IThe Conunission met in regular session at 10,00 A.M., and was called to order by Mayor Feeley. Harris filed 'I:mother petition signed by property owners opposed to the improvement. Ed. Mills requested information regarding program for improvements and method to be employed. ~red Strange informed that the Planning :Commission has been studying the situation for five years from all angles and think they have the answer to ':ultimate solution. The following schemes were considered: thoroughfares to be established wbere most used, 'or arterial system. Improvements in areas where population most dense and property owners paying cost of larea improvements. . . IMr.:Mills questioned regarding curbs in the proposed improvement district, also what 'areas to be considered lnext year, and suggested that the City purchase and operate a mixing plant. Mr. Strange replied tfB t a large, Fjority of curbs are now in, that other areas vlith required valuation may petition for the improvements. Also that Lccal Improvement Funds cannot be used for mixing plants, and if so, efficient operstion would be 'a problem. I . . Attorney Trumbull cited Statutes whereby the City may notify property owners to put in curbs voluntarily in ~a specified time. If not installed, the City may hold hearing for the same and proceed 'with inetallation which becomes a lien against property. '!clrs: Paul Gosselin spoke definitely against the improvement, the cost being exoessive. Don Taggart also lthought the project should be postponed until costs are lower and property owners better able to pay taxes 'and'get more rent from property. lete Nielson was in favor of the improvement being done by method proposed. It was his opinion that paving Iwould substantially increase property value. tfter further discussion by Mr. Mills and others, it was regularly moved and seconded that the petitions he ~echecked for and against the project and meet at 2:50 P.M. when a final decision may be made. btill under the head of unfinished business the bid submitted by Burton, Hooker and Bower, for removal and ~isposal of the ~st Third Street trestle for $597.00 was rejected as the City needs the material salvaged ~nd is now removing. ! 'One bid was submitted by lone Tomlinson for lots 19 and 20, Block 432, Townsite, for ~100.50 for each lot, or 1$201.00 for both lots. I !Bids for Lots 11 to 15, inclusive, Block 298, Tovmsite, were submitted as follovlS: Keith Wyman, ..325.50; lJohn C. Carlson, $360.00. It was recor.unended by Earl Davidson that the property be sold to the higheet ~idders, and it was moved by 1:ayor Feeley that the recommendation be approved and accepted. Motion seconded by Wayor Feeley. Motion carried. - /3reifenb.~"- Attorney Severyns and Mr: r,.."e1...eeea appeared for the Industries regarding the Elwha Vfater System intake, requesting the City to approve installation of a jetty, also opening old-river bed, and pass our Emergency Ordinance providing for the same, thereby eliminating damage to screens and intake of the water system during flood waters. The Company would provide all supervision and construction without cost to the City, if authorized by the City. It was moved by Commissioner Taylor that the matter be referred to the City Attorney and Engineer to work in conjunction with the Corporation regarding the construction and supervision. I Seconded by Mayor Feeley. All voted Aye. Motion carried. il:errill Oakes, from the Olympic State Bank, appeared regarding lots at First and Laurel, where contemplated I building construction requiring excavat'ion might interfere with Laurel Street stairway. The matter was referred to the .;,ngineer and Street Dept. I Howard Doherty filed a petition requesting that a certain alley in and across Block ~20, liovernment Townsite, he vacated. It was moved by Commissioner Taylor that the petition be-accepted and date of hearing set by resolution. Seconded by Mayor Feeley. All :;'ted Aye. ~iotion carried. IThe meeting was then recessed until 2,50 P.M. The Commission met pursuant to recess declared, with all Officers present. :The hearing of L.I.D. No. 153 was again considered and fur. Strange reported that after checking names of I property owners for and against the project the percentage of opposition was 47.9%. Commissioner Taylor recommended that the City proceed with tha improvement as it will be a direct benefit to all concerned. It lwas moved by Commissioner Taylor that the Ordinance creating the Improvement District No. 153 be placed on first and second reading. Seconded by Commissioner Robinson. All voted Aye. Motion carried. Commissioner IRobinson informed that objections may still be filed up to time the contract is awarded. ,The bids for water pipe having been checked, ~'upt. Dodge recommended 15 inch vlaves be awarded to Pacific Water Works Supply Co.; that the ,contract for the 6 inch and 4 inch cast iron pipe and all fittings. ! that the recommendations be "approved and bids awarded as specified. ;voted Aye. Motion carried. that the bid for 8 inch, 6 inch, and Hugh G. Purcell Co. be awarded the lt was moved by Commissioner Taylor Seconded by Commissioner hObinson. All Attorney Wilson appeared regarding construction of a house at 14th and Cherry Streets on an area conflicting with Zoning Ordinance requirements. It vms moved by Commissioner Taylor that due to public interest, and as Idivision of the lots was not done against intent of the Ordinance, the request be approved. Motion seconded by Commissioner !lobinson. All voted Aye. Motion carried. ICommissioner Taylor re~orted on survey by the l>nginesr and Chief Ide regarding re-routing of log trucks. IThe survey not being completed, it was moved by Commissioner Taylor that the survey be made regarding 'hazards involved and routes possible to eliminate the same. Also that an estimate be obtained as to cost I to widen ramp at Second and 'l'umv.-ater to accomodate the log trucks. Motion seconded by Commissioner ,Robinson. All voted Aye, Motion carried. 'Mr. Taylor also reported or). a meeting with the City Engineer and lease holders on Edi7, Hook for repair of 'the same. It was decided that the best time for doing work is August 1, and that the Industries are still 'willing to contribute, also -that the State and County should be willing to help, and -rill meet for discussion 'on proposed project. . 1 liThe Commission considered acceptance of a check for Distributors Amusement Machine License by the Ruby Amusement Company. Mayor Feeley informed that if machines -are operated they must conform with Statutes governing. Commissioner Taylor expressed opposition to gambling of any kind, including pin-ball and slot ,machines. It was moved by Commissioner Robinson that the deposit be accepted and license issued providi:Jg ',the Amusement Company conforms with all laws governing. Motion seconded'by Mayor Feeley. RESOWTION 1~1HEREA5, Arvid Vedin has been employed by the City of Port Angeles at a regular monthly salary since the 1st Iday of October, 1940, and has been so reported to the Statewide City Employees Retirement System for jpurposes of retirement pension; and ['IlJEREAS, the said Arvid Vedin is retirlnB' from the employment of the City of Port Angeles on July 1, 1950; and WHEREAS, the said J'rvid Vedin worked at an hourly wage for the City of l'ort Aneeles from the 15th day of IIJU1Y, 1940 to the 1st day of October, 1940, which time so worked at an hourly waee should be included in the prior service time creditable to said employee under such retirement system; now, therefore, lBE IT RESOLVED by the City Commission of the City of Port Angeles that the time worked for the City of Port 'Angeles by employee Arvid Vedin at an hourly wage from July 15, 1940 to uctober 1, 1940, be, and the same !is hereby, approved and ratified as time creditable to said employee as prior service time for purposes of :retirement under the Statewide City Employees Retirement System as established by law. lHE IT HlRTHEft RJo:SOLVED that said time be, and the same is hereby, credited to the said Arvid Vedin for 'purposes of retirement pension and pay under such "tatewide City Employees Retirement System. f lIt was moved by Commissioner Taylor that the foregoing resolution be approved and adopted.
