The Commission met in regular session at 10:00 A.M., and was called to order bw lf~or Feeley. Officers
present were: Mayor Feeley, Commissioners Robinson and. Taylor, Attorney Trumbull and Clerk Law.
Minutes of the previous session were read and approved.
Under the head of applications for building permits and license renewals, the following were,approved:

I Under the head of unfinished business, the hearing for improvement of Fourth Street from Peabody to Cherry
I Streets by curbs and paving was opened. Mrs. Eacrett appeared to protest the cost as too high. The
! Engirn er informed that the amount covers both curbs and paving and was only an estimate. The Engineer
I also reported that 3.8% of property owners had filed protests against the improvement, and submitted the
following report and estimates:

Gentlemen:
I herewith submit the following report and estimate upon the proposed improvement of
Fourth Street from Peabody to Cherry Street by construction of concrete curbs where needed,
ballasting and surfacing with 3" compressed asphaltic mat, drainage where needed as set
forth in detail in Resolution No. 156 of the City Commission which. has been referred to by
your honorable body.

I also submit the Assessment Roll showing the property >dIich will be e"pecially
benefitted thereby and the estimated amount of the cost and expense of said improvement to
be borne by each lot, tract or other property within the assessment district.
I further certify that the amount of cost as above estimated, does not exceed the
limit prescribed by law for improvements to be borne by assessments upon the property
benefitted.

After further discussion, the hearing was closed and the Attorney was instructed to draw an Ordinance
providing for the improvement.
Pursuant to request by the Commission, the Planning Board filed recommendations regarding vacation of "RIt
Street from 18th Street to the Southwest corner of Block 171; ItQ" Street from 18th Street to the Railroad
Right-of-way; 22nd Street from the Railroad Right-of-way to the Northeast corner of Suburban Block lio. 170.
The request fOr vacation was filed by K. O. Erickson. It was moved by Commissioner T~lor that the
recommendation bw the Planning Commission be referred to the Engineer. Seconded by Mayor Feeley. All
voted Aye. Mction carried.
'1 Minnie A. Culver having appeared at the previous session regarding an accident at Front and Laurel Streets,
filed a claim for damages in amount of $l,OOC~OO. The claim was refsrred to the City Attorney.
I The Commission approved a contract and agreement between the Olympic Tribune and the City for legal printing
I matter for the year beginning July 1, 1951.
I Commissioner Robinson spoke regarding sale of City property on North Laurel Street and moved that bids be
published for the sale of the property, minimum price to be fixed at $5,000.00, and bids to be opened
July 9th. Motion seconded bw Commissioner Taylor. All voted Aye. Motion carried.
Commissioner Taylor reported on meeting with County Commissioners concerning sewers and various problems
\ Under the head of new business, Vera McDonald, from NcDonald Funeral Home, requested permission to irrigate
premises other than regular sprinkling hours and while her hired help are working. Commissioner Taylor

I for one, the same must be for all. . Dr. Bondelid and Commissioner Robinson agreed that funeral homes and
buSinesses with lawns and shrubs should keepJPl'Operty in good appearance and have special permits for
irrigation. Commissioner Taylor contend'ed that co-operation and control are imperative but will try to
give special pennission where necessary,.
The Park Board reoommended in wTiting that the City charge for use of the lower club house at Lincoln Park :
at a trial rate of 50~ an hour up to and including 6:00 P.H., $1.00 per hour after 6:00 P.N. until 10:OC P.l-!.

,Arrangements to be made for hours desired with the Park Caretaker, payment for this time made to the City
Treasurer and receipt deposited with Park Caretaker. If receipt is not deposited, the reservation will be
cancelled and fee not refunded. Also petitioned was that a resolution be drawn making possible the sale of
Lots 11 and 12, Blk. 292, Townsite, and minimum price recomlnended was $2,000.00. It was moved by
Commissioner Robinson that the recommendations be filed. Seconded by Commissioner Taylor. All voted Aye.
Motion carried.
Robert N. Blum, Deputy Chief of Staff, Marine Corps League, requested in writing that the Commission grant
permission and co-operation for the showing of Marine.Corps League Exhibit for two or three days in July
or. August. Chief Ide infonned that a place of showing could be arranged and the Clerk was instructed to
notify Mr. Blum regarding the same.
Commissioner Taylor informed of investigation regarding. sewers, broken sand boxes, Street Department, and
finances, recommending that a 50i sewsr service charge should be collected to pay for maintenance, etc.
The Commission authorized Commissioner Taylor to continue investigation and pla.'1s.
Earl Davidson submitted information and appraisals for sale of Lots by the City, the same to be approved by
the Commission. It was moved b.r Mayor Feeley that the Treasurer be authorized to publish call for bids,
minimum prices to be as appraised. Motion seconded by Commissioner RobiIB on. All voted Aye. Motion
carried.
Under the head of introduction of resolutions, the following was introduced:
IMPROVEMEliT RESOLUTIOli liO. 157
A Resolution of the City Commission of the City of Port Angeles, declaring its intention to improve Lincoln
Street and Eighth Street in the City of Port Angeles, by the installation thereon of mercury vapour street-
lights, together with poles, standards, fixtures, hangers, wires and all appurtenances, and creating a
Local Improvement District to provide for the payment for such improvement.
BE IT RESOLVED by the City Commission of the City of Port Angeles as follows:
SECTIOli 1. That it is the intention of the City Commission of the City of Port Angeles, to order the
improvement of Lincoln Street, from the South margin of Third Street to the liorth margin of Eighth Street,
and Eighth Street from tine West margin of Lincoln Street to the l'lest margin of Cherry Street, by the
construction, erection and installation thereon of mercury vapour streetlights together with all necessary
poles, standards, hangers, fixtures, wires and all appurtenances and equipment necessary or convenient to
the operation and use of such streetlights; together with all necessary labor and material for the complete
erection and installation thereof.
SECTION 2. All persons >dIo may desire to object to the proposed improvement aforesaid, are hereby notified
to appear and present such objections at a meeting of the City Commissicn of the City of Port Angeles, to be.
held on Monday, the 16th day of July, 1951, at the hour of 10:00 A.M., at the Commission Room of said City, I
at 215 South Lincoln Street in said City, which time and place are hereby fixed for hearing all matters
relating to such proposed improvement and all additions thereto, and for determining the method of payment
for said improvement..
SECTION 3. The City Engineer is hereby directed to submit to the Commission, at or prior, to the date for
~uch hearing, the estimated cost and expense of such improvement, a statement of the proportionate amount
thereof which should be, borne by the property within the proposed improvement district, a statement of
aggregate assessed and actual valuation of all real estate, exclusive of improvements within said district
I according to the valuation placed upon it for the purposes of general taxation, together with a diagram or
print showing thereon the Lots, Tracts and Parcels of land and other property which will be especially
benefited thereby, and the estimated amount of the cost and expense of such improvement to be borne by each
such Lot, Tract or Parcel of land or other property.
SECTIOli 4. It is the present intention of the City Commission that the entire cost and expense of said
improvement shall be borne by, and assessed against, the property liable therefor as: provided by law; that j
the nature of the improvement herein contemplated, is such that the special benfits confered on the property;
by the proposed improvement are fairly reflected by the use of the termini and the zone method of assessing
the cost of such improvement, and it is proposed that the ordinance ordering said improvement, shall
provide that the cost thereof shall be assessed against the prop'erty within the district accordingly.
SECTION 5. The City Clerk is hereby directqd to give notice of such hearing by publication of this Resolution
in the manner provided by law, and by mailing a notice of such hearing as required by law to each owner, or I
reputed owner of any Lot, Tract or Parcel of land, or other property especially benefited. by the improvement.,
and ~ speci!y in such notices, the nature of the proposed improvement, the total estimated cost thereof
and the estimated benefit to the particular Lot, Tract or Parcel of land owned by such person.
It was mov~d by Commissioner Robinson that the foregoing Resolution be a pproved and adopted. Sec?nded by
Commissioner Taylor. All voted Aye. Motion carried.
Under the head of introduction and reading of Ordinances, the following were placed on first and second
reading:

Ali Ordinance of the City of Port Angeles, providing for the improvement of Fourth Street from Peabody Street
to Cherry Street, by surfacing said Street with asphaltic concrete, and constructing curbs, gutters and
storm sewers where necessary, and creating a Local Improv!,",ent District to provide for the payment. for such
improvement.

ORDINANCE NO. 1:<.5/
An Ordinance stating the facts of an emergency affecting the public health, safety and welfare of the City I
of Port Angeles; requiring the unforseen expenditure of funds; providing for the issuance of emergency
warrants and declaring an emergency.
It was moved by Commissioner Taylor that the foregoing two Ordinances be passed first and second reading. I
.' Seconded by Commissioner Robinson. All voted Aye. Motion carried.
The Commission examined and approved the following claims and ordered warrants issued in payment of same:
