The City Council met in regular session at 7: 30 p.m. Officers present were Mayor Willson, Council- men Maxfield, Thorne, Cornell, Wolfe, Bettger and Schroeder; Manager Herrman, Attorney Moffett and Clerk McNeece. A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, that the minutes I of the previous meeting be approved with the correction in the third paragraph, that the payment for the unit substation be referred to the.City Attorney to determ~I\E: whether i~ h~s opinion it is legal to make thls payment In 1965. The Clty Attorney gave the oplnlon that thls lS legal and pro~er if the invoice and billing is in 1965. A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, that the low bid of the Peninsula Herald - 7 cents per line single column 6 pt. type, tabulated the same, one time publication 12 cents per line single column - for the legal printing of the City during the year commencing July l, 1964, be accepted. A motion by Councilman Thorne that the City Manager be authorized to call for bids for re-roofing the Fire Hall, was seconded by Councilman Wolfe and carried. A motion was made by Councilman Cornell, seconded by Councilman Maxfield and carried that the request of the City Engineer that the payment of $l9,OOO.00, the 4th estimate, be made to Randall Kilmer Construction Company for work done and materials furnished on the Boulevard Improvement, be approved. A motion was made by Councilman Thorne, seconded by Councilman Cornell and carried, that 1 the north and south access streets on the Boulevard be opened including opening of Vine Street onl both sides. A motion was made by Councilman Maxfield, seconded by Councilman Thorne and carried that the three! months billing (March $l455.49, April $1400.53, May $3094.66) of R. W. Beck & Associates, in con- I' nection with the Light Department's "Loop System", in total amount of $5,950.68, be approved and paid. I A motion was made by Councilman Thorne, seconded by Councilman Maxfield and carried, that the appli- cations for renewal of liquor licenses of Thomas A. Carr and Harry Bradford - Evergreen DistributiJg Co., Loren J. Cooke - The Rose's Tavern, Robert E. Enos - Enos Distributing Co. and Clinton Haury J and Samual J. Patterson - Lee Hotel, be approved. A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried, that the claim be approved for payment in amounts of: General Funds, $26,208.99; Water Fund, $9,206.58 - warrant~ No. 12442 - 12449 and Light Fund $55,045.92 - warrants No. l272l - l2740, a total of $90,461.49. ~ It was noted that the Street cost accounting manual has been received, and that cost accounting fO~1 the Street Dept. will be required starting January l, 1965. i A letter was received from the Port Angeles Board of Realtors requesting that the City proceed witn plans to build a sewage treatment plant. A motion by Councilman Bettger that the Park Board minutes of June 2, 1964 be approved and placed i on file, was seconded by Councilman Maxfield and carried. i A motion was made by Councilman Schroeder, seconded by Councilman Maxfield and carried, that the Fire Dept. Report be accepted and placed on file. Other items of discussion were the turbid water in the Penn Street area, caused by the hook in of the College site; excessive noise of logging trucks (Mr. Herrman is to contact the logging group to see whether they will police themselves with regards to this), and the potential hazard of the angle parking on the north side of East Front Street between Lincoln and Peabody Streets. A motion was made by Councilman Bettger, seconded by Councilman Wolfe and carried, that the City Manager be instructed to look into the problem of retaining the angle parking on East Front Street but providing for a walkway in front"Df the parking. A motion was made by Councilman Schroeder, seconded by Councilman Bettger and carried, to accept the easements to the City for a right of way for the purpose of constructing, maintaining and re- pairing utilities for light, water, sewers and telephone lines over and adcross portions of the vacated alley in Block Six (6) of Puget Sound Cooperative Colony's Second Addition to Port Angeles. 'The easements affect Lots 5, 6, 7,8, 9, lO, ll,West 40.5 of l2, East 9.5 feet of 12, l3, 14, l5 and 16 of Block Six (6).'.
