The Commission met in regular session at 10:00 A.M., and was called to order by Mayor Feeley. Officers pr,esent were: Hayor Feeley, Commissioners Robinson and Taylor, Attorney Trumbull and Clerk Law. Minutes of the previous session were read and approved. Under the head of applications for building pennits the following were granted: /3 f75 o~ Ralph Koester / 'lJuild 4-Room House; Lot 9, B~k. 101, Townsite Martin Gullstein Construct 5-Room Dwelling; SLots 11-12, Blk. 378, Townsite John E. Horwath Put Asphalt Roofing on Roof; Lot I, Blk. 262, To.msite 1,ayne Williams Build Garage; Lot 14, Blk. 227, Townsite Virgil Montgomery Add Bedroom to House; Lots 21-22, 8lk. 65, p.S.C.C. 4,000.00 8,000.00 175.00 800.00 500.00 Under the head of unfinished business, one bid was received from L. E. Starks in amount of. $150.00 for Lots 12. and 13, Blk. 308, Tm;osite. It was moved by Commissioner Taylor that the bid. be accepted. Seconded by Commissioner Robinson. All voted Aye. Motion carried. Commissioner Taylor reported that after investigation he is convinced that charging for use of the clubhouse. at. Lincoln Park, as requested by the Park Board, is a good idea and other cities are charging for reservations. Also that due to the numerous playfields now operating, the recommendation of the Park Board to sell the two lots at 10th & Oak should be considered. It was the opinion of Commissioner Robinson that the residents in that vicinity would not approve selling the property and the minimum price is too low. It was moved by ~~or Feeley that the Attorney be instructed to draw an Ordinance in compliance with requsst of the Park Board. Seconded by Commissioner Taylor. All voted Aye. Motion carried. Commissioner Taylor informed that sprinkling regulations according to Ordinance are necessar~ as the water mains are not of sufficient size to pennit uncontrolled sprinkling and if the mains were sufficient, the Morse Creek intake would not deli vel' enough water for uncontrolled irrigation. Mr. Taylor also informed regarding charge for water service connections, the present charge being $12.00 and cost of installation as much as $25.00 to $30.00. The investigation will be continued and connection fee may be advanced by approval of the Commission. Under the head of new business, Claude Bradford presented for consideration, a model Ordinance designed to control soliciting, peddling, etc., the same having. been adopted in numerous cities and upheld by the Supreme Court of the State of Louisiana. It was moved by Commissioner Robinson that the Ordinance be referred to the Attorney for study as to legality according to State Statutes. Motion seconded by Commissioner Taylor. All voted Aye. Motion carried. The Ruby Amusement Company requested in writing that amusement machine licenses be reduced from $2,500.00 to $1,000.00 for distributor's, and from $24.00 to $6.00 for location. The request was made due to reduced income of the game machines. Commissioner Robinson informed that he has examined records for the Company which shaw a substantial reduction in revenue. Mayor Feeley and Commissioner Taylor expressed approval of recommendations by Mr. Robinson and it was moved by Commissioner Robinson that the Attorney be instructed to draw an amending Ordinance in accordance to request as filed. Motion seconded by Commissioner Taylor. All voted Aye. Motion carried. Lee HOdson, City Librarian, announced receipt of a State grant in amount of $386.88, which was added to the Library Fund. Als"o requested by the Board of Library Trustees was an Emergency Ordinance in amount of $170.00 for Office Records and Supplies to be used for establishment of a film lending service. It was mo,,"ed by Mayor Feeley that the Attorney be instructed to draw an Emergency Ordinance as requested. Seconded by Commissioner Robinson. All voted Aye. Notion carried. F. M. Veatch, District Engineer, United States Department of the Interior, requested permission to install a gagifll'; station cableway on City property at the Elwha River near the Milwaukee R.R. Bridge. It was moved by Commissioner Taylor that the request be approved. Seconded by Commissioner Robinson. All voted Aye. Motion carried. The Commission discussed the contract between the City and P.U.D. No.1 regarding the District's water system and provisions included in the agreement. It was woved by Commissioner Taylor that the contract be referred to the Attorney to examine and ascertain if the Public Utility District can complete terms of the agreement. Motion seconded by Commissioner Robinson. All voted Aye. Motion carried. The improvement of Fourth Street from Peabody to Cherry Streets was considered and Commissioner Taylor woved that bids be published for the proposed improvement, the date of opening to be July 16th. Motion seconded by Commissioner Robinson. All voted Aye. Motion carried. Under the head of reading and passage of Ordinances, the following were placed on third and final reading: ORDINANCE NO. 1251 AN ORDINANCE stating the facts of an emergency affecting the public health, safety and welfare of the City of Port Angeles; requiring the unforseen expenditure of funds; providing for the issuance of emergency warrants and declaring an emergency. It was moved by Commissioner Taylor that the foregoing Ordinance be passed the third and final reading and adopted. Seconded by Commissioner Robinson. All voted Aye. Motion carried. ORDINANCE NO. 1252 AN ORDINANCE of the City of Port Angeles, providing for the improvement of Fourth Street from Peabody Street to Cherry Street, by surfacing said Street with asphaltic concrete. and constructing curbs, gutters and storm sewers where necessary, and creating a Local Improvement District to provide for the payment for such improvement. It was moved by Commis sioner Taylor that the foregoing Ordinance be passed third and final reading and adopted. Seconded by Commissioner Robinson. All voted Aye. Iliotion carried.
