The Commission met in regular session at 10 a.m. and was called to order by Mayor Beetle. Roll call
showed the following officers present: Mayor lleetle. Commissioners Beamand Lind. Acting Attorney Taylor
and Clerk Hawkins.
The minutes of the previous session were read and approved.
Police Judge, W. F. Phillips, reported 88 cases tried and $10:57.50 collected in fines for the month of
June, 1941. Report ordered filed.

Under the head of Introduction of Resolutions the following resolutions were introduced:
RESOLUTION
TO SEIJ. PROPERTY ACQUIRED BY FORECLG6URE
WHERE~S, The City of Port Angeles is the owner of the following described property in the City of Port
Angeles. to-wit:
Lots One (1) and Two (2). Block Two Hundred Thirty-seven (237) of the
Tmvnsite of Port Angeles, Washington,
which said property has been acquired ~ the City on foreclosure of delinquent local improvement assess-
ments under Chapter 205 of the Session Laws of 1927. and
WHEREAS, August E. Kirk and Katherine Kirk, husband and "ife, have offered to purchase the above described
real property from the City of Port Angeles for the sum of $500.00, payable as follows: $100.00 as a
down payment and $10.00 on or before the 6th day of August, 1941, and $10.00 on or before the 6th day of
each and every month thereafter to January 6, 1941, and then $15.00 on or before the 6th day of each and
every month thereafter until p8id in full, together with interest at the rate of 7% per annum computed on
the balance due and paid with the monthly installments, and

value and that at this time it is to the best interest of the City that it should be accepted and the sale
made.
NOW, THEREFORE, BE IT RESOrVED, That the said offer be accepted and that the City of Port Angeles saIl the i

It was moved by Commissioner Beam that the foregoing resolution be approved and adopted. Seconded ~
Commissioner Lind. On roll call all members voted aye. The Mayor declared the motion carried,

VlliEREAS. lne City of Pbrt Angeles is the owner of the follm,ing described real property. having acquired
the same by Treasurer's deed dated l~y 7, 1941, under and by virtue of th0 authority of Section 9393, of
Remington's Revised Statutes, Chapter 1415 of the Laws of 1929, page 1565, to-wit:
Lot Nineteen (19), Block Ninety-six (96) of the Townsite of Port
Angeles, Washington, and
WHEREAS, Peter C. Rowland has offered to purchase the above described real property from the Gity of Port
Angeles for the sum of $150.00, payable as follows: $5.00 as adown pa;:l1nent and $5.00 on or before the 22nd
day of July, 1941, and $5.00 on or before the 22nd day of each and every month thereafter until paid in
full, together with interest at the rate of 7% per annum computed on the balance due andpaid with the
monthly installments, and

value and at this time it is to the best interest of the City that it should be accepted and the sale made.
NOW, THEREFORE, BE IT RESOLVED, That the said offe:r be accepted and that the City of Port Angeles sell the
said property at private sale to the said Peter C. Rowland for the sum hereinabove set forth, subject to any
valid liens against the same; that the City Attorney be instructed to prepare a deed conveying said property
to the purchaser, and the City Clerk of the City of Port Angeles be and he is hereby instructed to execute
said deed, and that the Mayor of the City of Port Angeles be and he is hereb,r instructed to countersign
sa id deed.
It was moved by Commissioner Beam that the foregoing resolution be approved and adopted. Seconded by

RESOLUTION
WHEREAS, The City of Port Angeles is the OVIDer of the following described real property, having acquired
the same by Treasurer's deed, dated June 12, 1941, under and by virtue of the authority of Section 9395 of
Remington's Revised Statutes, "hapter 1415 of the Laws of 1929. page 1565, to-wit:
Lots Seventeen (17). Eighteen (l8)/ Nineteen (19) and Twenty (20),
Block ~vo Hundred Forty-eight (248) of the Townsite of Port Angeles,
Washington, and
WHEREAS, Loren Haugen has offered to purchase the above described real property from the City of Port
Angeles for the sum of -$275.00, and
WHEREAS, The City Commission has viewed the said property and is of the opinion that the offer is fair
value and is in excess of the amount paid by the "ity for said property, plus all L.I.D. assessments,
including interest and other charges against the same.
NOW, TH~REFORE, BE IT RESOLVED that the said offer be accepted and that the City of Port lIh1geles sell the
said property at private sale to the said Loren Haugen for the sum her-3inabove set forth, subject to any
other valid liens agail,st the same; that the City "'Horney be instructed to prepare a quit claim deed
conveying said property to the purchaser; and that the "ity Clerk of the City of Port Angeles be and he is
hereby instructed to execute said quit claj,m deed; and that the Mayor of the City of Port Angeles be and
he is hereby instructed to countersign said quit claim deed:

RESOLUTION
WHEREAS, the construction of the Airport in the western portion of the City of Port Angeles has made it
necessary that certain light lines of the City of Port Angeles be changed, removed and reconstructed and
has isolated certian users of electric energy now living in that portion of the tm~site of Port Angeles
lying west and south of the Airport and it is found impracticable for the -City to serve these light users
from the municipal system and that such custorre rs can be more fully served by the Puget Sound Power &
Light Company lines, and

struct, maintain, repair and operate lines of poles with wires strung thereon with all necessary cross i
arms, brackets, insulators, guy wires, transformers and other apparatus affixed thereto for the distribution
of electric energy on, along, cve~ and accross all of the following streets and portions of streets within I
the City of Port Angele s, to-wit:
All that area within the boundaries of the TO?ffisite of Port Angeles lying south
of Eighteenth Street and south and west of the Airport and including parts of the
following streets:
Eighteenth Street from Q Street west to the lownsite line; all of R Street; Q
Street from Eighteenth Street south to the Boulevard; P Street from the line,
of the Airport south to the Boulevard; Boulevard from hi Street west to the
Townsite line; 26th Street from the Airport west to the Tmmsite line.
In order to permit the serving of such electric power and energy required by these customers, the right,
privilege and authority should ba granted to the Puget Sound Power & Light Company to construct, recon-
That due to the national defense program and the probability of extension of the Airport, pole lines may
have to be removed and the futura service to the consumers in the area may not be feasible, in which event
the company should be relieved of the obligation to continue electric service in the area and be given the I
right to remove its lines and equipment without liability. -

TON, That an agreement be entered into with the Puget liound Power & Liglrt Company for the furnishing of I
I servi ce to the customers in the area lying south and west of the Airport and along the above named streets
upon the terms above proposed, and that the Mayor be and- he is he reby authorized and directed to execute
and deliver such agreement on behalf and in the name of the City of Port Angeles. and the Clerk be and he
is hereby authorized and directed to attest such contract and affix the seal of the City of Port Angeles
thereto.

AGREEMENT
I
In accordance with a resolution made and entered by the CITY COMMISSION of the CITY OF PORT ANGELES on the
2nd day of July. 1941, authorizing and directing the undersigned, as Mayor, and the City C~rk of the
City of Port Angeles, to execute and deliver to the PUGET SOUND POWER & LIGHT COMPANY, a corporation, the
permission to construct, reconstruct. maintain, repair and operate electric light lines for the purpose
of serving customers in certain portions of the City of Port Angeles lying west and south of the Airport.
NOW, THEREFORE:, The City of Port Angeles does hereby give and grant unto the Puget Sound Power & Light
Company, a corpor"tion, the right and privilege to construct, reconstruct. maintain, repair and operate
lines of poles and string. wires thereon with all necessa~ cross arms. brackets, insulators, guy wires,
transforn:ers and other apparatus affixed thereto for the distribution of eleotric energy along, over and
across all that area within the boundaries of the ~Townsite of Port Angeles lying south of Eighteenth
Street and south and west of the Airport and including the following streets and parts of streets, to-wit:

Eighteenth Street from Q Street west to the Townsite line; all of R Street;
Q, Street from Eighteenth Street south to the Boulvard; P Street from the
line of the Airport south to the Boulevard; Boulevard from M Street west
to the Townsite line; 26th Street from the Airport west to the Townsite line.
And to construct all necessa~ connections and install meters necessary. proper or convenient for serving
the customers now in or who may hereafter be situated or located in such area.
That in the event of an extension of the Airport or other conditions now not foreseen. the service of
electric energy in the area should become impracticable and it is found necessa~ that pole lines be removed
by the said Puget "'ound Power & Light Company, the company is in that event relieved from the obligaUon
to continue electric service and may, without liability on its part, discontinue the furnishing of electric
energy and power to the a bove area.
RESOLUTION
WHEREAS, the City of Port Angeles, by resolution of its City Commission duly adopted on the 2nd dIy of
July, 1941, entered into an agreement vdth the Puget Sound Power & Light Company to serve the people
living in the area lying south and west of the Ai~port with electric power and energy required by such
customers and to that end it is necessary that the lines, wiring and equipment now owned by the City in
that area be sold and transferred to the Puget Sound Power & Light Company, and
WHEREAS. an agreement has been reached between the City of Port Angeles and said Puget Sound Power & Light
Company on the price of such material and equipment,

NOW, THEREFORE, BE IT RESOLVED By the City Commission of the City of Port Angeles, Clallam County,
Washington, that said material and equip!l)ent be sold to the Puget "'ound Power & Light Company for the sum
of $1541.00 and that the Mayor be and he is hereby authorized and directed to execute and deliver to said
Puget Sound Power & Light Company a bill of sale on behalf of the City of Port Angeles, covering the
following personal property now located in said area and along Q Street, P Street and the Boulevard. and
particularly described as follows:

It was moved by Commissioner Beam that the bid of the Port Angeles Evening News for doing the City
printi"8 be accepted and that the Mayor and City Clerk be instructed to sign a contract with said paper
