approved and placed on file. Seconded by Councilman Smith and carried. j Claims payable were approved in total amounts as follows: Water Fund, $3.051.45, Light Fund, $997.46; ,General Punds. $4.789.07. It was moved by Councilman Cdclwell that all claims be approved iIld paid. ; Seconded by Councilman Maxfield and carried. 11t was moved by Councilman Calclwell that payrolls for the month of May in total amount of $50,914.30 j be approved. Seconded by Councilman Smith and carried. The Manager was requested to prepare for the Council, maps showing ,areas adjacent to the City, the same to be proposed for ..nnexation tothe City of Port Angel~s. , John Trumbdll cited the excessive waste of water by irrigation during the sUIIJ]]]er months and suggested the II Manager and w..ter superintendent investigate possibility of est..b1ishing..a,p~ rol, thereby checking was1liage. ,Conrad Dyar asked the Council to cors ider an ordinance for transfer of funds in the CeIlletery Budget, , permitting purchase of fencing for Ocean View Cemetery. It was moved by Councilman Rand..ll that an ordinance be prepared providing for transfer of funds in the Cemetery Budget. Secooc1ed by Councilman Maxfield ancl carried. Under the bead of introduction of Resolutions, the foll...ing was introduced and read: IMPROVBMI!Nr RESOLUTIOO NO. 179 A RESOLUTION of the City of Port Angeles, Washington, declaring, the intention of the City Council to im_ prove a certain area within the City by the construction ..nd installation of trunk and ]a tera.! sewers therein, and the grading, ballasting and p..ving of certain streets and alleys therein, and the construction of curbs and gutters therefore where necessary, and by doing aU work necessary in connection therewith. and fixing.. time ..nd date for the hearing on t his resolution of intention. It was moved by Councilman Maxfield that the foregoing Resolution be approved and adopted. secooded by Councilman Sandison and carried. It was Iloved by Councilman Sandison that the City Mtorney be authorized to contact a bonding attorney and eroceed with negotiati ons fer the bonds to cover cost of L.I.D. No. 179 improvement. Motion seconded by ounci111lan Caldwell and carried.
