JUNE 15, 1971 The Council met in regular session at 7:30 p.m. Officers present were Mayor Wolfe, Councilmen Basom, Edwards, Hordyk, McRevey, Olson and Ross; Acting City Manager Warder, Attorney Moffett and Deputy Clerk Hobbs. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to accept and place on file as received the Council Minutes of June I, 1971. A motion was made by Councilman Basom, seconded by Councilman McRevey and unani- mously carried to accept the bid of Grande & Co., Inc, for purchase of warrants and bonds for L.I.D. #193 principal amount of bonds to be $S70,000.at an in- I terest rate of 7.35%. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept) the low bid of J. E. Work, Inc. for street' imp~ovement- $733,329.61 and the low bid of J. D. Shotwell Company for alley improvement- $46,250.00 for L.I.D. #193, West Lincoln Heights. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to accept the low bid of Peninsula Herald of 9 cents per line single column six point type and 12 cents per line for one-time publications for the City's legal printing for the year July 1, 1971 through June 30, 1972. A motion was made by Councilman McRevey, seconded by Councilman Olson and unani- mously carried to accept the bid of Pete McNally of 632 West 3rd Street, $450.00 for the 1966 Chevrolet Biscayne; $550.00 and $600.00 on the two 1968 Chevrolet Biscaynes. These are the used police cars that the City had for sale. A motion was made by Councilman McRevey, seconded by Councilman Hordyk, and unani- mously carried to approve for payment $138.73 to CH2M for engineering services from April 27 through May 24, 1971 in connection with the Booster Pump. A motion.. was made by Councilman Hordyk, seconded by Councilman McRevey and unani- mously carried to approve for payment Claim Vouchers in the amount of $63,498.27 and Payroll Transfers in amount of $62,884.58. The Public Hearing on the rezoning of "that portion of Block 1, of Croft's Addition to Port Angeles" was opened at 8:05 p.m. There being no further com- ment or protests presented the hearing was closed and a motion was made by Councilman Basom, seconded by Councilman McRevey and unanimously carried to authorize the above rezoning. I The following ordinance was read in full: ORDINANCE NO. 1732 AN ORDINANCE re-zoning a portion of Croft's Addition. A motion was made by Councilman Olson, seconded by Councilman Hordyk, and unani- mously carried to adopt the foregoing ordinance as read. A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani- mously carried to refer back to the Planning Commission the request of the Church of Jesus Christ of Latter Day Saints, for vacation of a portion of McDougal Street and permission to connect into Mt. Angeles Road with a driveway midway between Grant and Olympus Avenue, for a joint work session and ask the Planning Commis- sion to obtain the permission of the Park and to see if driveway could be placed opposite the Park driveway. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and carried to concur with the Planning Commission's recommendation and approve the request I of Kelley Homes, Inc. to allow them to construct four duplexes on the south side of 2nd Street between Chambers and Washington Street on conditional use permits. All Councilmen voted "Aye" except CounciJ.Jnan Edwards, who voted "No". Motion carried. A motion was made by Councilman Olson, seconded by Councilman McRevey and unani- mously carried to accept and place on file the Planning Commission Minutes of June 14, 1971. A motion was made by Councilman Edwards, seconded by Councilman McRevey and unani- . mously carried to approve the final plat of Hillcrest. Subdivision, south ~ of lots 13 a~d 14, H. JUNE 15, 1971 (Continued) A motion was made by Councilman McRevey, seconded by Councilman Edwards, and unani- mously carried to refer to a work session, Monday June 21, 1971, the ice skating rink proposal and cost breakdown of Sasonoff ~ Mecklenburg, architects. The following ordinances were read in full: I ORDINANCE NO. 1733 AN ORDINANCE setting charges for sewer construction costs in a certain area in Maguire's Addition and providing for reimbursement. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unani- mously carried to adopt the foregoing ordinance as read. ORDINANCE NO. 1734 AN ORDINANCE relating to the unlawful issuance of bank checks or drafts. A motion was made by Councilman McRevey, seconded by Councilman Edwards, and unani- mously carried to adopt the foregoing opdinance as read. ORDINANCE NO. 1735 AN ORDINANCE creating parking meter zone. A motion was made by Councilman Olson, seconded by Councilman Hordyk, and unani- mously carried to adopt the foregoing ordinance as read. ORDINANCE NO: 1736 AN ORDINANCE, establishing the salary of the interim City Manager. A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani- mously carried to adopt the foregoing ordinance as read. I ORDINANCE NO. 1737 AN ORDINANCE relating to licensing of music playing machines and amending the City Code. A motion was made by Councilman McRevey, seconded by Councilman Edwards and carried to adopt the foregoing ordinance as read. AU-Councilmen voted "Aye" except Coun- cilman Hordyk, who voted IINo". Motion carried. The following resOlution was read in full: RESOLUTION NO. 10-71 A RESOLUTION approving participation by local housing owners in the federal rent supplement program. A motion was made by Councilman Basom, seconded by Councilman McRevey and unani- mously carried to approve the foregoing resolution. The letters from Edith Hall, Vivian Boyd, and Lucelia Bower regarding fluoridation of the Cityls water system were accepted and referred to the public hearing to be held in the near future. I A motion was made by Councilman Basom, seconded by Councilman McRevey and unani- mously carried to direct the City Attorney to attend one of the sessions on the "Shorelines Management Act of 197111 presented by the Department of Ecology on June 18, at 2:00 p.m. in Olympia and again on June 23, at the Association of Wash- ington Cities Convention in Spokane. The City Manager and City Attorney were asked to look into and check on what legal action the City could take regarding the complaint of Mr. ~ Mrs. Frank J. Marvelle, Sr. pertaining to the hillside behind 131 East 2nd in the alleyway behind the Lincoln Theater. I It was noted that Councilman Edwards will attend the one day seminar in Seattle regarding welfare reform on Jun~ 21, 1971, and that Councilman Hordyk will attend the Association of Washington Cities Convention in Spokane the week of June 21st. also attending for the City will be Mr. Childress, City Treasurer. JUNE 15, 1971 (Continued) A motion was made by Councilman Olson, seconded by Councilman Easom and unani- mously carried to accept and place on file the Minutes of the Clallam-Jefferson County Community Action Council, Inc~, the Minutes of the Olympic Regional Plan- ning Council and the May Report for the Emanon. A motion was made by Councilman McRevey, seconded by Councilman Hordyk and unani- mously carried to grant the request of the Washington National Guard Band to per- form a concert at First and Laurel Thursday, June 17, at 7:30 p.m. A motion was made by Councilman Basom, seconded by Councilman Olson and unani- I mously carried to approve the recommendation of the Police Chief and remove the parking meters from the west side of Oak Street to provide two lanes of traffic flowing south to First Street, and the west lane be clearly marked "STRAIGHT THROUGHIf and the inside lane be for "TURN ONLY". A motion was made by Councilman Edwards and seconded by Councilman Hordyk to ask the Park Board to clarify decision in allowing the Clallam County Fastball League to have first preference on Elks playfield scheduling. Councilmen Hordyk, Mc Revey and Edwards voted "Aye" and Councilmen Easom, Olson, and Ross voted "NOll, with the Mayor breaking the tie vote with a "No" vote. Motion denied. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept and place on file the Park & Beautification Board Minutes of June 2, 1971. The six-year street improvement program was review, and suggestions from the Council should be directed to the Director of Public Works. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to approve the application for liquor licenses for Thomas Adamson Carr and Harry Bradford - Olympic Distributing Company and Evergreen Distributing Company; Richard Lee Brown - Port Angeles Distributing Company; and Marvelle Dis- tributors, Inc. - United'Distributors. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unani- I mously carried to accept and place on file the following reports: Light and Water Work Reports-May; the Financial Statements-May for Light, Water, Sewer, Sanitation, Street and Equipment Rental; Fire, Municipal Judge, Park & Recrea- tion, POlice, Treasurer and out-of-town report from Water Supt. A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani- mously carried to accept the $47.26 check from the Stevens Jr. High Anti-litter League and give it to the Park and Beautification Board for purchase of a spe- cific item. for beautification of the City. A motion was made by Councilman Hordyk, seconded by Councilwoman.Ross and carried to table the appointment of a councilman to fill the unexpired term of Councilman Edwards due to his resignation. All Councilmen voted lTAye" except Councilman Basom, who voted "No". Motion carried. (Appointment to be made at next meeting.)
