PROCEEDINGS, OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON
June 20, 1968
The Council met in regular session at 7: 30 P. M. Officers present were Mayor Wolfe,
Councilmen Thorne, Bettger, Schroeder and Ranta; Manager Herrman, Attorney Moffett
and Acting Clerk Thompson. Councilmen Maxfield and Basom were not present.

A motion was :made by Councilman Bettger, seconded by Councilman Ranta and unani-
mously carried, to accept and place on file the Minutes of the Council Meeting of
June 6, 1968 with the correction of a typographical error on page 21, paragraph 6.

A motion was made by Councilman Bettger, seconded by Councilman Thorne to accept
the low bid of$l, 206 .98 including tax by National Cash Register Co. for a cash
register for the Recreation Dept. subject to approval of the Manager. On called vote
Councilmen Thome, Schroeder and Bettger voted "Yes"; Councilman Ranta voted "No."
A motion was made by Councilman Thorne, seconded by Councilman Schroeder and unani-
mously carried, to accept the low bid of eight cents per line sin gle column, six point
type; tabu-latedmatter ,the .same', except for one-time publication when the rate will be
12 cen,ts per line single column by Peninsula Herald for official printing of the City of
Port Angeles.
A motion was made by Councilman Bettger, seconded by Councilman Ranta and unani-
mously carried to approve the payment of $3,580.43 to CH2M for engineering services
from April 25, 1968 through May 24, 1968.
A motion was made by Councilman Thorne, seconded by Councilman Schroeder and unani-
mously carried, to approve the payment of $4,697.40 to Harry R. Powell and Associates
for prof es sional services rendered in connection with the Lauridsen Blvd. Bridge design.

.A motion was made by Councilman Thorne, seconded by Councilman Ranta and unani-
mously carried, to table until the next meeting the request of the Finance Dept. to
increase the amount of utility customer's deposits.

The Recreation Director's report on the use of Roto-Rooter was acknowledged.
A motion was made by Councilman Thorne, seconded by Councilman.Bettger and unani-
mously carried, to approve for payment Claims in the amount of $54,385.02 and Payroll
Transfers in the amount of $46, 787.49.
A motion was made by Councilman Schroeder, seconded by Councilman Ranta and unani-
mously carried, to authorize the City Attorney to draft an ordinance to establish a mobile
home park on st Lot 76, TPA and deleting the requirement for a service building.
A motion was made by Councilman Bettger, seconded by Councilman Thome and unani-
mously carried, to return the preliminary plat of Seamount Estates to the Planning Com-
mission with the recommendation that the 35-foot right-of-way be dedicated for Owens St.
A motion was made by Councilman Bettger, seconded by Councilman Ranta and unani-
mously carried, to approve and place on file the Planning Commission Minutes of June 18,
1968.

The following ordinance was read in full:

An Ordinance of the City of Port Angeles changing the date of a regular
meeting of the Council.
A motion was made by Councilman Thorne, seconded by Councilman Schroeder and unani-
mously carried, to adopt the foregoing ordinance as read.

The following Resolution was read in full:
RESOLUTION NO. 7-68
I
A RESOLUTION authorizing the Director of Highways to furnish State
Highway personnel to inspect construction of Lauridsen Boulevard Bridge.
A motion was made by Councilman Bettger, seconded by Councilman Thome and unani-
mously carried, that the foregoing Resolution be adopted as read.
A motion was made by Councilman Schroeder, seconded by Councilman Bettger and unani-
mously carried, to approve the change in the sewer rate for the Olympic Health District
based on the City Manager's recommendation that they do not exceed the minimum of
water used any five months out of the year.
A motion was made by Councilman Bettger, seconded by Councilman'Ranta and unani:-
mously carried, to concur with the revised urban arterial map as submitted.
The Port Angeles Child Guidance Center Report for May was acknowledged.

mously carried to approve renewal of the following liquor licenses: Tradewell Modern

A motion was made by Councilman Thorne, seconded by Councilman Bettger and unani-
mously carried, to not approve the application for a liquor license by Charles F. Erb -
Black Rooster due to lack of proper information but a hearing is not requested.

mously carried to accept and place on file the following reports:

The Director of Public Works' request for additional help will be taken under advisement.
A motion was made by Councilman Bettger, secon ded by Councilman Thorne and unani-
mously carried, to allow the Alcoholic Referral Center and the Credit Union Section of the
Community Action Council the use of two roomS rent-free at the old Juvenile Hall.
A motion was made by Councilman Bettger, seconded by Councilman Ranta and unani-
mously carried, to grant permission to call for bids for the improvement of Lauridsen
Blvd. from Race to Ennis Streets.

Other subjects discussed were: Law violations observed by citizens; Report by Council-
man Bettger of the C1allam- Jefferson County Community Action Council meeting; need
for a study session on annexing problems; work session regarding findings of Library
meetings; City Manager thanked the Mayor for his efforts regarding the dedication of
the Conrad Dyar Memorial Circle; renaming of the old Juvenile Hall; possible rental
of the former Gras s Roots office at Civic Field to a State Agency; architect hired
for the remodeling of the telephone building and the Police Station; Harold Kaeser I
Company representative commented on the problems created by the gas leak on
Marine Drive; and he.aring for 1. I. D. No. 189 will be held July 9th.
