The purpose of this meeting is to (1) hold a joint meeting with the Planning Commission to review standards and operating conditions for miscellaneous types of temporary or mobile commercial vendors operating in or along the public way; and (2) hold a special meeting of the Council to present Council committee reports, and consider the budget calendar. II ROLL CALL City Council - Members Present: Mayor Duncan, Councilmen Gerberding, Haguewood, Quast and Whidden. Members Absent: Councilmen Hordyk and Polhamus. Planning Commission - Members Present: L. Ross, T. Puckett, T. Holm, J. Cornell, J. Hulett and B. Banner. Members Absent: R. Anderson. Staff Present: Manager Flodstrom, Attorney Miller, L. Cosens, J. Pittis, D. VanHemert and C. Knutson. III - VI SUSPENDED VII LEGISLATION 1. Joint Meeting with Planning Commission - Temporary or Mobile Commercial Vendors At the June 21, 1983 Council meeting the Council tabled action on considera- tion of the Morgan/Sinnes Conditional Use Permit application and the Lower Elwha Summer Youth Employment Program application for a sidewalk obstruction permit, pending a joint meeting with the Planning Commission to review standards and operating conditions or requirements for miscellaneous types of temporary or mobile commercial vendors in the Downtown area. Mayor Duncan opened the discussion by asking for comments from the Planning Com- mission. Jerry Cornell, Planning Commission Chairman, noted the Commission, though in favor of free enterprise, had major concerns for the adverse ef- fects a proliferation of this type of business would have on the Downtown area. Manager Flodstrom presented information from other cities regarding this subject, and noted concerns raised by the Port Angeles Downtown Asso- ciation. Council discussed the matter at length with the Planning Commis- sion and Mayor Duncan noted the Port Angeles Downtown Association had sent a letter requesting the Council issue a moratorium on waterfront use per- mits and consider a limitation of the numbers of food stands allowed in the downtown areas. For the sake of more orderly discussion, consideration of the conditional use permit application was separated from consideration of the sidewalk obstruction permits. Conditional Use Permit - Waterfront Retail Stands Darrell Fairchild, Port Angeles Downtown Association, opposed the current practice of allowing Conditional Use Permits for food stands on the water- front, noting concern for (1) the atmosphere created by sidewalk vendors and commercial activities on a temporary or seasonal basis, and (2) a sense of unfair competition with established permanent businesses. Wayne Barrett, COHO Ferry, also opposed further expansion of this type of activity on Railroad Avenue without regulation. Councilman Quast then proposed Council consider allowing the Conditional Use Permits this year, with the understanding the Council would work on a ---I .]: 2 CITY COUNCIL MEETING June 28, 1983 comprehensive ordinance with some restrictions and guidelines for next year. As Councilmen Haguewood and Quast were to abstain, there was not a quorum present to vote on the Morgan/Sinnes Conditional Use Permit applica- tion. Council concurred to continue the meeting to Thursday, June 30, 1983, 6:00 P.M. for full Council consideration of the permit. Sidewalk Obstruction Permits - Downtown Port Angeles Jerry Charles and Chuck Rich, Lower Elwha Tribe, presented the request of I the Tribal Council for the Summer Youth Employment Program to operate pushcarts in Downtown Port Angeles. As Councilmen Haguewood and Quast were _ to abstain and the Council lacked a quorum, they concurred to consider the application at the continued meeting of Thursday, June 30, 1983. At this time, the Planning Commission adjourned to hold a special meeting. 2. City Council Committee Reports The Council made the following Committee Reports: Councilman Quast - Pub- lic Health Advisory Commission, Utility Advisory Committee, Real Estate Committee, and Fair Toll coalition. Councilman Gerberding - Community Action Council and Mental Health & Disability Advisory Board. Councilman Whidden - Clallam County Gcvernment Council, North Olympic Health Planning Council and Convention Center Committee. Councilman Haguewood - Clallam County Transit System, Alcohol & Drug Abuse Committee. Mayor Duncan - Economic Development Council, Tourism Promotion Committee for Clallam County, Harbor Promotion. G. M. Lauridsen Trust Fund, Clallam County Disability Board, and Firemen's Pension Board. 3. Budget Calendar Manager Flodstrom reviewed the proposed budget calendar and recommended the Light Department and Public works Department presentations be considered in 1- November prior to the budget hearings to allow for more time when discussing their budgets. Councilman Haguewood suggested this be considered at a regular meeting with the full Council present. 4. Late Item - Chamber of Commerce Councilman Whidden noted the lack of distribution of any tourist promotional literature and requested Manager Flodstrom contact the Chamber of Commerce regarding presenting a status report to the Council at their July 5, 1983 meeting. VIII ADJOURN TO EXECUTIVE SESSION Mayor Duncan adjourned the meeting to an executive session at 8:20 P.M.
