~ROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
JUNE 18, 1974
The Council met in regular session at 7:30 P.M. Officers present were
Mayor Basom, Councilmen Haguewood, Hordyk, Lukey, Olson and Ross, Manager
Puddy, Attorney Moffett and Deputy Clerk Parrish. Councilman Wray was absent.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and
unanimously carried to accept and place on file, as amended, the minutes of
the June 4, 1974 meeting. Paragraph seven of Page one amended to include,
"Councilwoman Ross abstained from voting." (Reference - Olympic Vistas,
Inc. IS Conditional Use Permit Request.)

A motion was made by Councilman Olson, seconded by Councilman Lukey and un-
animously carried to concur with the Director of Public Works' recommendation
and award the bid for the resurfacing of Cemetery Road (18th Street from E
Street to the West end of the Cemetery) to the only.bidder, J. D. Shotwell
Co., Tacoma, Wa., at a bid price of $54,209.00.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
unanimously carried to approve for payment Claim Vouchers in the amount of
$246,512.01 and Payroll Transfers in the amount of $84,178.77.
In reference to Improvement Resolution No. 197 - Canyonedge, the Public
Works Directorls Certificate of evaluation and outstanding assessments and
Certificate of Mailing of Notices on Hearing were read in.full.

The Public Hearing on Improvement Resolution No. 197, Estimated Assessment
Roll, Canyonedge, opened at 7:45 P.M. Several Canyonedge area property
owners or contract holders were in attendance and actively participated in
lengthly discussions relating to the estimated improvement assessment obliga-
tion, the method used to determine the estimated assessments, and possible
street improvement alternatives available to Canyonedge area residents. Four
written protests were filed with the City Clerk prior to the hearing and rep-
resent 16% of the total estimated assessment. The written protests were filed
by Thomas G. Graf, Howard Doherty, Phillip E. Campbell, and Barbara A. and
James G. Cammack and T. Graf, H. Doherty and J. Cammack verbally objected to
their assessments at this hearing. By a called vote, a majority of those in
attendance favored proceeding with the improvement. There being no further
objections. a motion was made by Councilman Hordyk, seconded by Councilwoman
Ross and unanimously carried to declare the hearing closed. The hearing
closed at 8:55 P.M.
A motion was made by Councilman Haguewood and seconded by Councilman Lukey
to approve the Estimated Assessment Roll and to authorize call for bids for
L.LD. No. 197 - Canyonedge. Councilman Hordyk voted "NO." All other
Council members voted "AYE." Motion carried.
A motion was made by Councilman Hordyk, seconded by Councilman Lukey and un-
animously carried to accept and place on file the minutes of the Port Angeles
Planning Commission meeting of June 10, 1974.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and
unanimously carried to authorize the City to buy back Lot 9A, Block 28,
Section L, Ocean View Cemetery for the sum of $40,00, the initial purchase
price - Deed 2118 - from Leona H. Maschke as per her request.

Jacob C. Fey from the State Department of Emergency Services was in attendance
and informed the Council that his office is conducting a survey in Clallam
County in an attempt to resolve emergency hardships of all users of petroleum
products. Any relevant data the City could provide pertaining to a community
gasoline shortage, economic growth, or changing traffic patterns would be
welcomed.
A motion was made by Councilman Hordyk, seconded by Councilman Lukey and
unanimously carried to take from the table the Amendment to Ordinance 1689 -
Septic Tank Permit Procedures item.
The following Ordinance was read in full:
ORDINANCE NO. 1825
AN ORDINANCE regulating sewage disposal systems not connected
to a City sewer and repealing Ordinance No. 1689.

A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
unanimously carried to adopt the foregoing Ordinance as read.
A motion was made by Councilwoman Ross, seconded by Councilman Lukey and
unanimously carried to authorize the City Manager to notify the State Dept.
of Ecology by letter that the City of Port Angeles is considering the
adoption of a Shoreline Master Program.
A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and
unanimously carried to authorize the Finance Director to submit to Clallam I
Adjustment for collection delinquent utility bills in the amount of $847.91.
A memorandum from Director of Public Works, John B. Warder, regarding a
waste discharge permit from the Department of Ecology for the Treatment
Plant Outfall was read in full. A motion was made by Councilman Olson,
seconded by Councilwoman Ross and unanimously carried to refer this subject
to the next scheduled work session.
The Director of Public Works' status report on the proposed Peabody Heights
L.I.D. was read in full and discussed. A motion was made by Councilman
Haguewood, seconded by Councilman Olson and unanimously carried to rescind
previous instructions authorized January 18, 1972 and, upon completion of
the Canyonedge L.I.D. No. 197, authorize the Engineering Department to assign
top priority to the proposed Peabody Heights L.I.D.
The Council will meet in Executive Session regarding personnel on Monday,
June 24, 1974 at 7:30 P.M.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and
unanimously carried to approve the request of Edwin F. Tuttle and grant
permission for Mr. Tuttle and two neighbor children to sell popcorn down
by the Ferry Dock and also waive the requirement for a Vendors License.
Mayor Basom read a communication from the Director of the Retired Senior
Volunteer Program, Mary Black, which outlines the volunteer activities, of I
this organization and requests suggestions from the City Council that would
enhance their volunteer opportunities. A motion was made by Councilman
Haguewood, seconded by Councilwoman Ross and unanimously carried to refer
this communique to the Park and Beautification Board for their action and
cooperation, with the Council's blessing.
A memorandum from the Assistant Director of Finance regarding Warrant signature
requirements was read and as a Warrant co-signature change wa~ requested and
required Council approval, the following Ordinance was read in full:

A motion was made by Councilman Olson, seconded by Councilwoman Ross and
unanimously carried to adopt the foregoing Ordinance as read.
A motion was made by Councilwoman Ross, seconded by Councilman Lukey and
unanimously carried to accept and place on file the minutes of the Park and
Beautification Board meeting of June 6, 1974.
A motion was made by Councilman Lukey, seconded by Councilman Haguewood and
unanimously carried to accept and place on file the May Reports of Light,
Water, Fire, Park & Recreation and the Police Depts; the May Utilities Billing
Report; and the Out of Town Reports of Manager Puddy and H. Henderson.
Bill LaRue addressed the Council and expressed his opinions regarding the
availability of community tennis facilities for tennis enthusiasts. Mayor
Basom directed Mr. LaRue to route his proposals and suggestions to upgrade
the tennis facilities of Port Angeles thru the Park and Beautification Board.

A letter received from the Port Angeles Chamber of Commerce in which they
recommend certain community improvements, namely a solution to the many blind
corners ;vitthin. the--Cityr:& certain sidewalk conditions needing improvement}
was read in full and noted for the record. .

After reviewing the proposed Bmergency plans for the protection of Ediz Hook,
a motion was made by Councilwoman Ross, seconded by Councilman Haguewood and
unanimously carried to instruct the City Manager to write a letter to the
Department of the Army, U.S. Corps of Engineers expressing the City's concern
about the possibility of severe erosion at the easterly end of the proposed
protection works and request an easterly extension of the proposed emergency
work.

A motion was made by Councilman Haguewood, seconded by Councilman Hordyk and
unanimously carried to award the bid for the City's legal printing for the
year commencing July 1, 1974 to the only bidder, The Daily News, at a bid
price- of $4.20 per folio for the first publication and $3.15 per folio for
subsequent insertions.
A motion was made by Councilman Haguewood, seconded by Councilman Lukey and
unanimously carried to approve the State Department of Fisheries plans and
specifications for the Elwha Salmon Rearing Channel proposal.
Manager Pudd~ informed the Council that the Goldenagers C14b are planning an
Annual Recognition Day and extend an invitation .to all City Officials and
their wives to attend same on July 11, at 11:30 A.M.
