JUNE 15. 1970 The Council met in regular session at 7:30 p.m. Officers present were Mayor Wolfe, Councilmen Basom, Hordyk, McRevey, Olson and Ross; Manager Herrman, Attorney Moffett and Acting Clerk Hobbs. Councilman Edwards was absent due to being out of town. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept and place on file the Council Minutes of June 2, 1970. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept the bid of Peninsula Herald for the CityTs printing I for the ensuing year. This bid was the only one received and was identical to last year1s bid awarded to Peninsula Herald. A motion was made by Councilman Easom, seconded by Councilman McRevey and unani- mously carried to approve the call for bids for 190 tons crushed surfacing and 3,5000 tons asphalt concrete for the truck road. A motion was made by Councilman Basom, seconded by Councilman Hordyk and unani- mously carried to approve the call for bids for work and materials for the Crest- haven L.I.D. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unani- mously carried to approve payment of $509.93 to CH2M for engineering services from April 25 through May 25, 1970 in connection with the Ennis Street Improvements. A motion was made by Councilman McRevey, seconded by Councilman Olson and unani- mously carried to approve payment of Claims Vouchers in the amount of $66,744.10 and Payroll Transfers in amount of $55,377.21. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unani- mously carried to refer back to the Planning :Commission the land swap request of Mr. Fred Jewell reo 14th and MacDonald Streets. A motion was made by Councilman Basom, seconded by Councilman McRevey, and unani- mously carried to concur with the Planning Commission and deny the request of I Mr. Weston D. Withers to operate an auction house in the 15/17 alley east of "C" Street. A motion was made by Councilwoman Ross, seconded by Councilman McRevey and unani- mously carried to table any action on the re-~oning request for the area around 8th, Race and Francis Streets. A motion was made by Councilman McRevey, seconded by Councilman Hordyk and unani- mously carried to concur with the Planning Commission and approve the request of Mr. Ivan Priest, 1115 West 9th Street, for a variance to permit installation of a mobile home on his property for living quarters for a period of six months. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unani- mously carried to concur with the Planning Commission and grant to Mr. Mack Camp- bell, 1505 West 13th Street, a variance to permit him to enlarge a pre-existing, nonconforming single-family residence. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried to concur with the Planning Commission and deny the request of Wood Construction Company to rezone the southeast corner of 2nd and Washington Streets from a RS-7 (single family) to RMF (multi-family) Zone. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unani- mously carried to accept the Planning Commission Minutes of June 8, 1970 and place them on file. Mayor Wolfe thanked Mr. Hunt for serving on the Planning Commission and being re-elected Chairman for another term. COUNCIL OF THE CITY OF PORT ANGELES, WASH. 151 JUNE 16, 1970 Page -2- A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unanimously carried to dispense with the reading of the rules and regulations pertaining to sewage disposal systems and adopt them as received. A motion was made by Councilman Olson, seconded by Councilman Basom and unani- mously carried to table and refer to a work session, prior to a meeting with the County, the request for a City-County joint civic center to be located in the vicinity of 4th and Lincoln Streets. I The following Resolution was read in full: RESOLUTION NO. 12~70 A RESOLUTION of the Council of the City of Port Angeles, Washington, providing for the sale of the bonds and warrants of Local Improvement District No. 191. A motion was made by Councilman Basom, seconded by Councilman Olson and unani- mously carried to adopt the foregoing Resolution as read. The following Resolution was read in full: RESOLUTION NO. A RESOLUTION establishing new rates for the Equipment Rental Fund. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried to table until the next meeting the foregoing Resolution. A motion was made by Councilwoman Ross, seconded by Councilman Basom and unani- mously carried to execute the Contract of Sale with P.U.D. covering the area of Pennsylvania Park Addition north of Highway 101 for the amount of $79,323.95. I It was noted that Councilmen Basom and McRevey, Councilwoman Ross and Manager Herrman will attend the Association of Washington Cities Convention in Yakima July 1, 2, and 3, 1970. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept and place on file the following: Child Guidance Cen- ter Monthly Report-May 28, 1970; Library Board Minutes-May/1970 (with excep- tion of fifth paragraph); Library Report on Use of Meeting Room; Human Rela- tions Commission Minutes; Utilities Billing Report-ApriljMay; Fire Department June 5/70; Municipal Judge-May(70; Police Department-May(70; Recreation-June/70; Treasurer-May(70; Sewer Treatment Plant-June/70; and Senior Citizen Center- May(70. A motion was made by Councilman Basom, seconded by Councilman McRevey and unani- mously carried to approve the following Liquor License Applications: Russell Melvin Padgett and Florence Genevia Padgett-Bobls Grocery; Frieda T. Moore and Murl Moore-Babe's Tavern; West Dependable Stores, Inc.-West Dependable Super Market; McGlennls Food Store, Inc.-McGlenn's Thriftway; Walter Edward Dier- Waltls Boulevard Grocery; Alfred Louis Huse-B M Grocery; Carl Marion Lundgren- Busy Bee Market; William Milford Rideout-Marine Drive Cafe; William Milford Rideout-Brickie's Place; Yulanda Carbonetti Carlson-Carlson's Gr,ocery; and Fra- ternal Order of Eagles Aerie No. 483. I A motion was made by Councilman McRevey, seconded by Councilman Olson and unani- mously carried to accept and place on file the Olympic Regional Planning Coun- cil Minutes-June 10, 1970. The 1969 Annual Financial Report was received and it was noted that these are available to the public. Mr. Budd Myrents letter reo the barricade at 10th and Boulevard was taken from the table and after some discussion a motion was made by Councilman Basom, sec- onded by Councilman Olson and unanimously carried to remove the barricade and install a "Do Not Enter" sign on the Boulevard at 10th, making a one-way street going east for that one short distance from Washington up to the Boulevard. 152 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH. A motion was made by Councilman Hordyk,seconded by Councilman DIson and unani- mously carried to approve the Mayor's proclaiming the week of June 29-July 3, 1970 as "Youth Employment Week."
