The purpose of this sleeting is to meet with Mr. Clark M. Neily, Director ' of Economic Development, City of Portland, Maine, to discuss oilport facilities. II ROLL CALL Members Present: Mayor Haguewood, Councilmen Buck, Duncan, Hordyk, Polhamus, Quast. Members Absent: Councilman Boardman. Staff Present: Manager Flodstrom, Attorney Miller, Clerk Parrish. M. Cleland, R. French, D. Camporini, G. Braun, J. Pittis, R. Orton, P. Carr, D. Frizzeli. Public Present: M. Doherty, N. Turner, R. Cockrill, E. Tinkham, B. Philpott, C. Kennedy, S. Shultz. III - TV Suspended. V LEGISLATION 1. PORTLAND, MAINE OI'LPORT FACILITY Mayor Haguewood opened the special meeting by introducing and welcoming Mr. Clark Neily to Port Angeles. Mr. Neily is the Economic Development Director ' for the City of Portland, Maine, which is the site of the Portland Pipe Line Corporation (PPLC), a 236 mile long pipeline which transports crude oil from Portland to Montreal, Quebec. Mr. Neily spoke at length to the Council and staff in regard to the activities of the oilport facility and the impact of the facility on the City of Portland and its surrounding areas. Mr. Neily also answered several questions from the Council, audience and staff. Subjects disucssed by the Council and Mr. Neily included the small number of oilspill incidents in Portland and the creation of a coastal protection £und for spill damage; income produced by the oilport facility; economic benefits and diversification; population growth in Portland and the surrounding areas as a result of the oilport; the effect of the facility on air quality and the environment; fire protection for the facilities; Portland's power supply and whether they have experienced any shortages because of the oilport; and Portland's classification as a "special air quality region." The staff and audience then questioned Mr. Neily at length regarding opera- tion of the facility and the impacts experienced by the city and its residents. Mr. Nei1y answered questions in regard to fire protection equipment and man- power, unloading and loading of the tankers, Portland's power source, bal- lasting of the tankers, ferries which also use the Portland Harbor; how the land is acquired which the oilport facility is located on, regulation of the facility operations, police protection provided by the PPLC, competing in- dustries in the Portland area, and the community benefits derived from the ' income generated by the oilport facility.
