CITY COUNCIL MEETING
Port Angeles, Washington
June 12, 1978
I CALL TO ORDER
The meeting was called to order by Mayor Haguewood at 7:30 P.M. The purpose
of this special meeting is to hold a public hearing on alternate designs for
the Municipal Pier and Council selection of a final design, determination
of the delegation to attend Governor Ray's Town Hall Meeting in Forks on
June 22, 197$, items from the audience, and an Executive Session to discuss
current litigation.

1. MUNICIPAL PIER
A. Public Hearing: Alternate Pier Designs
Project Manager Chris Birkland, and Eric Anderson of Makers, were
present at this meeting with the three preferred Municipal Pier
designs which were chosen by the Council during the May 23, 1978
special meeting; design No. 3, design No. 4 and a combination of
design No. 5 and 6. The purpose of this second public hearing is
to obtain further input from the public and staff on proposed
features of the pier, and selection of a final design by the Council.
Mr. Anderson began his presentation with a short slide review of the
past and present design schemes and then requested questions and comments
from the audience and staff. Subjects discussed included recreation
facilities on the pier for the crew of the Coast Guard Cutter Campbell,
what type of plant material will best be suited for the pier, a Customs
check-in facility located on the pier, parking, restroom and shower
facilities, concrete versus wood piers, the length and type of pilings
to be used, maintenance costs and how they would differ from design
to design, safety features, utilities that will be available, the
possibility of constructing shops on the pier in the future, the
cost of the tower in scheme 5/6, and the DNR's guidelines for develop-
ment of the waterfront.
Following Mr. Anderson's presentation, Councilman Hordyk moved the
Council select the basic combination design of 5/6. The motion was
seconded by Councilman Buck and carried unanimously.

B. Letter re Bronze Sculpture Fountain on Pier
Mayor Haguewood read a letter from Mr. Duncan McKiernan, P.O. Box
2022, Port Angeles, proposing a bronze sculpture fountain at the
entry way to the pier. The estimated cost of this fountain, with
the City providing pool and recirculating fresh water pumping
equipment, would amount to less than $3,900.
Councilman Wray then moved the Council refer this request to ABAM
to see if it is compatible with the basic designing concept of the
pier. The motion was seconded by Councilman Buck. During discussion
on the motion, Councilman Hordyk moved to amend the motion to include
the request also be referred to the Park and Beautification Commission
for consideration. The amended motion was seconded by Councilman Buck
and carried. The Council then voted on the original motion as amended.
The motion carried.
2. DELEGATION TO GOVERNOR RAY`S TOWN HALL MEETING IN FORKS
Mayor Haguewood read a letter from Mayor Wes DePew of Forks, inviting the
Mayor and Council members to attend Governor Dixie Lee Ray's Town Hall
Meeting being held in Forks on June 22, 1978. Mayor Haguewood, Manager
whorton, Councilman Hordyk and possibly Councilman Boardman will be attending
this meeting.
V STEMS FROM THE AUDIENCE NOT ON THE AGENDA
Mr. Leo Sunny pointed out to the Council that the ventilation in the Council
Chambers was very bad and something should be done about it.

VII ADJOURNMENT
The meeting adjourned at 9:10 P.M. to an Executive Session to discuss
litigation.
