The City Council met in regular session at 7:30 p.m.

The Mayor read minutes of special meeting of May 24th. It was moved by Councilman Willson that mi~1

Bids for Steel Tower on Second Street were received as follows:
Louis Elterich Co. - alternate A - Structural Towers, $6,500.00
alternate C - Steel Pipe Mast, $6,700,00 less $300,00 if
electrical line work is deleted,
Owens Brothers
- Alternate A - $9,950.00
alternate C - 10,000.00, less $2,300,00 if electrical line
work is deleted,

Del Guzzi Construction Co. - Alternate A - $7,390.00j alternate C 7,675,00;

'Each bid was accompanied by the required bid bond. After discussion, it was moved by Councilman
Wolfe that the low bid of Louis Elterich Co, for Alternate A at $6,500,00 be accepted, Seconded
by Councilman Cornell and unanimously carried.
Bids for furnishing a one-half ton pickup truck for the Street Department were received as follows:
Anderson Ford Co, - 1962 Ford F-IOO $1,700.00 less trade in 1947 Dodge ~ ton pickup
$135.00 plus sales tax, $68.00, net $1633.00.
Bob Bolter Chev. Co., Inc, - 1962 Chevrolet ~ ton pickup $2,029.53 less Fed. Excise
tax, $149.00 and trade in $200.53, plus sales tax $67.20, net
$1,747.20.

!The Light Department employees request for salary adjustm,ent was discussed, Councilman Wolfe ex-
pressed the feeling that it would be unfair to the rest of the City to at this time negotiate a
raise for a few individuals where the line was held pretty close during budget preparation time,
land moved that the matter be referred to the City Manager to be considered during preparation of
the Budget for 1963. Seconded by Councilman Willson. Charles Beutler, Shop Steward for the Light
Dept. employees, 'requested that a committee of the Councilman be appointed to meet with a committee
,from the Light Dept. After further discussion the Mayor set June 21st at 8:30 p,m, for meeting
,with all of the Council and the Light Dept. Committee. On called vote, on motion made by Councilm~h

Minutes of the special meeting of the Planning Commission, May 29, 1962 were read The meeting wasl
called especially to conduct a second hearing on the variance application of Mrs, Violet Hurlong I
to construct a trailer court at the corner of 4th and Peabody Streets, due to Council action May 3.
IIreferring the request back to the Planning Commission for new hearing. The Planning Commission
li~nanimouslY reaffirm their previous stand and recommended that the application for variance be ap-
proved with the provisions of meeting the State Board of Health requirements for mobile homes and
i with a time limit of six months to begin construction. . I
'Next order of business - consideration of an application of Mr. William H. Dawson for permission tOI
build a residence on Lot 6, Blk. 115, located four feet from west ,line instead of the usual seven I
feet. Recormnended that the Council approve the application.
It was moved by Councilman Haguewood that the Planning Comrnissionminutes be approved. and placed on
file. Seconded by Councilman Smith and unanimously carried. I"
' Under the head of new business, notice was received from the Civil Service Commission that an in- I
I/spection was made of the Police Building on May 11, 1962, and inspection of the Fire Station on
, June 1, 1962. It was moved by Councilman Wolfe to accept the Civil Service Commission report on
inspection of the Police and Fire Buildings. Seconded by Councilman Thorne and carried.
Fees for parking meters on new City Parking Lot were discussed. It was moved by Councilman Hague-
wood that fees be established at five cents (59) per hour, payable up to four hours in advance and
that the Manager be authorized to contract for the meters on a 50;50 basis. Seconded by Councilma~,
Smith, During further discussion, it was pointed out that 50;50 basis means that the company will
,! take one-half of the revenue on payments for the meters. Also, that there will be no time limit,
'Ibut each vehicle will have to be checked every four hours to keep money in the meter, On called
vote, all voted "Aye", Motion carried.
IThe following progress payments were presented for approval:
1962 Dodge Pick up Truck f.o.b. Port Angeles, $2,077.55, less
excise,tax $156.65 and trade in, $100.00 plus sales tax $76.84

L.I.D. NO. 180 - Olympia Oil and Wood Products Co., Inc., eighth (May) estimate of work
done and material furnished, $65,000.00
L.I.D. NO. 180 - seventh (May) fixed estimate, $4,000.00
L.I,D NO. 183 - J. D. Shotwell Co., sixth (May) estimate of work done and material fur-
nished, $92,000.00

Grocery, McGlenn's Thriftway, West Side Grocery, Busy Bee Market, Olympic Heights Grocery, Grand-
iew Grocery, Carlson's Grocery, Parkway Grocery, Marlatt's Grocery, K & K Fine Foods, Tradewell
~tores, Inc., Aggie's Broiler, Dale Rollfs Restaurant, Marine Drive Cafe, Club Billiards, Little
Brick Tavern, Babe's Tavern and Brickie's Place. It was moved by Councilman Smith that the appli-
~ations for renewal of liquor licenses be approved, Seconded by Councilman Willson and carried. Ii'
OCt was moved by Councilman Smith that the Monthly Budget Report of Receipts and the Fire Dept, Repo~t
be accepted and placed on file. Seconded by Councilman Willson and carried. II'
L.aims payable were presented for payment in amounts of: General Funds, $56,957.70; Water Fund, I[
'$1,728.09; Pipeline Fund $4,835.92; Light Fund, $25,449,35. The Water Dept.having requested that I,
~arrant No. 11591 in amount of $48.69 be withheld, it was moved by Councilman Haguewood that Water I"~
Dept. warrant No. 11591 in amount of $48.69 be deleted and that the remaining claims be paid as
enumerated. Seconded by Councilman Willson and unanimously carried.
It was moved by Councilman Thorne that the payroll for May in total amount of $65,390.90 be approved,

Lnder the introduction of Resolutions, the following Resolutionswere introduced and read in full: I
RESOLUTION NO. 9-62
Before the City Council of Port Angeles, Washington, IT IS HEREBY
RESOLVED, by the City Council that the Director of Highways is
authorized and directed to centerline stripe City streets as directed,
to the amount of Five Hundred and nO/lOO ($500.00) Dollars
It was moved by Councilman Smith that the foregoing resolution be passed, Seconded by Councilman
Thorne and carried.
RESOLUTION NO. 10-62
IT IS HEREBY RESOLVED, by the, CITY COUNCIL that the Director of Highways
is authorized and directed to perform Engineering Services for the City
of Port Angeles under Project NOCT-32 (L.I,D, No. 183 and L.I,D, No, 180)
to the amount of Six Thou~and and nO/IOO ($6,000.00) Dollars

RESOLUTION NO, 11-62
A RESOLUTION of the City of Port Angeles, washington, employing counsel
for certain services in connection with Local Improvement District No. 184
of the city and the issuance of bonds and warrants therefor.

IMPROVEMENT RESOLUTION NO. 184
A RESOLUTION of the Council of the City of Port Angeles, Washington, de-
claring the intention of the City Council to improve a certain area with-
l in the City by the construction and installation of trunk and lateral
storm sewers therein, the grading, ballasting and paving of certain streets
and alleys therein, the construction of curbs and gutters where necessary, :
the construction of sidewalks and driveways where requested by the owner, and I
by doing all work necessary in connection therewith, and fixing a time,
date and place for the hearing on this resolution of intention. ~
