HomeMy WebLinkAboutMinutes 07/02/1974 426 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH. JULY 2, 1974 The Council met in regular session at 7:30 P.M. Officers present were Mayor Basom, Councilmen Haguewood, Hordyk, Lukey, Olson, Ross and Wray, Manager Puddy, Attorney Moffett and Clerk Parrish. A motion was made by Councilman Hordyk, seconded by Councilman Wray and unanimously carried to accept and place on file, as received, the minutes of the June 18, 1974 meeting. A motion was made by Councilman Wray, seconded by Councilwoman Ross and unanimously carried to award the bid for the following transformers to the I low bidder, Westinghouse, at a bid price of $3,660 for one (1) 500 KVA, 3~, 13200 GRD Y I 7620 Primary, 480 Y / 277 SEC, padmounted transformer, taps 2-2~ above and below with 14 weeks delivery schedule; $3,812 for one (1) 500 KVA, 30, 13200 GRD Y I 7620 Primary, 208 Y / 120 SEC, padmounted trans- former, taps 2-2~ above and below with 14 weeks delivery schedule, and $20,924 for two (2) 2000 KVA, 30, 13200 GRD y I 7620 primary, 480 Y I 277 SEC, padmounted transformers, taps 2-2~ above and below with a delivery schedule of 48 weeks. Bids contain escalation clause, "Price in effect at time of shipment." Transformer bids were also received from G.E. Supply, Graybar, and Utility Supply. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unanimously carried to award the bid for the ~treet Department Maintainer to the low bidder, Sahlberg 'Equipment, at a bid price of$l7 ,321. as "including trade-in and sales tax. A bid was also received from Caldwell Machinery for $23,708.65 including trade-in and sales tax. A motion was made by Councilman Hordyk, seconded by Councilman Lukey and unanimously carried to approve payment No.3 for the June estimate of work done and material furnished by F. R. King and Associates, Bothell, for the Francis Street Trestle, in the amount of $16,696.71. A motion was made by Councilman Hordyk, seconded by Councilman Wray and unanimously carried to approve payment of Payroll transfers in the amount of $76,849.07. Kirk Cloud, representing the Port Angeles Swim Club, presented complimentary tickets to the Council members for the Club's fund raising !lCrab Race" which will be held July 17th from 7:00 to 10:00 P.M. at the Wm. Shore Memorial Pool. Proceeds to be used for future traveling by the Club. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unanimously carried to accept and place on file the minutes of the Port Angeles Planning Commission meeting of June 24, 1974. A motion was made by Councilman Haguewood, seconded by Councilman Lukey and unanimously carried to accept and place on file the minutes of the Port Angeles Board of Adjustment meeting of June 25, 1974. The following Ordinance was read: ORDINANCE NO. 1827 AN ORDINANCE amending Section One of Ordinance 1815 and providing for pay adjustments effective July 1, 1974. A motion was made by Councilman Hordyk, seconded by Councilwoman RosS and unanimously carried to adopt the foregoing Ordinan€e as read. The following Ordinance was read: ORDINANCE NO. ~ AN ORDINANCE of the City of Port Angeles, Washington, providing for the improvement of a certain area within the City by the construction and installation of storm sewers, grading, ballasting and paving . streets and constructing curbs and gutters, and by doing all work required in connection with such improvements, all pursuant ,to Improvement Resolution No. 197 of the City pa~sed and approved May 21, 1974, I .1 427 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH. JULY 2, 1974 CONTINUED creating a local improvement district therefor, providing for the payment of the cost of said improvements by special assessments upon the property in said District, providing for the creation of Local Improvement District No. 197 Fund and for the issuance and sale of local improvement district warrants and notes or bonds. I A motion was made by Councilman Haguewood and seconded by Councilman Lukey to adopt the foregoing Ordinance as read. Councilman Hordyk expressed his continued opposition to L.I.D. 197. On called vote, Councilmen Hordyk and Olson voted ITNO,IT Councilmen Haguewood, Lukey,Ross and Wray voted "AYE." Motion carried. Agenda item No. 10 - Shoreline Master Program - was passed over. A work session will be scheduled later in the month. A discussion was held regarding the proposed Peabody Heights L.I.D. Specifically, the status of the engineering completed to date, the total estimated cost of the engineering and the pos'sibility of hiring additional engineering help, and the desires of the area residents for the improvement, were items considered. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unanimously carried to instruct the City Manager to 'prepare for presentation at the July 16th Council meeting the pertinent data required for the project to be constructed during the 1975 construction season. Consideration of improvement of Tumwater and Marine Drive Intersection, a priority one recommendation of the tlTOPICStI study, was reviewed and discussed. A motion was made by Councilman Haguewood, seconded by Councilman Lukey and unanimously carried to table this subject to the July 16th Council meeting, to instruct the City Manager to prepare a presentation on this project and to hold a public hearing at said meeting. I Maynard Watson and Dan Rand addressed the Council requesting the City of Port Angeles sponsor a "Youth CenterIT at 8th and Lincoln Sts. The Council recommended the youths contact the Director of the Y.M.C.A. A letter from C. A. Richmond, Jr., Rear Admiral, U.S. Coast Guard informing the City that the Coast Guard is planning to renew Port Angeles Air Station located on Ediz Hook was read and discussed. A motion was made by Council- man Hordyk, seconded by Councilwoman Ross and unanimously carried authorizing a letter of acknowledgement indicating the City's approval of the proposed project, requesting an option to purchase any surplus land, and the exploration of the feasibility of the sewer being installed at the base. A motion was made by Councilman Haguewood, seconded by Councilman Hordyk and unanimously carried to accept and plac~ on file the Clallam County Humane Society work report for the month of May 1974. A motion was made by Councilman Lukey, seconded by Councilman Haguewood and unanimously carried to approve the request of the American Association of University Women, Status of Women Study Group to sell helium-filled balloons during the Arts in Action Fair, July 19, 20 and 21, 1974. A motion was made by Councilman Wray, seconded by Councilman Olson and unanimously carried to accept and place on file the May 1974 reports of the Municipal Judge and the Treasurer and the Out of Town report of Chief Kochanek. , A motio~ was made by Councilman Olson, seconded by Councilman Lukey and unanimously carried to approve initiation of a Resolution expressing the City's appreciation to Beulah B. Me Neece, who retired June 30, 1974, for her 18 years of service. In reference to the Public Pier/MUlti-Purpose Center Study Report, a motion was made by Councilman Lukey, seconded by Councilwoman Ross and unanimously carried'to direct the City Manager to begin preparation of environmental considerations acceptable for all three locations suggested as possible sites for the future public pier. 428 -.., PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH. JULY 2, 1974 CONTINUED Other subjects of discussion were: Councilman Hordyk discussed the merits of a controlled intersection at 8th ~ Race Sts. during the time period that 5th Street will be closed for the Culvert replacement. It was Chief Kochanek's opinion that Second Street would generate more traffic problems during the closure. Manager Puddy reported on the following items. The 1972 Audit Report is available for examination by interested parties; the Council will meet in EXecut~ve Session Monday, July 8th at 7:30 P.M. in the City Managerfs Office with Carey Donworth in attendance; discussions are ongoing with the State Dept. of Fisheries regarding land use agreement at the Elwha site including water .rights; the City will realize a loss of I State revenue of approximately $13,000 ~s a ~e~ult of the Office of Program Planning and Fiscal Managementfs decrease in the City's population census 1973 versus 1974 and Senator Sandison has been contacted regarding this matter; the Public Pier/Community Center Feasibility Study will be available for public comments as soon as it has been reviewed by EDA; .it will be necessary for the City to see~ replacement of a City Attorney as Ty Moffett has been appointed as a second Superior Court Judge for Clallam and Jefferson Countie~ ef~ective July 23, 1974.
