Council-
The City Council met in special session at 7:30 P.}1. and was called to order by Mayor Neer. Officers
present were Councilmen Smith, Matthieu and san:l.;i.son, Manager Vergeer and Clerk Law.

Pursuant to proper publications, the public hearing for L.I.D. No. 173 were opened.
Al Mathews at 1201 West 8th Street informed Council that his sewer service is connected to trunk installed
by previous L.r.D. and questiored legality of te.ne; assessed for contemplated improvelllmt. Mr. Mathews
filed protest to .improvanent until it is detennined whether or not his property was assessed for previous
improvement, in which case he would be exempt.
I Manager Vergeer read Engineer's report sho,dng financial status of the proposed District as requiring
emergency declared by the Health Department. '

I Don }Iorrison of O~icHealth District, expressed concern over unsanitary coniitions in parts of the
prop,osed District and in his opinion, emergency could be declared and property able to finance.

No other objections appearing, the hearing was closed ldth final decision left to the Health Department.
IThe monthly reports of receipts ani disbursements af City departments, also operating ~eports 'af the Light 0
and Water departments for the month of ~ were filed for Council approval. It waS moved by Councilman Smit!J,
that ,reports be accepted and placed on file. Seconied by.coumilman Satrlison ani carried. ,
Claims paid June 25 were approved in total amount. of $45,199.82. It was moved by Councilman Smith that
claims be' approved as paid. Seconded by Councilman Matthieu and carried.
The follOlfing requests for beverage license renewals were read for consideration: , Estes Grocer.r, Tugboat
Tavern, Rose's Place, Little Brick, M. and C. Tavern, Log Cabin Tavern, Narket Basket, Burwell's Groce17,
Harrington and giles, Bailey's Groce,r.r and Gateway Tavern., It was moved IT.f Councilman Matthieu that

The Police Chief having tiled notice of no objections to dancing in the Salad.Bowl Cate or Palace Tavern,
it w,,"s moved by Councilman Sandison that !,pplications for license be approved, subject to approval, of the
rState ~quor Board. Motion seconded by Councilman ~mith and carried.
!Regarding application of Roses Place for public dance license, Mr. Vergeer informed that inspection reveals
[tmse premises alt not meeting requirements, therefore recommemed tmt application be denied. It was
moved by Councilman l1atthieu that reconnneniation re accepted and application denied. Seconded by Councilman
'Smith and carried.

'by F. H. Jarnagin on L.r.D. No. 169, Penn Street Area Se>rer, the City Engineer reoonnnended that the 15%
'retained ($8,583.1.~) 9f. cQst of the work, be paid the contractor. It was moved by Councilman Sandison I
.that the alllount retained less $1,755.be paid to the State Tax Comrilissi on, be paid the Contractor and warrant
lissued in amount of $6,828.04 in pa;yment of same. S~conded by. Councilman Matthieu and. carried. I
Ccuncil considered bids as opened at the previous meeting for r~ocation of water line across Peabody
Creek. Atter tabulation and study, Mr. Vergecr recomnended that the bid by Louis Eltetich Company for
Section One be accepted in alllOunt of $52,096.26 and that sec.tion Two of bid pot be awa, rded at this time as I
the sane can be done at later date and not so essential. It was moved by Councilman Smith that recommend-
ation be approved and contract awarded as reconnnenied. Seconded by Councilman Matthieu ani carried.

~ouncil discussed possibility of increasing width of Second Street West of Lincoln by Grading from curb to
~urb thereby making said street of unitom width and eliminating bottleneck.at Lincoln Street. Mr. Vergeer
pited possibiliW of pa;ring cost by force account from fixed estimate. Council_decided to investigate
Fituation ani consider at the next meeting.
Councilman Sandison emphasized the danger to pedestrians, especially children, at Fourth and Lincoln Streets
and cited necessity for traffic signal. Council instructed that another application be tiled. with State
!lighway Department.

John Driscoll to serve on the Board. No other nominations, it was moved by Councilman Saniison that Mr.
I)riscoll be appointed to the Planning Board for term of six years. Seconded tu Coumilman Smith and
