JUNE 5, 1973 The Council met in regular session at 7:30 p.m. Officers present were Mayor Basom, Councilman Haguewood, Hordyk, Lukey, Olson and Ross, Manager Puddy, Attorney Moffett and Deputy Clerk Hobbs. Councilman Wray was;absent because of illness. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept_and place on file, as received, the. Minutes of May 15, 1973. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- .. mously carried to concur with the recommendation of Light Department and accept I the low bid of Rainier Wood Preservers, of Rochester, washington, for various ~ood transmission and distribution poles for the Light Department. Low bid was $3,377.00 total. A motion was made by Councilman Olson, seconded by Councilman Lukey and unani- mously carried to concur with the Light Department's recommendation and accept the low bid of Utility Supply Company of Tacoma, in the amount of $12,882.95 for various conductors for the Light Department. No bids had been received on the Call for Bids for various types of pipe for the Water Department and a new bid call will be published. No bids had been received on the house for sale at 1309 West 8th Street, which is located on City park property and was to be moved from property by July 2,~, 1973. It was decided that anyone interested in buying this house should con- tact the City Manager or Director of Parks & Recreation and not to-advertise on bid call again. A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani- mously carried to concur with the recommendation of the City Manager and the City accept the insurance proposal of Pacific Indemnity, plus options, for the ~973/74 year for a total premium of $21,156.00. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unanil mously carried to approve for payment the Claim Vouchers-$124~iliOOt75fapa2P~y~O. roll Transfers-$67,573.75. A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani- mously carried to reduce the $450 sewer connection fee for Mr. & Mrs. Walter Seelye of 330 West 4th Street by $166 , which they1had paid on m0nthly~seweF cnarcresabel:j:evin_q;..the\H wer~-Fc0nnected:"t0( tlie,:sewer,mMr. {'ejMbstLS.eeyfbetwere9in'~d. agre~ent wlth tnlS r~ductlon. - Mayor Basom presented Jim Rodocker, of the Street Department, with a membership to the Turtle Club, which is composed of people who have been saved from death or serious injury by the use of safety equipment, such as a hard hat. Mr. Rodocker also received a Turtle Club hard hat, insignia, certificate and lapel pin. Mr. Floyd Nelson of the Department of Labor and Industries Safety Division spoke on the good safety procedures of the City. Mr. Rodocker had been in an accident in March in connection with a sewer ditch partial cave-in. The Public Hearing on L.I.D. #196 (16th and "F'1 Sanitary Sewer) was opened at 7:50 p.m. There being no comments or protests from anyone in the audience, a motioDawasgmade by Councilman Lukey, seconded by Councilman Haguewood and unani- mously carried to close the hearing at 7:54 p.m. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept and place on file the Engineerts Certification of es- timated assessment per lot and certification of mailing of Notice of Hearing to each property owner or reputed owner. A motion was made by Councilman Lukey, seconded by Councilman Haguewood and unani- mously carried to approve the application for a Shoreline Management Permit to the Port of Port Angeles for improvements to existing boat marina in the harbor area north of Block 10, Tide Lands West, Port Angeles. I A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani- mously carried to approve the emergency exemption from the shoreline management act for Peninsula Plywood Corp. to replace an existing bulkhead which has de- teriorated to the point that deck area is in jeopardy of complete erosion. A motion was made by Councilman Hordyk, seconded by CouncilWoman Ross and unani- mously carried to authorize the transfer of the City Bus License from Jack M. Schroeder to David L. Robbins, dba P.A. Metro Transit. A motion was made by Councilman Haguewood, seconded by Councilwoman Ross and unani- mously carried to instruct the City Manager to work with the City Attorney in pre- paring a franchise for the above bus system. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to refer the petition of approximately 30 name~ and pertaining to opening Second Street from Chase to Lincoln"to the Department of Public Works for recommendation. A motion was made by Councilman Lukey, seconded by Councilwoman Ross and unani- mously carried to concur with the City Manager's recommendation and approve the expenses for Senator Sandison, as well as any of the City Councilmen who can make it, to go to Washington, D. C. to meet with the Water Resources Subcommittee of the Senate Public Works Committee on the Ediz Hook Erosion problem. I A motion was made by Councilman Lukey, seconded by Councilwoman Ross and unani- mously carried to appoint Mayor Basom and Councilman Hordyk-to accompany Senator Sandison to Washington, D. C. to testify before the above committee on Ediz Hook problem. A motion was made by Councilman Hordyk, sec0nded by Councilwoman Ross and unani- mously carried to accept the recommendation of the Light Department Superintendent and approve the prequalification of electrical contractor Angeles Electric, Inc. A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani- mously carried to accept and place on file the letter from Mrs. Patricia Sexton regarding placing of bicycle racks throughoutetrie'A'dmvntown.,area. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to concur with the recommendation of the City Manager and appoint Mr. Merlyn Miller, executive director of YMCA, to the Human Relations Commission for a two year term. A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani- mously carried to accept with regret the resignation of Dalton Thorne from the Planning Commission.efThisicreates two vacancies on the Planning Commission. A motion was made by Councilman HagUewood, seconded by Councilwoman Ross and unani- mously carried to concur with the recommendation of the City Manager and appoint Mr. Jim Willis to fill one of the Planning Commission vacancies, the unexpired term of L. E. Dilling which runs until March 1, 1977. I A motion was made by Councilman Lukey, seconded by Councilman Haguewood and unani- mously carried to authorize all seven members of the Council to attend the Asso- ciation'of Washington Cities Convention in Spokane, with Councilwoman Ross, Coun- cilman Hbrdyk and Mayor Basom designated as voting delegates and the rest of the Council being alternates with privilege of voting if appointed delegate is unable to be there, including the City Manager. A motion was made by Councilman Hordyk, seconded by Councilman Lukey and unani- mously carried to accept and place on file the Clallam County Humane Society Re- port for April and the Clallam-Jefferson County. A motion was made by Councilman Olson, seconded by Councilman Lukey and unani- mously carried to move up to Monday, June 18 the next Council Meeting, instead of Tuesday, June 19 because of the Association of Washington Cities Convention in Spokane. A motion was made by Councilman Lukey, seconded by Councilman HHordyk and unani- mously carried to accept and place on file the following reports: Light, Off- Street, Sanitation, Sewer, Water and Equipment Rental financial reports for April; and the out-of-town reports from Councilman Wray, Personnel Director and Juve~ile Officer Miesel. A motion was made by Councilman Olson, seconded by Councilman Lukey and unani- I mously carried to allow the Jaycees to hold a Folk Concert at Civic Field on June 23, 1973 with stipulation that the music be stopped by 11:00 p.m. The Council also thanked the Jaycees for their patriotic help in seeing that the flags are displayed throughout the city on special days. A motion was made by Counci1w0man Ross, seconded by Councilman Hordyk and unani- mously carried to instruct the police chief and police department to continue to try to secure a site for a rifle range. A motion was made by Councilwoman Ross, seconded by Councilman Lukey and unani- mously carried to instruct the City Manager at this time to proceed with an adequate signal light installation at Marine Drive and Truck Route, to conform with ultimate TOPICS installationsplan. Other subjects of disucssion were the pit on the west side of Lincoln Park will be receiving more fill.as the industrial waste becomes available; I.A.C. Funding for Phase #2 for West End Park had been approved thanks to Parks & Recreation Di- rector's continued efforts; forms for Int. #276 should arrive soon and the final report on the Solid Waste Plan for Clallam County was presented to the Council.
