Proceedings of the City Commission of the City of Port Angeles, Washington

The Commission root in regular session at 10 A.IJ., and was called to order by l!ayor Epperson. Roll Call
revealed the folloynng officers present: Mayor bpperson, CommissiDners Johnson and5teole, and Clerk Law.
The minutes of the previous session were read and approved.
Under the head of applications for ~Qilding permits end licenses, the following were granted:

Under the head of new business a petition signed by numerous Pine Hill property o,vners was presented to the
Commission. Being necessary to make such improvements by 10cal Improvement Districts, it was moved by
Co~~issioner Johnson that the petition be referred to Engineering Dept. for estimate of cost. Seconded by
COIMlissioner Steele. All voted Aye. ,!.otion carried.
Al Harman, Dr. Henham, and others appeared before the Commission regarding construction of meat processing
plant at 3rd and A Streets, and exhibited plans for said construction. There appeared to be no objections
other than the problem of sewage disposal. It was agreed tha t ],Jr. Harman and theGity Eneineer will work
together and try to iron out this difficulty.
The two bids for stockpiling of cover stone and seal rock for the Street department were opened. Bids were
as follows:
Angele s Gravel & Supply Co.:
4,000 cu. yd. cover stone @ $2.30...$9,200.00; 1,500 cu. yd. seal rock @ $2.40...$5,600.00
Owens Bros. Constructi on Co.:
4,000 cu. yd; cover stone @$3.85..$15,400.00; 1,500 cu. yd. seal rock @$4.00...$6,000.00
It was moved by Commissioner Johnson that the bid eubmitted by Angeles Gravel << Supply Go. be accepted.
Seconded by Mayor Epperson. All members voted Aye. Motion carried.
~he one bid by the Port Angeles Evenin,;; News for city printing for the year 1946-47 was opened, and it was
moved by Commissioner Steele that the bid be accepted. Seconded by Commissioner Johnson. All voted Aye;

Un:ler the head of introduction of resolutions, the following were introduced:

WHEREAS, the Department of Public Lands of the State of Washington has announced a plan for the building of '
a common carrier railroad connecting the present Port Angeles '/Iestern Railroad with the railroad at )"oclips, ,I
I'/ashington, or some other common carrier, in order to make available present inaccessible tirrber strands, and

WHEREAS, there are several billion feet of timber on the Olym.pic Peninsula which cannot be reached except by I
building of such transportation, and !

WHEREAS, this timber is to a large extend the property of the United States administered through the Forest
Service, and
WHEREAS, the building of the proposed railroad will be advantageous and beneficial to the development of the
b ty of Port angeles and Clallam County,
NO'll, THEREFORE, BE IT RESOLVED by the City Commission of the City of Port Angeles:
~'hat the plan of the Department of Public Lands of the State of Washington is endorsed and a copy of this
Resolution and a letter giving detailed information, be sent by the City to the Governor of the State of
Washington, the Commissioner of Public Lands, United States Senators and Representatives, and to Wilson
~lyatt, Expeditor of the United States Housing Authority.

the basic legal authoril;y and plans to undertake construction within

WHEREAS, the law and rules and regulations of the Federal Government pertaining to advance planning of publiclj'
trorks have been carefully revievred, including the provisions thereof pertaining to repayment Df any advances 'I

NOW, THEREFORE, BE IT RESOLVED that the iiayor Fred 'II. Epperson is hereby authorized to submit such applicailion
~r applications, furnish such information of data and enter into such oontract or contracts to and with the I
Government, as may be required to obtain an advance of the necessary monies wi th which to make advance
provision for the construction of the above mentioned public works, it being understood such advance will be
r, epaid in full to the Government when the first construction of such public works is undertaken or started. I
RESOLUTION FOR TRANSFER OF ITEMS WITHIN FUNDS
1IiHEHEAS, it appears that requirements of certain departments for the year 1946 made necessary the expenditures
of sums of money greater than contemplated-, and
lVHEREAS, the amounts provided for other items withb the ssme legal classification will not be needed, and
portions of the said sums can be transferred vnthin -the same legal classification, and,
