PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
JUNE 6, 1972
The Council met in regular session at 7:30 p.m. Officers present were Mayor
Basom, Councilmen Haguewood, Hordyk, Lukey, Ross and Wray; Manager Puddy, At-
torney Moffett and Deputy Clerk Hobbs. Councilman Olson was absent.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to accept and place on file, as received, the Minutes of May 16,
1972.

A motion was made by Councilman Wray, seconded by Councilwoman Ross and unani-
mously carried to concur with the recommendation of the Director of Public
Works and accept the low bid of O.M. Hendrickson Company, Sequim, for the
painting of the light standards, in the amount of $5,640.00.
A motion was made by Councilman Haguewood, seconded by Councilman Wray and unani-
mously carried to approve and pay to J.E. Work, Inc. the eighth (May) estimate of
work done and material furnished on L.I.D. #193, in the amount of $86,000.00.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to approve for payment Claim Vouchers in the amount of $276,513.78
and Payroll Transfers in the amount of $68,413.00.
Mayor Basom presented a service award to Rev. Canon W. McNeil, Jr. for his ser-
vices on the Library Board during the past two years.
Mayor Basom presented an ICS Diploma to William Mason for completion of a Sew-
age Plant Operator Course.
The Public Hearing for the purpose of considering adoption of zoning classifi-
cations for areas adjacent to the easterly city limits, to become effective
upon annexation to the City, was opened at 7:40 p.m. After some discussion
from members of the audience, the hearing was closed at 7:55 p.m. and will be
. opened again on July 18th.

A motion was made by Councilman Hordyk, seconded by Councilman Lukey and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Mr. R. L. Bradley, 427 East Park Avenue, for a variance to
permit enlarging of pre-existing, non-conforming single-family residence by con-
structing a 14 foot by 19 foot addition to the west side.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Mr. Bill Bork, 2216 South Chase, for a variance to permit
enlarging of pr.e-existing, non-conforming single-family residence and attached
carport by adding a 7 foot by 14 foot storage ,shed to the carport.
A motion was made by Councilman Lukey, seconded by Councilman Wray and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of the Seventh Day Adventist Church, 124 West 9th Street, for
a variance to enlarge and remodel the entry of existing, non-conforming struc-
ture.
A motion was made by Councilman Lukey, seconded by Councilm~n Wray and unani-
mously carried to concur with the Planning.Commission's recommendation and deny
the request of Chris Muir ~ Associates on behalf of the Re-organized Church of
Jesus Christ of the Latter Day Saints, for a conditional use permit and variances
to build a church on the southwest corner of 8th and "All Streets, as it was felt
that the site was too small to adequately serve the needs of the congregation and
provide required off-street parking.

A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously'carried to approve the.request of Mr. R. Gene Martini for a septic tank
and drainfield system for a single family residence on Thistle Street and Eunice
Street1 concuring with the recommendation of the Planning Commission.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani-
mously carried xo concur with the Planning Commission's recommendation and ap;
prove the extension of the hardship variance granted to Mr. ~ Mrs. C. A. Correll
for use of a mobile home for temporary housing on the rear of their property at
.830 West 13th Street. Extension approved for one year.

A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Mr. Ivan Priest for an extension of hardship variance for
use of a mobile home for temporary housing on property at 1115 West 9th Street
until October 1, 1972.
A motion was made by Councilwoman Ross, seconded by Councilman Haguewood and
unanimously carried to concur with the Planning Commission's recommendation and
approve acceptance of the plat for Harbor Crest as presented by Mr. Darrell
Petersen, following the easement dedication.

A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to accept and place on file the Planning Commission Minutes of
May 22, 1972.
A proposed ordinance regarding permits for moving buildings, with a suggested
deposit of $500. and a time limit of one year to complete mo~e and bring building
up to code, was discussed. A motion was made by Councilman Hague~009, seconded
by Councilman Lukey and unanimously carried to refer this to the Planning Com-
mission for their recommendations.
A motion was made by Councilman Lukey, seconded by Councilman Haguewood and
unanimously carried to approve the new projected estimates and call for bids,
if necessary, for the car rinse facilities on Ediz Hook in cooperation with
Crown Zellerbach.
The following ordinance was read in full:

AN ORDINANCE amending sections of the City Code with ref-
erence to parking meters.

A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to adopt the foregoing ordinance as read.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mously carried to approve the Port of Port Angelest application for shoreline
management development permit for dredging. an existing ship berth from ~35'
M.L.L.W to -40' M.L.L.W.

A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to approve the request of Paul Warren, Manager of BOOTLEG, for
a street dance to be held on June 8th from 7:00-p.m. to 9:00 p.m., details of
time, noise, and restrooms, etc. to be worked out with the Chief of Police.
A list of proposed candidates for the Library Board, to fill the unexpired term
of Rev. Canon McNeil, was read in full. Other suggestions for candidates for
this board may be made to the City Manager.
Problems connected with circuses and carnivals being .held at Civic Field as
discussed by the Park & Beautification Board were referred to a work session
for further study.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to accept and place on file the Park & Beautification Board Minutes
of May 11, 1972 and the Clallam-Jefferson County Community Action Council, Inc.

A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to concur with the recommendation of the City Attorney and parti-
cipate in the appeal filed by the State in the Alioto case.
A motion was made by Councilman Haguewood, seconded by Councilman Lukey and unani-
mously carried to instruct the City Manager to negotiate a franchise with the
Telecable Company, subject to Council's approval.
A motion was made by Councilman Hordyk, seconded by Councilman Lukey and unani-
mously carried to set the first regular meeting in July on the 5th of July as
this meeting would ordinarily have fallen on Tuesday, July 4th which is a hOliday.

Other subjectsof discussion were; The Annual Town Affiliation Association Youth
Conference in Seattle; Cars driving across track at Fair Grounds to get to the
infield; Sweeper had not been down Front Street for some time; Large hole in
the street at 8th and Cherry Streets; Road on Ediz Hook needing repairs; Rail-
road company to repair tracks in CZ Mill area last three weeks in July and there
will be one-way traffic at that time; Association of Washington Cities Confer-
ence in Seattle the week of June 14th; Solid Waste Advisory Committee Meeting
to be Thursday, June 8th at 7:30 p.m. in City Manager's Office; Due to new
property tax, -the City's tax.receipts wi~l not be,increased above 6% of the
hjg~est receipts during the past three years; Federal grant to the Library I
for services to handicapped, elderly and students in- special educat'ion classes;
Suitable dock for the Coast Guard Cutter, Winona; and moving of the log cabins
to Lincoln Park Friday, June 9th; also Manager accepting names for appointment to
Board of Equalization.
