"~".,,'m..""_"..",'"'' ..... ~ The Commission met in regular session at 10:00 A.M., and VIas called to order by Mayor Feelej'. Officers present were: Mayor Feeley, Commissioners Robinson and Taylor, Attorney Trumbull, and Clerk Law. Minutes of the previous session were read and approved. It appears that the. City owns three forty acre tracts, and Fox and Burrows are logging two adjacent forties. In order to log a portion of their timber and City owned timber, it is necessary to move logging equipment and establish property lines at considerable expense. It was the opinion of Mr. Taylor that if the City can save their timber by purchasing for a nominal amount, the small portion of timber mvned by Fox and Burrough, . the City should arrange to do so. Commissioner Taylor recommended that the purchase be considered and !!r. Taylor and Supt. Dodge will meet with the loggers for said consideration. Corrimissioner Taylor also discussed proposed re~financing of Elwha River Water Bonds, and abreement with Bonding Companies for the same. Mr. Taylor explained how the water system can be financed .for improvements by Te-financiog bonds and using contemplated water revenue. Attorney Trumbull summarized what the City would accomplish by re-financinc as follows: the difference of interest charged and making available $72,000.00 surplus for development purposes. The Commission then entered into bond re-financing agreement and affixed Signatures to the same. Port Angeles, Washington June 1, 1950 Blyth & CD., Inc. Harper & Son & Company Seattle, Washington First National Bank in Port Angeles Port Angeles, Washington Gentlemen: Reference is made to your proposal of May ~2, 1950, as amended May 24, 1950, wherein you agree to purchase up to .$705,000.00 Port Angeles First Lien Water Revenue Bonds. Said proposal, as amended, has been accepted by the City Commissioners subject to the condition that the total amount of bonds to be sold would be fixed and conveyed to you b.l' the City Commission on or before June 1, 1950. We hereby inform you that said amount of bonds to be sold is fixed at $405,000.00, and that said bonds are to be dated July 1, 1950 and mature serially on July 1 each year from 1951 to 1960 inclusive. The serial maturity shall be as follows: July 1, 1951 $40,000.00 July 1, 1956 $41,000.00 July 1, 1952 40,000.00 July 1, 1957 41,000.00 July 1, 195B 40,000.00 July 1, 1958 41,000.00 July 1, 1954 40,000.00 July 1, 1959 41,000.00 July 1, 1955 40,000.00 July 1, 1960 41,000.00 At your option, we will accept a good faith check equal to 5% of the amount of bonds above specified to be held in lieu of the good faith check sul:mi tted with the orieinal proposal. Robinson Ed. B. Taylor Commissioners J. E. Law Clerk Under the head of new tusiness, the Commission discussed payroll dates for City employees, and time element in computation of the same. It was moved by Mayor Feeley that payroll dates for City employees be changed from the first and sixteenth to the fifth and twentieth of each month hereafter. Motion seconded by Commissioner Robinson. All voted Aye. Motion carried. .... Mayor Feeley spoke briefly regarding appraisal of City property and the need for an accurate value appraisal of the same. It is understood that listings and values could be undertaken within approxin.ately 30 days and repDrt completed and delivered within 90 days of acceptance, at cost of 12 cents for each $100.00 new replacement value as determined, and not to exceed $1,200.00. Payment to be deferred until next January when the 1951 budget is in force and effect. Motion. carried. I . The report of Police Judge Phillips for March, shewing $1,285.50 fines collected, was .approved and ordered fUed. i Correspondence from John IV. Whitelaw requesting informtion regarding leasing of City property in Ennis ,Creek water shed for prospecting rights was ordered filed without action. , ' 'tInder the head of introduction of resolutions, the following was introduced: I RESOLUTION i ;WHEREAS, R. O. Ide, Chief of Police of the City of Port Angeles, has attained the age of 60 years, and urder ..the provisions of Section 14 of Chapter 71 of the Laws of lQ47 of the State of Washington (Section 9592-14.B, ,Remingt'on's Revised Statutes), he is eligible for compulsory retirement from said Police Department; and I WHEREAS, said Act provides that the legislative authority of the City of Port Angeles shall h'lve the iprJ.vilege of extending the time of such compulso'J' retirement until said employee attains the age of 64 j'ears; and I 'WHEREAS, it is thought advisable and proper Qy the City Co~~ission to so ext.end such ti~e for retirement and :thereby continue the services of the said R. O. Ide as Chief of the Police Department of the City of Port Angele 5; now, therefore 1 . 'JE .IT RESOLl'ED by the City Commission of the City of Port Angeles, as follOVls: 1 . That the time for the compulsory retirement of R. O. Ide as Chief of the Police Department ,of the City of Por.t Angeles be, and the same hereby is, extended until such time as the said R. O. Ide .shall .have attained ;the age of 64 years, all in accord with Section 14 of Chapter 71 of the Laws of 1947 of the State of Washington (Section 9592-14B, Remington's Revised Statutes). I Under the head of reading and passage of Ordinances, the following was placed on third and final reading: I I ORDINAIl:E NO. 1226 I ' AN ORDINAllCE of the City COll1!:\ission of the City of Port Angeles, Washington, providing for the sutmission to the qualified electors of said city at a special election of a proposition authorizing the construction and installation of certain storm sewers and the paving of certain streets, all within the city:, and pro- ~iding further that the city issue general obligation bonds, to be paid Qy unlimited annual tax levies, in the, principal amount of not to exceed $B60,000 for the purpose of providing funds to pay part of the cost of Isaid improve:rr.ents. I It was moved by Commissioner Robinson that the foregoing Ordinance be passed third and final reading and adopted. Seconded by Commissioner Taylor. On rcll call all members voted Aye.
